Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The project site is comprised of two parcels of land (Tract 1 and Tract 2, on the attached Project Area Map) that total approximately 92.45 acres. Access, into the property, is provided via an existing soil road, which is located on the on the south side of NC Hwy. 210, approximately 1.6 miles west of the intersection of NC 210 and NC 117. The upland portions of the property were historically farm land, thus several man made ditches are found within the project boundaries (see attached Wetland Boundary Sketch, within JD Request Packet). The ditches drain to Turkey Creek, which is a relatively broad, warm water stream, with abutting wetland floodplain, that drains, from north to south, to the Northeast Cape Fear River. The creek bisects the project property, from north to south (see Wetland Boundary Sketch). Currently, the upland portion of the property is mostly comprised of grasses and shrubs, while mature woody species line the ditches and wetland/creek feature. Single family and rural agriculture are the predominant uses, in the vicinity of the Project Site 4b. Explain the purpose of the proposed project:* The purpose of this project is construct a two land road, across Turkey Creek and its associated flood plain, which will provide access to a single family, residential development, that extends across the creek (see attached site plan). The development will help meet local demand for housing. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Prior to land disturbing activity, work will be undertaken to ensure sediment is contained within the approved impact area. Once this is completed, the approved impact area will be cleared of woody and herbaceous vegetation, after which clean earthen fill wall be discharged into the area and graded to the desired height and contour. Crush and run Will top the fill, and the road will be paved. Sheet pile w Il be used to block the stream, at Which time water w Il be diverted to a temporary diversion ditch, with downstream check dam. This will allow the for the installation of a 120' x 12' x 6' box culvert, with 12' x 8' rip rap energy dissipater. The pipe will be covered with clean earthen fill and crush and run and eventually paved. The temporary diversion ditch and check dam will be removed immediately after the pipe and dissipater have been installed. Water will be released slowly, to minimize erosion and down stream sedimentation. Large machinery, such as dump trucks, track hoes, front end loaders and excavators, will be used to complete the work. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The Applicant a)plored alternatives to the current proposal and found that the proposed plan requires the least amount impact to the wetlands and stream. This was accomplished by realigning the crossing so it bisects the waters of the US at the narrowest point, as well as reducing the slope of the fill dirt, from 3:1 to 2: 1. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The Applicant will install sediment and erosion control BMP (Best Management Practices), such as temporary sediment traps and silt fence, prior to land disturbing activities. Construction fencing will be installed to identify the approved wetland impact areas. Additionally, work within the wetlands and stream will only take place during dry periods and not within 48 hours of a rain event that produces or is anticipated to produce more than 1" of rain in 24 hour period. 2.
