Land & soils evaluation of the proposed Pine Knoll Shores Hotel Tract (--2.3 acres)
for on -site waste treatment usage. Tract located at 101 Salter Path Rd, west
Atlantic Beach area, Morehead Township, Carteret County, North Carolina.

The land & soils of the Pine Knoll Shores Hotel Tract (-2.3 acres) were evaluated and mapped
to determine general usability for on -site, subsurface waste treatment. The rules & regs of NCGS
130-A and NCDENR-DHS NCAC T15A:18A-.1900 were used as guidelines in this evaluation.
This evaluation and mapping were completed through transecting the geomorphic landscape
positions, free soil survey techniques, and aerial photo interpretations. Soil borings/probes were
made from the present ground surface to -120" depths to verify soil compositions and
characteristics. Soil characteristics were grouped into soil map units that will function in a similar
manner for spray irrigation usage. The resulting land & soils map shows the locations of the
respective soil map units.
The tract is located on the maritime barrier island of Bogue Banks adjacent to the Atlantic Ocean,
with typical ridge/slough landscape postions. Elevations range from sea level (0 ft amsl) to -20
ft amsl, with the the area for future waste treatment usage between 13-15 ft (amsl). A major
portion of the tract has been historically (<1975) cut & filled based upon 1975 aerial photos, with
the higher sandy dunes having been cut -down to fill lower elevations landscape positions. These
lower elevations appear to have natural soils (Leon and Corolla) that are somewhat poorly to
moderately well drained, and now have 1-6 ft of sandy historic fill over them. -
The enclosed land & soils map shows the various classifications of lands as to waste treatment
suitability and their relative locations. The following is a brief description of each land & soil
classification:
The "GREEN" Soil Areas (see map) are relatively undisturbed sandy soils. These soils have
deep +120" fine to medium sand textures. The soils are excessively well drained with an
estimated seasonal high static water table 100 -180" from the soil surface or at -5-6 ft elevations,
based upon soil wetness indicators and relative elevation levels. Estimated permeability to <2-5
min/in (+12-30 inlhr) to +120" depths, based upon soil texture and structure. Present surface
elevations range from -15 - 20 ft amsl. Soil types found are Newhan. These sites should have

few limitations for waste treatment or stormwater usage, except for normal buffer set -backs and
contouring of slope areas to provide a relative uniform site.
The "BROWN' Soil Areas (see map) are historically (<1974) cut -down and excavated areas.
These were former sand dunes and sideslopes that have been excavated down -1-6 ft so that
they are relatively level areas.ed sandy soils. These soils have deep +120" fine to medium sand
textures. The soils are excessively well drained with an estimated seasonal high static water table
+105 - 120" from the soil surface or at -5-6 ft elevations, based upon soil wetness indicators and
relative elevation levels. Estimated permeability to <2-5 min/in (+12-30 in/hr) to +120" depths,
based upon soil texture and structure. Present surface elevations range from -13.5 -15 ft amsl.
Soil types found are Newhan-Cut phase. These sites should have few limitations for waste
treatment or stormwater usage, except for normal buffer set -backs.
The "YELLOW" Soil Areas (see map) are historically (<1974) cut & filled areas. These were
former lower sideslope and dry -slough areas that have been filled +1-6.5 ft so that they are now
relatively level to adjacent cuttexcavated areas from where the sandy fill materials were borrowed.
These soil areas appear to be deep +120" fine to medium sand textures, with no debris or
significant shell content. The soils are excessively well drained with an estimated seasonal high
static water table +90 -100" from the soil surface or at -5-6 ft elevations, based upon soil wetness
indicators and relative elevation levels. Estimated permeability to <2-5 min/in (+12-30 in/hr) to
+120" depths, based upon soil texture and structure. Present surface elevations range from -13 -
14.5 ft amsl. Soil types found are Historic Sandy Fill over natural soils of Corolla and Leon -dry
non-restrictive phase. The buried natural soils appear to have a seasonal high static water table
12-35" from their natural surfaces. These sites should have few limitations for waste treatment
or stormwater usage. NCDENR-DHS rule (.1957-b-2-E) only allows a maximum of 480 gal/day
flow into historic fill that meets the historic fill rule criteria, but the underlying natural soils appear
be usable for new fill system (.1957-b-1). 1n addition, rule .1957-b-3 allows for other fill systems
to be approved on a site specific bases in accordance with rule .1948-d. Addition site testing is
usually required to characterize and quantify the soil/site parametersfor large (+1500 gal/day/field
or +3000 gal/day/system) subsurface waste treatment systems.
This is a preliminary and qualitative land & soils evaluation of this tract for subsurface waste
treatment or stormwater usage. This report and map should be used for planning purposes only.
Final permitting is subject to NCDENR-DHS and/or other regulatory agency applications, reviews,
and approvals. The respective agencies should be contacted before initiating any construction
or investing significant time and monies.

} ; : A. ',Description of Project
ype-of Development'.
The proposed project is for the construction of eight, three bedroom
condominiums. The project is located at 101 Salter Path Road, in Pine Knoll
Shores, Carteret County, North Carolina. The project is to be developed in
accordance with the approved plans -and specifications for the construction of
.streets and drainage improvements.
2. Earth Disturbing Activities
a Excavation -and grading.for the,installation of roads and drainage
improvements.
3. 'Drainage
The site presently does not drain offsite. Water stays on site and infiltrates into
the ground. The proposed plan is for parking and drive are to drain to drop inlets
and then infiltrate into the ground through 36" perforated corrugated plastic pipe.
The drainage for the buildings is to'be diverted to the area behind the buildings to
infiltrate into the ground.
B. Erosion and Sediment Control Measures
Various levels of erosion control are proposed on the plan. If it becomes evident
that additional erosion and sediment control measures are needed, they shall be
installed immediately. It is intended that all grading and excavation activities
within a certain area will be protected. as soon as that activity is complete.
l . ' Silt Fence — Silt fence will be ,utilized as necessary in location shown on
the plans or as deemed necessary by the engineer to ensure that off -site
sedimentation is controlled.
2. Seeding — All disturbed areas will be seeded within 14 days following
construction in accordance with the seeding schedule shown on the plans.

1. Obtain Plan approval and any other necessary permits.
2. Initiate clearing and grubbing operations in applicable areas.
3. Install temporary stone construction entrance.
4. Complete clearing and grubbing operations.
5. Install silt fence at location shown on plans.
6. Construct infiltration system.
7. Rough grade site.
8. Install subsurface utilities & drainage features, construct building
9. Construct parking Iot and drive.
10. Seed all area not to be paved within l4days of land disturbance.
11. -Pave parking lot and drive.
12. After site is stabilized, remove remaining temporary measures and install
permanent vegetation on disturbed areas.
D. Design Assumption

2. The rational method was used for design.
E. Coastal Stormwater Regulations
-The North Carolina Division of Environmental Management implemented coastal
stormwater regulation in coastal counties on January 1, 1988. These regulations
are detailed in 15 NCAC 214.1000 Stormwater Runoff Disposal, These rules allow
for a development to consider density options as a passive means to reduce water
quality impact. This project is submitted for approval consideration under Section
.1003(d)(1) Low density projects:
