Building BB328 was one of the original buildings constructed when the regional pond was constructed as a part of the Joint Maritime Training Facility. The'pavilion site is located in the Regional Pond drainage area. The Regional Pond current drainage area is 3,391,103 The regional pond permit was last modified on October 17, 2013 based on a file review at NCDENR. The last permit revision indicates that the "Future on -site" BUA quantity remaining is 191,837 SF for the current size of the pond. This Plan Modification will reduce that amount to 190,962 SF. The total allowable BUA remains at 960,509 SF with a percent impervious area remaining unchanged at 28.3%. The pavilion will be located adjacent to an existing stabilized grass Swale through the lawn area of building BB328. PROJECT INFORMATION 1. In the space provided below, briefly summarize how the stormwater runoff will be treated. Stormwater for the project will be treated by the existing Courthouse Bay Regional wet basin sized for 85% TSS removal. The existing wet basin has been constructed previously as part of a "Regional" stormwater pond for the original Dining Hall Constructed in 2007. The current constructed pond was approved by NCDENR in 2007 for 34.6%) BUA (762,276sf impervious) -reference Stormwater Permit No. SW8 030720 revised July 27 2010 and a potential build out condition that is not proposed to change at this time. The enclosed project -Mess Hall Bldg. Addition will include a total impervious area of 5,643sf . The new impervious area includes a 2060sf building addition, 1.600sf new sidewalk, 3.044sf new parking 00spaces) and the removal of 1,061sf of existing sidewalk. Because the existing pond currents built has excess capacity (i.e. can handle more development) and ample store capacity for additional future development, this permit application is proposing to Maximize the Future "Potential" BUA condition of the CURRENT Pond. The Maximum BUA threshold the current pond can handle equal, 43.6%, or a total of 960,509sf of impervious area. This Permit Modification is proposing a Max. Future QUA of 43.6%, that will include the 5,643sf of impervious for the Mess Hall therefore totaling 767,.919sf today and allowing an add itional_192,590sf of impervious remaining for the future. In 2007, Permit Number SW8 030720 MOD permitted a "Total Build out" condition that includes a 2nd Phase of the Pond being built out and expanded to accommodate up to 77.85 Acres including_up to 1,621,289sf (37.22ac) of impervious area equating to a Max 47.8%, BUA. The impervious area has been permitted for 1 359 929sf of onsite and 261 360sf of offsite area. This phase will require additional construction to expand the pond consistent with the Build out Plans submitted with the 2007 Permit Mod. This Build out is still planned for the future consistent with the approved 2007 permit, and to clarify none of the Build out will occur at this time. 2. a. The original Mess Hall was constructed in 2007. The area that the Mess Hall is located and its stormwater is handled by a Regional Stormwater Management Facility that is located nearby the project. See below for project specifics. • The original Stormwater Permit for the Regional Stormwater Management Area is Permit Number SW8 030720 approved on December 12, 2003. The Regional Stormwater Management Area was modified in 2005. Permit No. SW8 030720MOD was approved by NCDENR on January 26, 2005. • The original Dining Hall Building Project was built in 2007/2008 and was a modification of the Stormwater Permit Number SW8 030720MOD permit that included modification to the Regional Stormwater Management Area. The permit modification was approved on August 28, 2007 and corrected on July 27, 2010. • The existing Permit allows for 34.6% BUA. The existing pond as constructed has excess capacity for stormwater that "although it has been built -has not -been permitted" by NCDENR. Therefore, this permit MOD will be maximizing the build out of the existing constructed pond. • 'Che project area as designated for the original permit for the Regional Stormwater Management area will not change from the permit modification approved in 2007 and totals 50.574-acres. • The analysis for the existing current pond shows the MAX BUA threshold equals 43.6% that equates to 960,509sf of impervious. The existing permit (2007) allows for BUA 34.6% or 762,276sf impervious development. Therefore, the difference between the existing permitted condition and the "proposed" max BUA condition equals 198,233sf of which the Mess Hall Addition will use 5,643sf and the remaining 192,590sf will be reserved for future construction. • In 2007, Permit Number SW8 030720 MOD permitted a "Total Build out" condition that includes a 2"`I Phase of the Pond being built out and expanded to accommodate up to 77.85 Acres including up to 1,621,289sf (37.22ac) of impervious area equating to a Max 47.8% BUA. The impervious area has been permitted for 1,359,929sf of onsite and 261,360sf of offsite area. This phase will require additional construction to expand the pond consistent with the Build out Plans submitted with the 2007 Permit Mod, This Build out is still planned for the future consistent with the approved 2007 permit, and to clarify none of the Build out will occur at this time. • This permit application is proposing "no" physical changes to the pond, just a new hydraulic analysis maximizing the pond's current condition and some minor physical improvements to the Mess Hall. • This Mess Hall Addition project will include a minor building addition (2,060sf), parking lot addition of 10 spaces (3,044st), and some sidewalk improvements (net 539st) adjacent to the building's front area totaling 5,643sf of impervious area. • The total impervious area all ready permitted equals 762,276sf and if you add the addition of 5,643sf (mess hall addition) will total 767,919sf —still well under the 960,509sf (43.6%n) Max threshold. SCHEDULE OF COMPLIANCE The first phase of the stormwater system shall be constructed in its entirety, vegetated and operational for its intended use prior to the construction of any impervious surface associated with this project. The final built -out condition of the stormwater system shall be constructed in its entirety, vegetated and operational for its intended use prior to the construction of any impervious area in excess of the 192,590 square feet of future impervious area permitted under the current condition of the system. 3. Prior to the construction of any permitted future areas shown on the approved plans, the permittee shall submit final site layout and grading plans to the Division for approval. 4. The permittee must maintain compliance with the limits of the permitted impervious area and ensure that the runoff from all the built -upon area is directed into the permitted system. 5. The permittee must maintain the current permitted drainage area. No runoff from outside of the permitted drainage area boundary may enter the permitted stormwater facilities without first applying for and receiving a permit modification. 6 During construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired immediately. 7. The permittee shall at all time provide the operation and maintenance necessary to assure the permitted stormwater system functions at optimum efficiency. The approved Operation and Maintenance Plan must be followed in its entirety and maintenance must occur at the scheduled intervals including, but not limited to: a. Semiannual scheduled inspections (every 6 months). b. Sediment removal. C. Mowing and re -vegetation of slopes and the vegetated filter. d. Immediate repair of eroded areas. e. Maintenance of all slopes in accordance with approved. plants and specifications. f. Debris removal and unclogging of outlet structure, orifice device, flow spreader, catch basins and piping. g. Access to the outlet structure must be available at all times. 8. Records of maintenance activities must be kept and made available upon request to authorized personnel of DEMLR. The records will indicate the date, activity, name of person performing the work and what actions were taken. 9. Decorative spray fountains will be allowed in the stormwater treatment system, subject to the following criteria: a. The minimum permanent pool volume is 30,000 cubic feet. b. The fountain must draw its water from less than 2' below the permanent pool surface. C. Separated units, where the nozzle, pump and intake are connected by tubing, may be used only if they draw water from the surface in the deepest part of the pond. d. The fountain may not be placed into the forebay. e. The falling water from the fountain must be centered in the main pond, away from the shoreline. f. The maximum horsepower for a fountain in this pond is 2 horsepower. 10. The facilities shall be constructed as shown on the approved plans. This permit shall become void unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation. Any deviations from the approved plans and specifications must be noted on the Certification. A modification may be required for those deviations. 12. If the stormwater system was used as an Erosion Control device, it must be restored to design condition prior to operation as a stormwater treatment device, and prior to occupancy of the facility. 13. Access to the stormwater facilities for inspection and maintenance shall be maintained via appropriate recorded easements at all times. 14. The permittee shall submit to the Director and shall have received approval for revised plans, specifications, and calculations prior to construction, for any modification to the approved plans, including, but not limited to, those listed below: a. Any revision to any item shown on the approved plans, including the stormwater management measures, impervious area, details, etc. b. Project name change. C. Transfer of ownership. d. Redesign or addition to the approved amount of impervious area or to the drainage area. e. Further subdivision, acquisition, lease or sale of all or part of the project area. The project area is defined as all property owned by the permittee, for which Sedimentation and Erosion Control Plan approval or a CAMA Major permit was sought. f. Filling in, altering, or piping of any vegetative conveyance shown on the approved plan. 15. A copy of the approved plans and specifications shall be maintained on file by the Permittee at all times. At the time the permit is transferred to a new owner, the permittee shall forward the approved plans to the new owner. 16. The Director may notify the permittee when the permitted site does not meet one or more of the minimum requirements of the permit. Within the time frame specified in the notice, the permittee shall submit a written time schedule to the Director for modifying the site to meet minimum requirements. The permittee shall provide copies of revised plans and certification in writing to the Director that the changes have been made. III. GENERAL CONDITIONS This permit is not transferable except after notice to and approval'by the Director. In the event of a change of ownership, or a name change, the permittee must submit a completed Name/Ownership Change Form signed by both parties, to the Division of Energy, Mineral and Land Resources, accompanied by the supporting documentation as listed on the form. The approval of this request will be considered on its merits and may or may not be approved. 2. The permittee is responsible for compliance with all permit conditions until such time as the Division approves the transfer request. 3. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to enforcement action by the Division of Energy, Mineral and Land Resources, in accordance with North Carolina General Statute 143- 215.6A to 143-215.6C. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances, which may be imposed by other government agencies (local, state, and federal) having jurisdiction. 5. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement stormwater management systems. 5. The permittee grants DENR Staff permission to enter the property during normal business hours for the purpose of inspecting all components of the permitted stormwater management facility. 7. The permit remains in force and effect until modified, revoked, terminated or renewed. The permit may be modified, revoked and reissued or terminated for cause. The filing of a request for a permit modification, revocation and re - issuance or termination does not stay any permit condition. 8. Unless specified elsewhere, permanent seeding requirements for the stormwater control must follow the guidelines established in the North Carolina Erosion and Sediment Control Planning and Design Manual. 9. Approved plans and specifications for this project are incorporated by reference and are enforceable parts of the permit. 10. The permittee shall notify the Division of any name, ownership or mailing address changes at least 30 days prior to making such changes. 11. The permittee shall submit a permit renewal request at least 180 days prior to the expiration date of this permit.
