Guilford County. North Carolina. Description of projects area and activity: This verification authorizes the construction of the City of High Point "Registers Creek Pump Station and Force Main" proiect, intended to provide service from the Bisbee Drive wet well location to areas along the right of way of Bisbee Drive, Vickery Chapel Road, Kivett Drive and Riverdale Drive, including approximately 16,400 linear feet of 18" sewer force main, consisting of 6 distinct crossings (proiects): 1) Site 1 (Wetland B, Stream G) requires the temporary discharge of dredged material into a total of 0.013 acre of wetlands [Wetland Impact # W11, as well as the permanent discharge of fill material (at -grade rip rap, not a loss of waters of the US) into 44 linear feet of stream channel [Stream Impact # S11; 2) Site 2 (Stream F) requires the permanent discharge of fill material (at -grade rip rap, not a loss of waters of the US) into 43 linear feet of stream channel [Stream Impact # S21; 3) Site 3: This crossing will avoid all discharges of dredged or fill material into the Deep River as well disturbance to the associated Randleman Reservoir Buffer (see Corps Action ID SAW-1991-02669) via trenchless installation methods (e.g. HDD); 4) Site 4 (Stream D) requires the permanent discharge of fill material (at -grade rip rap, not a loss of waters of the US) into 34 linear feet of stream channel [Stream Impact # S41; 5) Site 5 (Stream C) requires the permanent discharge of fill material (at -grade rip rap, not a loss of waters of the US) into 43 linear feet of stream channel [Stream Impact # S51; 6) Site 6 (Wetland A, Stream B) requires the temporary discharge of dredged material into a total of 0.002 acre of wetlands [Wetland Impact # W21, as well as the permanent discharge of fill material (at -grade rip rap, not a loss of waters of the US) into 40 linear feet of stream channel [Stream Impact # S61; 7) Site 7 (Stream A) requires the permanent discharge of fill material (at -grade rip rap, not a loss of waters of the US) into 45 linear feet of stream channel [Stream Impact # S71. Utility Line Activities SEE ATTACHED NWP GENERAL, REGIONAL, AND/OR SPECIAL CONDITIONS Your work is authorized by the above referenced permit provided it is accomplished in strict accordance with the enclosed Conditions, your application signed and dated 8/24/2020, and additional information submitted via email on 12/1/2020, and 1/20/2021, and the enclosed plans "Registers Creek Pump Station and Force Main Improvements" Figures 1 through 7, and Sheets G-2, G-3, PP-1, PP-2, PP-4 through 7, PP-7, PP-13, DT-5, ER-1, and ER-10 through 12. Any violation of the attached conditions or deviation from your submitted plans may subject the permittee to a stop work order, a restoration order, a Class I administrative penalty, and/or appropriate legal action. This verification will remain valid until the expiration date identified below unless the nationwide authorization is modified, suspended or revoked. If, prior to the expiration date identified below, the nationwide permit authorization is reissued and/or modified, this verification will remain valid until the expiration date identified below, provided it complies with all requirements of the modified nationwide permit. If the nationwide permit authorization expires or is suspended, revoked, or is modified, such that the activity would no longer comply with the terms and conditions of the nationwide permit, activities which have commenced (i.e., are under construction) or are under contract to commence in reliance upon the nationwide permit, will remain authorized provided the activity is completed within twelve months of the date of the nationwide permit's expiration, modification or revocation, unless discretionary authority has been exercised on a case -by -case basis to modify, suspend or revoke the authorization. Activities subject to Section 404 (as indicated above) may also require an individual Section 401 Water Quality Certification. You should contact the NC Division of Water Resources (telephone 919-807-6300) to determine Section 401 requirements. For activities occurring within the twenty coastal counties subject to regulation under the Coastal Area Management Act (CAMA), prior to beginning work you must contact the N.C. Division of Coastal Management. This Department of the Army verification does not relieve the permittee of the responsibility to obtain any other required Federal, State or local approvals/permits. Temporary discharge of excavated or fill material into wetlands and streams will be for the absolute minimum period of time necessary to accomplish the work, and such authorized crossings will be restored per the following: a. In wetland areas where pipeline installation via trenching is authorized, wetlands must be restored to pre -disturbance grade and contour per "Registers Creek Pump Station and Force Main Improvements" Sheet ER-12, Detail 3. All authorized temporary wetland impacts must be re - vegetated per Sheet ER-1,"Recommendations for Riparian Buffers and Wetlands." b. All authorized stream impacts will be returned to pre -disturbance grade and contour, stabilized per "Registers Creek Pump Station and Force Main Improvements" Sheet ER-11, Detail 7. Seeding of stream banks in these areas must be done per Sheet ER-1,"Recommendations for Riparian Buffers and Wetlands." 2. In order to remain consistent and in compliance with Special Condition c of the Individual Permit issued by the Corps to Piedmont Triad Regional Water Authority for the construction of Randleman Lake (SAW- 1991-02669), no disturbance is authorized to the Deep River or its adjacent 200-foot buffer (i.e. land owned by the Piedmont Triad Regional Water Authority) identified on the following project plan sheets: "Registers Creek Pump Station and Force Main Improvements" Figure 3 and Sheets PP-4 and PP-5. Impacts/disturbance to the Deep River and its adjacent 200-foot buffer must be avoided through the use of trenchless methods including directional drill or jack and bore. Although "Stream Bank Stabilization" is shown on the banks of the Deep River on Sheet PP-5, this activity is not authorized by this document. 3. When directional boring or horizontal directional drilling under waters of the U.S., including wetlands, the permittee shall closely monitor the project for releases of drilling fluids. Any discharges of drilling fluids into waters of the U.S., including wetlands, shall be reported to the Corps of Engineers, Raleigh Regulatory Field Office and the North Carolina Division of Water Resources within 24 hours.
