3. Project Description:
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
Morrisville Community Park is an existing park within the Town of Morrisville that
provides the community with many athletic and recreational opportunities. The
existing park has a restroom/con cession s building, rentable shelters, playground
with tot -lot, gazebo with picnic tables, maintenance/storage facility, multi -purpose
playing field, t-ball field, Little League baseball field, adult softball field, as well as a
connection to the Hatcher Creek Greenway. The phase three development of this
park includes the addition of 3 new tennis courts, 3 new pickleball courts, a
restroom/shelter building adjacent to the proposed courts, improved trail
connectivity, and a prefabricated structure to be located adjacent to the existing
batting cages. The proposed courts and restroom shelter building will be
constructed in an undeveloped portion of the site that is partially currently
maintained as an open area and partially forested.
The general land use around the site is primarily high density residential with
scattered commercial and institutional developments.

4. Proposed Activity
Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used:*
The project includes the construction of 3 newtennis courts, 3 newpickleball courts,
a restroom/shelter building adjacent to the proposed courts, improved trail
connectivity, and a prefabricated structure to be located adjacent to the existing
batting cages. The purpose of the project is to improve and increase the facilities
available at the park. The purpose of the proposed spur trails in the phase three
development of the park is to connect the two adjacent neighborhoods to the park
and the Hatcher Creek Greenway. These two neighborhoods are immediately
adjacent to the park yet have no formal pedestrian connection to the park. Several
apartment complexes adjacent to the park require the use of a car to drive to the
park or the use of informal paths to walk despite being directly adjacent to the
park.There are existing informal paths that the residents use, and the new trails are
proposed in the vicinity of these informal connections. A sketch depicting the driving
routes currently required by neighboring apartment complexes is included in the
attached project narrative.
The project would use equipment commonly found on construction sites.

Comments:
USACE conducted a site visit on Feb 28, 2020 and confirmed the delineation. The
USACE intended to issue the PJD with the permit as necessary, but no impacts to
wetlands of the US are anticipated, resulting in no permit being required. The PJD
application is attached.

Comments:
Impact Area 1: In Impact Area 1, impacts to the riparian buffer are a result of utilizing
a maintained existing sanitary sewer easement to avoid impacts to several large
trees outside of the sanitary sewer easement and riparian buffer and the
perpendicular crossing of a stream by the greenway trail, resulting in impacts to the
riparian buffer. The proposed greenway trail route was determined to avoid a
jurisdictional wetland to the west, to allowfor a perpendicular crossing to the stream,
and to utilize a maintained herbaceous easement which has already been cleared of
woody vegetation and existing informal paths in Zone and Zone 2 instead of
removing mature trees just outside the riparian buffer. The greenway trail extending
south within the park is required to provide access from the apartment complex to
the south to the park and greater Town of Morrisville greenway system.
Impact Area 2: In Impact Area 2, impacts to the riparian buffer are the result of a
perpendicular stream crossing by the greenway trail. This trail will connect the
apartment complex to the east of the park to the park and the greater Town of
Morrisville greenway system.
Impact Area 3: In Impact Area 3, impacts to the riparian buffer are the result of
connecting the new greenway trails connecting the park to the apartment complexes
to the south and east. Due the existing baseball fields and structures, the greenway
trail was routed around the north of the existing facilities to tie into the existing
greenway trail. The proposed greenway trail will border existing facilities, limiting
impacts to the riparian buffer, the number of trees that would need to be removed,
and limiting impacts to other jurisdictional features on site.
Impact Area 4: In Impact Area 4, impacts to the riparian buffer are the result of the
construction of a new sanitary sewer line within a proposed easement. The sewer
line is necessary to provide sanitary sewer services to the proposed restroom
facilities and would connect to an existing manhole within an existing sewer
easement. Impacts within the riparian buffers would be temporary since the impacts
would occur within existing electrical and sewer easements that have previously
been cleared and are currently maintained. After construction, the easement would
be restored to grade and revegetated with herbaceous vegetation.
D. Impact Justification and Mitigation
1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.*
During the design of this park, the Town staff and council requested that the design
team do as much as possible to avoid removing larger trees and be as
environmentally sensitive as possible. The following are measures that were taken
during the design to accomplish this goal:
• In order to reduce impacts and impervious, the trail width is 8' wide
• The design team has proposed two bridges in order to reduce impacts to the
streams
• Stream crossings will be perpendicular to avoid unnecessary riparian buffer
impacts
• The trail connections are also shown, in part, along an existing sewer to utilize the
existing informal paths as well as reduce the amount of trees that are to be removed
• The trail system was designed to avoid impacts to the existing wetlands on site
• Temporary impacts to the riparian buffers within Impact Area 4 are utilizing existing
maintained easements to avoid additional riparian buffer impacts
Photos depicting the informal paths currently being utilized by adjacent
neighborhoods to access the site are included in the attached project narrative.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.*
Specific attention will be paid to ensure grading is only performed to the extent
needed for the proposed project and all grading not required will be avoided.
Additional impacts to the riparian buffers will be avoided through the use of
appropriate sediment and erosion control devices per an approved Sediment and
Erosion Control Plan. In addition, the existing footpaths are contributing to the
sedimentation of the streams, which will be reduced by the use of the designed
greenway trails.

Morrisville Community Park is an existing park within the Town of Morrisville that provides the

The purpose of the proposed spur trails in the phase three development of the park is to connect the
two adjacent neighborhoods to the park and the Hatcher Creek Greenway. These two neighborhoods
are immediately adjacent to the park yet have no formal pedestrian connection to the park. You can see
on the aerial on the next page that driving from these neighborhoods to the park is cumbersome. The
connection. The apartments located at the notation "1" on the map on the next page shows with a
purple line how a person would have to drive to get to the park. The apartments located at "2" and "3"
also require a relatively long drive to get to the park when those properties are immediately adjacent to
the park boundaries. There are existing informal paths that the residents use, and the new trails are
proposed in the vicinity of these informal connections. The proposed trails would be asphalt and would
eliminate the runoff and sedimentation that is currently caused by the informal paths being used to
access the park.
