4. Project Description and History
4a.Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
Cascade Lake Rd.is a connector from the Brevard area to South of Dupont State Forest.The NC DOT maintains this road from edge of road to edge of road.In late October,2020,
about a third of this 18'wide road slid making passage unavailable.Due to the narrow work area and lack of property access off our maintained ROW,we will have to temp divert a
stream across Cascade Lake Rd above the soil nail activity,and fill the stream channel(road side ditch/perennial stream)with clean railroad ballast to have a platform for the
equipment to sit on.An existing 25 LF 30"cmp that has failed will be replaced with the same,and the outlet(now falling onto a bedrock slab)will outlet through the newly constructed
retaining wall onto the same rock slope.
While performing this repair work,it was discovered that the two 25LF CMP's going south of the slide were rotten,and replaced at the same time.
In summary,the impacts will be temporary in nature.60 LF of dewatered channel,filled with railroad ballast,which will be cleared of stone at the end of the project,and the replacement
of a 25 LF 30"cmp(all in an unnamed trib to the Little River),and two 30"CMPs upstream(South)of the slide will be replaced.All three of the CMP's will be perched on the outlet end
due to presence of bedrock under the road.

The dewatering was the minimum necessary to provide a safe work footprint for the equipment necessary to repair the road failure.The culvert
replacements were necessary due to the bottom of the culverts being rotten and to prevent future failures.

This is the absolute minimum amount of impact necessary to put the road back in a safe condition.
