behalf of Lanwillo Development for the construction of a commercial development within a tract
located at the corner of Highway 17 and Headwaters Drive in Hampstead NC The applicant
proposes to impact a total of 0 168 acre of 404 wetlands and 0 049 acre of seasonal RPWs
These impacts are needed to construct buildings parking and road access within the property
The proposed development must be constructed directly adjacent to Highway 17 in order to
provide optimal visibility to passing motorists Placing these lots elsewhere on the property
would result in a project that was economically unfeasible

The applicant has attempted to avoid and minimize impacts to wetlands and waters as much as possible while still
maintaining an economically viable project The buildings must be constructed along Highway 17 in order to provide
optimal visibility to passing motorists Retailers are not interested in purchasing land that is not directly adjacent to the
highway Unfortunately some degraded wetlands and seasonal RPWs exist in this area The client has minimized
wetland impacts as much as possible A site plan was originally developed for lot 3 that showed a larger budding and
impacted more wetlands The engineer revised the site plan to reduce wetland impacts by reducing the size of the
building and parking spaces
