Remaining areas are cleared fields, with several residences scattered through these areas. One non -jurisdictional wetland pocket epsts in the northern part of the site and one stream (UT of Pages Creek) is located in the middle of the site. Several other non -jurisdictional ditches extend through the property. 4b. Impacts to a stream are needed to provide access to uplands throughout the site. Impacts to a jurisdictional ditch are needed for site grading and building. 4i. Roads, utilities, and stormwater facilities are also proposed. The limits of disturbance will be cleared of vegetation. Roadways and utilities will be installed. Then home/building construction will occur. Track hoe, loader, dump truck, bob cat, and other standard construction equipment will be used. 4j. The stream completely bisects the tract and could not be avoided. The developer will use headwalls to reduce the width of the road. The jurisdictional ditch impact could not be avoided because it extends 125 LF into the site. Avoiding it would require losing at least one apartment building and parking, which is not economically feasible. The engineer was unable to leave the portion between the parking areas because of the proposed elevation in this area. 1b. The NC Natural Heritage Program database was used to determine the known presence of rare species. No federally listed species are known to occur on the site. A bald eagle nest is identified approximately 0.5 mile south of the site near Pages Creek. Because the site is greater than 660 feet from the nest, no impacts to the nest will occur from this development. Additionally, an historical occurrence of the red -cockaded woodpecker is noted within one mile of the site. The tract supports mostly hardwood trees and is surrounded by development. Therefore, it does not provide suitable habitat for the RCW. Forested areas within the site may support appropriate roosting habitat for the northern long-eared bat. However, because no roost trees are known to occur in New Hanover County, any adverse effect from tree clearing would be exempt under the 4(d) rule. Consultation Documentation Upload 6.
