Dear Commander Readal:
The Wilmington Regional Office received a complete modified Stormwater Management
Permit Application for Bachelor Enlisted Quarters Jackson Street on November 12, 2004. Staff
review of the plans and specifications has determined that the project, as proposed, will
comply with the Stormwater Regulations set forth in Title 15A NCAC 21-1.1000. We are
forwarding Permit No. SW8 010431 dated January 10, 2005, for the construction of the subject
project.
This permit shall be effective from the date of issuance until January 10, 2015, and shall be
subject to the conditions and limitations as specified therein. Please pay special attention to
the Operation and Maintenance requirements in this permit. Failure to establish an adequate
system for operation and maintenance of the stormwater management system will result in
future compliance problems.
If any parts, requirements, or limitations contained in this permit are unacceptable, you have
the right to request an adjudicatory hearing upon written request within sixty (60) days
following receipt of this permit. This request must be in the form of a written petition,
conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of
Administrative Hearings, P.O. Drawer 27447, Raleigh, NC 27611-7447. Unless such demands
are made this permit shall be final and binding.

North Carolina as amended, and other applicable Laws, Rules, and Regulations

FOR THE
construction, operation and maintenance of 2 infiltration basins and 2 bio-retention
areas in compliance with the provisions of 15A NCAC 2H .1000 (hereafter referred to
as the "stormwater rules' and the approved stormwater management plans and
specifications and other supporting data as attached and on file with and approved by
the Division of Water Quality and considered a part of this permit.
This permit shall be effective from the date of issuance until January 10, 2015, and
shall be subject to the following specified conditions and limitations:
I. DESIGN STANDARDS
1. This permit is effective only with respect to the nature and volume of stormwater
described in the application and other supporting data.
2. This stormwater system has been approved for the management of stormwater
runoff as described in Section 1.6 on page 3 of this permit. The stormwater
controls include two infiltration basins which discharge the 1.5" design storm to
the two bio-retention areas. Systems 1 & 2 have been designed to handle the
runoff from 115,433 square feet and 113,693 square feet of impervious area,
respectively. The excess design storm overflow from each system must pass
through a 50' vegetated filter prior to discharge.
3. The tract will be limited to the amount of built -upon area indicated on page 3 of
this permit, and per approved plans.
4. All stormwater collection and treatment systems must be located in either
dedicated common areas or recorded easements. The final plats for the project
will be recorded showing all such required easements, in accordance with the
approved plans.
5. The runoff from all built -upon area within the permitted drainage area of this
project must be directed into the permitted stormwater control system.

II. SCHEDULE OF COMPLIANCE
1. The stormwater management system shall
be constructed in its entirety,
vegetated and operational for its intended use
prior to the construction of any
built -upon surface.
2. During construction, erosion shall be kept to a minimum and any
eroded areas of
the system will be repaired immediately.

3. The permittee shall at all times provide the operation and maintenance
necessary to assure the permitted stormwater system functions at optimum
efficiency. The approved Operation and Maintenance Plan must be followed in
its entirety and maintenance must occur at the scheduled intervals including, but
not limited to:
a. Semiannual scheduled inspections (every 6 months).
b. Sediment removal.
C. Mowing and revegetation of slopes and the vegetated filter.
d. Immediate repair of eroded areas.
e. Maintenance of all slopes in accordance with approved plans and
specifications.
f. Debris removal and unclogging of bypass structure, infiltration media, flow
spreader, catch basins, piping and vegetated filter.
g. A clear access path to the bypass structures must be available at all
times.
4. Records of maintenance activities must be kept and made available upon
request to authorized personnel of DWQ. The records will indicate the date,
activity, name of person performing the work and what actions were taken.
5. The facilities shall be constructed as shown on the approved plans. This permit
shall become voidable unless the facilities are constructed in accordance with
the conditions of this permit, the approved plans and specifications, and other
supporting data.
6. Upon completion of construction, prior to issuance of a Certificate of Occupancy,
and prior to operation of this permitted facility, a certification must be received
from an appropriate designer for the system installed certifying that the permitted
facility has been installed in accordance with this permit, the approved plans and
specifications, and other supporting documentation. Any deviations from the
approved plans and specifications must be noted on the Certification. A
modification may be required for those deviations.
7. If the stormwater system was used as an Erosion Control device, it must be
restored to design condition prior to operation as a stormwater treatment device,
and prior to occupancy of the facility.
8. Access to the stormwater facilities shall be maintained at all times.
9. The permittee shall submit to the Director and shall have received approval for
revised plans, specifications, and calculations prior to construction, for any
modification to the approved plans, including, but not limited to, those listed
below:
a. Any revision to any item shown on the approved plans, including the
stormwater management measures, built -upon area, details, etc.
b. Project name change.
C. Transfer of ownership.
d. Redesign or addition to the approved amount of built -upon area or to the
drainage area.
e. Further subdivision, acquisition, lease or sale of all or part of the project
area. The project area is defined as all property owned by the permittee,
for which Sedimentation and Erosion Control Plan approval or a CAMA
Major permit was sought.
f. Filling in, altering, or piping of any vegetative conveyance shown on the
approved plan.
10. A copy of the approved plans and specifications shall be maintained on file by
the Permittee for a minimum of ten years from the date of the completion of
construction.

11. The Director may notify the permittee when the permitted site does not meet one
or more of the minimum requirements of the permit. Within the time frame
specified in the notice, the permittee shall submit a written time schedule to the
Director for modifying the site to meet minimum requirements. The permittee
shall provide copies of revised plans and certification in writing to the Director
that the changes have been made.
III. GENERAL CONDITIONS
This permit is not transferable except after notice to and approval by the Director.
In the event of a change of ownership, or a name change, the permittee must
submit a formal permit transfer request to the Division of Water Quality,
accompanied by a completed name/ownership change form, documentation
from the parties involved, and other supporting materials as may be appropriate.
The approval of this request will be considered on its merits and may or may not
be approved. The permittee is responsible for compliance with all permit
conditions until such time as the Division approves the transfer request.
2. Failure to abide by the conditions and limitations contained in this permit may
subject the Permittee to enforcement action by the Division of Water Quality, in
accordance with North Carolina General Statute 143-215.6A to 143-215.6C.
3. The issuance of this permit does not preclude the Permittee from complying with
any and all statutes, rules, regulations, or ordinances, which may be imposed by
other government agencies (local, state, and federal) having jurisdiction.
4. In the event that the facilities fail to perform satisfactorily, including the creation
of nuisance conditions, the Permittee shall take immediate corrective action,
including those as may be required by this Division, such as the construction of
additional or replacement stormwater management systems.
5. The permittee grants DENR Staff permission to enter the property during normal
business hours for the purpose of inspecting all components of the permitted
stormwater management facility.
6. The permit may be modified, revoked and reissued or terminated for cause. The
filing of a request for a permit modification, revocation and reissuance or
termination does not stay any permit condition.
7. Unless specified elsewhere, permanent seeding requirements for the stormwater
control must follow the guidelines established in the North Carolina Erosion and
Sediment Control Planning and Design Manual.
8. Approved plans and specifications for this project are incorporated by reference
and are enforceable parts of the permit.
9. The permittee shall notify the Division any name, ownership or mailing address
changes within 30 days.

1. The drainage area to the system contains approximately the permitted
acreage.
2. The drainage area to the system contains no more than the permitted
amount of built -upon area.
3. All the built -upon area associated with the project is graded such that the
runoff drains to the system.
4. All roof drains are located such that the runoff is directed into the system.
5. The bypass structure weir elevation is per the approved plan.

8. All slopes are grassed with permanent vegetation.

As you requested by your letter of June 16, 2004, enclosed please find the requested additional
information in triplicate for the above -referenced project:
We have labeled the ponding level elevation and the underdrain invert on the
proposed bio-retention area overflow drop box for each bio-retention basin on
revised sheet SWM-2. Please see the "Bio-retention Cross-section with Overflow
Drop Box" detail and the "Typical Infiltration Pond Decant Structure".
2. Please see sheet SWM-2, "Typical Infiltration Pond Decant Structure" for orifice
invert elevations for each infiltration basin.
3. Sheet SWM-3 has been revised to show the additional trees and shrubs. The
minimum caliper size for all trees has been changed to 2 % ".
Pond # I is 8,500 square feet in size.

Dear Cdr. Pina:
The Wilmington Regional Office received previously requested information regarding
the modification to the Stormwater Management Permit Application for Bachelor
Enlisted Quarters Jackson Street on April 21, 2004. A preliminary review of that
information has determined that the application is not complete. The following
information is needed to continue the stormwater review:
1. Please label the ponding level elevation, the outlet pipe invert, and the
underdrain invert on the proposed bio-retention area overflow drop box detail,
for each bio-retention basin.
2. Please specify the orifice invert on the decant structure detail for each
infiltration basin.
3. Please provide calculations of the minimum required number of plants to be
planted in each bio-retention basin, as indicated in Section 4.12 on page 53 of
the BMP Manual. These requirements, in short:
a. Provide 1000 trees per acre of bio-retention area. The planting plan
submitted provides only 42 trees.
b. Provide at least 3 different species of tree and 3 different species of
shrub to ensure diversity.
C. Provide a ratio of 2-3 shrubs for each tree. The planting plan
submitted provides only 104 shrubs.
d. Minimum tree caliper is 2.5". Please revise the Acer Ginnala caliper
to 2.5".
4. The details for the original bypass structures for each infiltration basin have
not been shown on the revised plan sheets. Please either add the bypass
details, or you will need to add the originally approved sheets C-107, C-108,
C-109 and L-102, which contain these and other necessary details, to the
new plan sheets that were submitted on April 21, 2004, to make the new
approved plan set.

5. The Operation and Maintenance Plan is missing Section 3, regarding plant
materials. Please add those 3 paragraphs on pages 61-62 from the BMP
manual to the 0&M document.
6. Please provide a separate, signed and notarized O&M document for each
bio-retention basin. This is a requirement imposed on the Division by the AG's
office to eliminate confusion and ensure compliance.
7. Please provide information on the C value computation. Using the pre-
established C-values from the BMP manual, I am getting more minimum
required surface area for each bio-retention basin than is provided. The
minimum surface area for Basin #1 should be 8,446 ftz and for Basin #2,
8,885 ftz. Only 8,177 e and 8,167 ft2, respectively, have been provided.
Please note that this request for additional information is in response to a preliminary
review. The requested information should be received by this Office prior to July 16,
2004, or the application will be retumed as incomplete. The return of a project will
necessitate resubmittal of all required items, including the application fee.
If you need additional time to submit the information, please mail or fax your request for
a time extension to the Division at the address and fax number at the bottom of this
letter. The request must indicate the date by which you expect to submit the required
information. The Division is allowed 90 days from the receipt of a completed
application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under
an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and
is subject to enforcement action pursuant to NCGS 143-215.6A.
Please reference the State assigned project number on all correspondence. Any
original documents that need to be revised have been sent to the engineer or agent. All
original documents must be returned or new .originals must be provided. Copies are not

As we discussed by telephone on March 24, 2004, we are abandoning the idea of seeking any
Stormwater credit for the infiltration trenches. We will leave the trenches in place. Therefore
item numbers 2, 3, 6, 8 and 9 of your comments are no longer applicable.

sheets apply with no modifications. New drawings are provided which show the new bio-

This project proposes modifications to the original storrnwater treatment system which included
two separate storrnwater infiltration ponds. The site drains to SA waters. Tthe original ponds
were sized to hold the runoff from the one and one-half inch rainfall event. The infiltration
ponds have not been infiltrating quickly enough so additional storrnwater treatment measures are
proposed.
A bio-retention area is proposed to receive discharge from the two existing storrnwater
infiltration ponds. Decanting structures are proposed for each of the two existing storrnwater
infiltration ponds to draw down the stored runoff within a 5-day period. The bio-retention area
is seized in accordance with the NCDENR BMP manual. The bio-retention area is landscaped
with plant species as recommended by the BMP manual. The maximum water depth in the bio-
retention area will be 9 inches. A catch basin outlet structure is provided to limit the bio-
retention area maximum water depth to 9 inches. The catch basin outlets to a pipe equipped with
a previously permitted level spreader and vegetative filter.
The existing bypass structures for the two existing infiltration ponds will divert runoff around the
treatment system in the even of back-to-back design storms. This runoff will still discharge to
the previously permitted level spreader and vegetative filter. The two infiltration ponds will
decant to the new bio-retention area within a 5-day period so that the infiltration basins will be
available to receive additional storrnwater runoff.
Stormwater runoff from the site will receive the benefit of having some infiltration capacity in
the two infiltration ponds in addition to treatment in the proposed bio-retention area.

GUIDELINES
Planting Soil
Urban plant communities tend to become very acidic due to precipitation as well as the
influences of stormwater runoff. For this reason, it is recommended that the application
of an alkaline substance, such as limestone, be considered once or INvice a year. Testing
of the pH of the organic laver and soil should precede the limestone application to
determine the amount of limestone required.
Soil testing_ should be conducted annually so that the accumulation of toxins and heavy
metals can be detected or prevented. Over a period of time, heavy metals and other toxic
substances Nvill tend to accumulate in the soil and the plants. Data from other environs
such as forest buffers and Grass swales suggest accumulation of toxins and heavy metals
within five years of installation. However, there is no methodology to estimate the level
of toxic materials in the bio-retention areas since runoff, soil and plant characteristics
will vary from site to site.
As the toxic substances accumulate, the plant biological functions may become impaired,
and the plant may experience dwarfed growth followed by mortality. The biota within
the soil can also perish and the natural soil chemistry may be altered. The preventative
measures would include the removal of the contaminated soil. In some cases, removal
and disposal of the entire soil base, as well as the plant material, may be required.

Bio-retention areas should be mulched once the planting of trees and shrubs has occurred.
Am.- around cover specified as plugs may be installed once the area has been mulched.
Ground cover established by seeding and/or consisting of grass should not be covered
with mulch.

The Wilmington Regional Office received a Stormwater Management Permit Application
for Bachelor Enlisted Quarters Courthouse Bay on December 1, 2003. A preliminary
review of that information has determined that the application is not complete. The
following information is needed to continue the stormwater review:
The submitted drawings do not contain a sufficient level of detail to act as
the modified plans. Sheet SWM-2 is a faded, partial copy of the approved
sheet C-104, the grading plan. I am unable to replace C-104 with SWM-2
since the grading has been altered and not all of the project is shown on
that sheet. In order for the Division to maintain a complete understanding
of what has been permitted, it is imperative that the new drawings be able
to replace existing drawings. Please provide an exact copy of all of C-104
with the appropriate revisions.
2. You are showing four separate runs of infiltration trench, therefore, there
should be 4 infiltration supplement forms. Only two have been submitted.
3. Please delineate the single drainage area for each of the four trenches
shown. The section arrows shown are not enough to convey this
information.
4. The BMP Manual for extended detention wetlands requires a 2-5 day
drawdown, which will not meet the SA classification design criteria for an
offline system. Perhaps bio-retention is more of what you had in mind,
since it is an off-line system like infiltration. Please provide sealed, bio-
retention sizing calculations. Design requirements are found in Chapter 4
of the Best Management Practices Manual. Simply stating the area and
volume provided in the bio-retention area is not sufficient. You must
calculate the minimum design requirements based on the criteria
described in Chapter 4 of the BMP Manual. Also, submission under the
alternative bio-retention option requires a planting plan to be prepared by
a licensed professional.

5. Since the original basins are not infiltrating as designed, the rules allow
the Division the flexibility to require monitoring wells to determine the
seasonal groundwater fluctuations. Please initial item (s) on the
supplement, and provide well locations on the plans in the vicinity of the
existing infiltration basins.
6. In order to allow the lowering of the bypass weirs in the infiltration ponds,
please provide verification that the trench bottom elevations are at least 2'
above the Seasonal High Water Table. If the trenches cannot meet this,
then we are permitting a similar situation as currently exists, which is not
what the Division wants to do. If the bottoms vary as the slope of the
swale above it, please make sure the revised plans show the inverts at
ebch end.
7. Please provide a signed and notarized Operation and maintenance plan -
for the bio-retention area.
8. Please initial item (p) on the supplement. The trench detail indicates that
geotextile fabric is provided around the trench.
9. Item (u) on the supplement must be initialed. Normal Operation and
Maintenance of the trench system will not be possible without knowing the
cleanout benchmark.
10. Please show the excavated area around the orifice of the decant structure.
This is necessary in order to prevent clogging.
11. The consultant has determined the orifice size based on a 5 day
drawdown, but the decant structure shows several 3/4" holes in addition to
the 1-1/4" or It does not appear that the flow through these orifices
been considered in regard to draw down time.

IV. DEED RESTRICTIONS AND PROTECTIVE COVENANTS
The following italicized deed restrictions and protective covenants are required to be recorded for all
subdivisions, outparcels and future development prior to the sale of any lot. If lot sizes vary significantly, a table
listing each lot number, size and the allowable built -upon area for each lot must be provided ds an attachment.
1. The following covenants are intended to ensure ongoing compliance with state stormwater management permit number
as issued by the Division of Water Quality. These covenants may not be
changed or deleted without the consent of the State.
2. No more than _ 229,127 — square feet of any lot shall be covered by structures or impervious materials.
Impervious materials include asphalt, gravel, concrete, brick, stone, slate or similar material but do not include wood
decking or the water surface of swimming pools.
3. 5wales shall not be filled in, piped, or altered except as necessary to provide driveway crossings.
4. Built -upon area in excess of the permitted amount requires a state stormwater management permit modification prior to
construction.
5. All permitted runoff frorn outparcels or future development shall be directed into the permitted stormwater control
system. These connections to the stormwater control system shall be performed in a manner that maintains the integrity
and performance of the system as permitted.

shall include all the applicable items required above, that the covenants will be binding on all parties and persons

received on December 1, 2003, after the infiltration basin had failed to function
adequately in accord with the drawdown requirements of the stormwater rules.
The Division is of the opinion that simply replacing the infiltration system with the
bio-retention system will not improve the situation. We recommend continuing with
the modification as submitted, with the infiltration basins overflowing into newly
constructed bio-retention areas.

Dear Brynn and Joe:
I received comments back from Raleigh regarding use of a constructed wetland.
As I expected, it is an allowable option butonly if it does not discharge in
response to the 1.5" design storm. That means that when it rains, all the runoff
from the first 1.5" is contained and stays in the wetland and is not discharged
except via infiltration through the bottom. If it rains more than 1.5", only the
excess is allowed to bypass through a 50' vegetated filter.

I received your voicemail from yesterday. We have instructed Joe
Avolis to
complete a permit modification for the various infiltration
alterations that
Jack instituted at the BEQ site. He will have that to you next
week.
However, we would also like Joe to design any additional changes to
the
permit that are required to provide acceptable treatment of
stormwater. Joe
has recommended two possible solutions: 1) creation of a wetlands
downstream
of the outfall of the existing infiltration basin, and 2)
converting the
existing infiltration basin into a wet detention pond and pumping
the
outfall effluent to an area that is classified as SC. Joe thought
that you
wanted to check with Raleigh to get more information on these
options, prior
to his initiating the design. Our preference is to create a
wetlands, since
we would like to avoid the need for pumps. If this is definitely a
non --starter, we will have the consultant initiate alternative 2.
As Vann
Marshburn mentioned in the conference call in July, the contractor
is very
anxious to resolve this problem, since we have with held a large
amount of
money until all issues are resolved.

The Sedimentation Inspection Report documenting disrepancies found 12 March 03 by state inspectors is
attached for your review. Specifically, the small pond and the area below the small pond need additional
ground cover. The silt fence downslope of both small and large ponds needs to be cleaned out. The large
pond does not have sufficient capacity. The drainage on site has been an issue of concern for many months.

We are in receipt of your letter dated 18 March 2003 concerning a Sedimentation Inspection Report on y
the above referenced project.
On or before March 26'h all of the erosion items will have been completed. In response to the comment
relative to the large pond not having sufficient capacity we are contacting the state to find out the
meaning of this comment. The following is a brief history of both of these ponds and our efforts in
complying with the requirements of the contract and the state on a marginal site.
1 • We employed a licensed North Carolina professional to design these ponds in accordance with
the requirements of the State of North Carolina.
2. The State of North Carolina reviewed the design and issued a permit for the construction of
these ponds as they are presently constructed.
3. Approximately six months ago a verbal comment was made that the ponds were not infiltrating
within a period of five days.
4. We at that time requested that the designer of record come back in and review the ponds and
provide us with his comments. Mr. Joseph Avalis and Mr. Jack Daft, RLA reviewed the
infiltration ponds and had soil samples taken both inside and outside the pond and reported their
findings to us. We passed these on to ROICC in our letter dated November 18", 2002.
5. Their findings indicate that we had constructed the ponds in accordance with his design.
6. Subsequent to that report Mr. Vann Marshburn arranged a meeting with the state on site for us
to again review the status of the ponds and go over that report with the state. We convened on
the site and looked at the ponds and in fact toured the entire site with the state.
7. There was much discussion as to why the ponds did not appear to be infiltrating into the soil
over the period of five days. The state person explained that the ponds were to receive the first
inch and a half water from the covered area and that it should infiltrate over a period of five
days assuming no additional rain or water was added. It was quite obvious to all there that the
ponds were not infiltrating at that particular rate.

8. We then reviewed the remainder of the site with the person from the state and discussed some
other measures that we might take as soon as the extremely wet weather that we have had over
the last one hundred plus days returned to some norm.
9. Since that meeting we have installed approximately one thousand LF of infiltration trenches
around the site and we have installed three smaller ponds located at various places around the
site. These should help the two ponds in that they will take a portion of the water from the site
in lieu of it going into one of the two ponds.
10. In general the ideal situation for infiltration ponds is that the bottom of the pond be two foot
above the water table. On the BEQ site over the last six to eight mouths we have not had a
time when the water table anywhere on site was more than about thirty inches below finish
grade. This includes the point highest on the site which is next to the office trailer.
Regardless of the fact that the designer has attested that we build the ponds according to the design and
the state in our last meeting and other conversations have not indicated any different. In fact the state
concurred that they believe that we did build them in accordance with the design even though it is not
working as it relates to infiltrating the contents of the pond into the soil over a five day period. We
have however and in order to assure ourselves and all other parties as to the proper construction of
these ponds employed Parker & Associates to review all information as it relates to the ponds,
including the original permit and all other information that has been accumulated relative to these
ponds.
We also wish to comment that no one from the state that I have talked to over the past six to eight
months has ever indicated in any way that there was not enough capacity in the ponds. We are asking
Parker and Associates to discuss this with the state and make recommendations back to us. We will
provide you with their recommendation as soon as they are received.

THIS PROJECT CONSISTS OF STORMWATER TREATMENT SYSTEM
MODIFICATIONS TO THE TWO COURTHOUSE BAY BEQ INFILTRATION PONDS
CONSTRUCTED UNDER DWQ PERMIT #SW8 010431. THE ORIGINAL PROJECT
CONSISTED OF TWO MULTI -STORY BEQ QUARTERS AND ASSOCIATED ASPHALT
PARKING AREAS. THE ORIGINAL SITE BUILT -UPON AREA OF 58% WILL REMAIN
THE SAME. THE 1.5 INCH DESIGN STORM WILL REMAIN THE SAME.
THE TWO EXISTING INFILTRATION PONDS HAVE NOT FULLY INFILTRATED
FOLLOWING THE 1.5 INCH RAINFALL EVENTS. TO REDUCE THE RUNOFF LOAD ON
THE POND, A TOTAL OF 1,240 LINEAR FEET OF 2' x T INFILTRATION TRENCHES
WERE EXCAVATED WITHIN THE SHALLOW GRASS PARKING LOT SWALE SYSTEM
AT THE FRONT OF THE SITE. THE TRENCHES DO NOT HAVE AN OUTLET
DISCHARGE TO EITHER OF THE TWO EXISTING PONDS OR ANY OTHER DRAINAGE
POINT. THE INFILTRATION TRENCHES ARE CONSTRUCTED IN SANDY SOIL.
THE MODIFICATION ALSO PROPOSES THE EXCAVATION OF A CONSTRUCTED
WETLAND DOWNGRADIANT OF THE TWO INFILTRATION PONDS. THE
CONSTRUCTED WETLAND WILL PROVIDE ADDITIONAL SURFACE AREA (216%
INCREASE) ON THE SITE FOR STORMWATER TREATMENT. ORIFICE DRAW DOWN
DEVICES ARE PROPOSED FOR EACH OF THE TWO EXISTING INFILTRATION
PONDS. THE STRUCTURES ARE DESIGNED TO DRAIN DOWN EACH OF THE TWO
EXISTING PONDS WITHIN A PERIOD OF 5 DAYS. THE CONSTRUCTED WETLAND
WILL BE VEGETATED WITH A VARIETY OF WETLAND PLANTINGS. STORMWATER
TREATMENT IN THE CONSTRUCTED WETLAND WILL OCCUR BY INFILTRATION,
EVAPORATION AND EVAPOTRANSPIRATION.
THE EXISTING INFILTRATION PONDS ARE ANTICIPATED TO PERFORM BETTER
GIVEN THE REDUCTION IN HYDRAULIC LOADING OFFERED BY THE
INFILTRATION TRENCHES AND THE CONSTRUCTED WETLAND.
