The project has since been purchased by the Pulte Group, who is requesting the stormwater permit modification, at this time. Pulte Group has begun construction on a multi -family unit development on a 32.72 acre tract in the Town of Carolina Shores, NC. Stormwater for this project was previously permitted on June 1, 2005 (Permit No. SW8 050513). This project consists of construction of 151 multi -family units along with roadway infrastructure. The impervious area previously permitted for the project site was 9.46 acres. The project site is within the drainage basin that drains to the Lumber River. Based on information provided in the original permit, stormwater is currently being treated through the use of two wet detention ponds (see attached Site Plan). The flow is directed into each respective pond through a combination of swales, catch basin structures and drainage pipe systems. The ponds were designed to handle the pre/post requirements set by the Town of Carolina Shores and the Water Quality requirements by NCDENR- DWQ. Sediment and erosion control measures were implemented with the use of a combination of sediment traps, diversion ditches.and silt fence. Construction of the project is 85-percent complete. As such, much of the erosion control devices have been removed following final inspection and release by NCDENR - Division of Land Quality. r � RECEI tl%s. D JUN 0 5 LU12 BY: PURPOSE AND NEED FOR MODIFICATION Based on conversations with NCDENRR.-DWQ staff a modification to the existing stormwater permit is required due to a change that was made in the original layout of the development and additionally to address a stormwater issue that arose after building construction. These modifications are as follows: The pool and pool -house (located within Drainage Area #2) was moved from its original permitted location. Please note that the total built upon area (BUA) allocated to the pool house has reduced in size from what was previously permitted. Originally, the BUA. associated with the pool house and walkway were approximately 10,620 S.F. Due to the relocation of the pool house, the BUA associated with the new layout is approximately 6,295 S.F. This leads to a reduction in BUA of approximately 4,325 S.F. or 0.1 acres. Additionally, due to the relocation of the pool house, three (3) multi -family units were reconfigured and resized to accommodate the change. This led to a reduction of 3,350 S.F. of BUA, and coupled with the reduction associated with the pool house an overall l5 ipaka fn1 11,-> 1n --_,I ` After consultation with NCDENR staff we request to retain the original permitted acreage of BUA in the event that future modifications may require additional BUA. The second change made, that requires a modification to the existing permit, is in relation to Drainage Area #1. Originally, Drainage Area #1 took into account 17.8 acres that drained to the stormwater detention pond designed for this area. During construction, a portion of piping that was installed to convey the stormwater runoff to the pond was inadvertently cut short. This coupled with a lower finished ground elevation resulted in stormwater to flow overland and form a small channel of runoff, which in turn caused minor erosion issues in one part of the development. After discussions with NC DENR staff, this modification will include the installation of four (4) drainage pipes to convey rooftop runoff for 'h of the building's roof area from units T6-T9 to the existing canal, which is located directly behind these units and is currently a means of ultimate disposal of stormwater runoff. The functionality of the canal was previously examined to determine the capacity of the canal and how the proposed development would directly affect its current use. The capacity of the canal was determined using survey data and hydraulic modeling. It was determined that the canal was approximately 6' in depth with a capacity of approximately 315 cubic feet per second (CFS). Based on the hydraulic modeling, it was concluded that the permitted system would not cause overtopping of the canal because the proposed system would operate below the pre -development conditions. Likewise, the stormwater runoff generated by this permit modification is not anticipated to have a negative effect on the canal as there is no new runoff generated than what was originally permitted, just a redirection for a portion of the flow. JUN 0 5 ZO12 PERMIT CONDITIONS AND PROPOSED MODIFICATIONS After consultation with NC DENR staff, a discussion of previously permitted conditions in relation to the new conditions will be detailed in this narrative. Existing permit conditions are as follows: Existing Permit Conditions The total drainage area for Beacon Townes is 27.1 acres. This consists of two separate drainage areas that convey runoff to two detention ponds respectively. Drainage area information is as follows: Drainage Area #1 Drainage Area -17.8 acres Proposed Impervious - 6.75 acres % Impervious - 38% Drainage Area #2 Drainage Area - 9.3 acres Proposed Impervious - 2.71 acres % Impervious - 29% Please note that supplemental forms relating to Ponds #1 and #2 will not change based upon the change in BUA. Previously permitted design criteria will remain the same; therefore, new supplemental forms will not be submitted as part of this permit modification. A copy of Stormwater Permit No. SW8 050513 is herein attached as an exhibit to this document. Proposed Modifications Based on the proposed modifications (as outlined above) a permit modification will need to be obtained in relation to the new location of the pool and pool -house and in reference to the installation of four (4) drainage pipes that will tie directly into the roof leaders to convey 1,66f rooftop runoff generated by units T6-T9 to the canal. The project has since been purchased by the Pulte Group, who is requesting the stormwater permit modification, at this time. Pulte Group has begun construction on a multi -family unit development on a 32.72 acre tract in the Town of Carolina Shores, NC. Stormwater for this project was previously permitted on June 1, 2005 (Permit No. SW8 050513). This project consists of construction of 151 multi -family units along with roadway infrastructure. The impervious area previously permitted for the project site was 9.46 acres. The project site is within the drainage basin that drains to the Lumber River. Based on information provided in the original permit, stormwater is currently being treated through the use of two wet detention ponds (see attached Site Plan). The flow is directed into each respective pond through a combination of swales, catch basin structures and drainage pipe systems. The ponds were designed to handle the pre/post requirements set by the Town of Carolina Shores and the Water Quality requirements by NCDENR- DWQ. Sediment and erosion control measures were implemented with the use of a combination of sediment traps, diversion ditches and silt fence. Construction of the project is 85-percent complete. As such, much of the erosion control devices have been removed following final inspection and release by NCDENR - Division of Land Quality. .R r RECEIVED MAY 2 4 2012 8 : PERMIT CONDITIONS AND PROPOSED MODIFICATIONS After consultation with NC DENR staff, a discussion of vreviously permitted conditions in relation to the new conditions will be detailed in this narrative.
