O� 3400 Edgefield Court Greensboro, North Carolina 27409 Subject: Report of Semi -Annual Stormwater Inspection/Sampling — Second Half 2020 Epes Transport System, Inc. 3400 Edgefield Court, Greensboro, North Carolina NCDEQ Certificate of Coverage #NCG080259 Dear Mike: As requested and authorized by Epes personnel, Blue Ridge Geological Services, Inc. (Blue Ridge) performed a semi-annual site inspection and stormwater sampling event at the subject site. The work was performed in general accordance with the Stormwater Pollution Prevention Plan (SWPPP) prepared for the subject site as well as the requirements of NPDES General Permit. Outlined below is a summary of the field activities, laboratory results, and our conclusions and recommendations. Field Activities On November 12, 2020 Blue Ridge personnel mobilized to the site during a measureable storm event and performed a stormwater inspection / sampling event. As shown on the attached inspection form, no environmental issues were observed at the outfall or around the site during our inspection. Rainfall data was obtained from the nearest weather station using Weather Underground. According to the website, the area in the vicinity of the subject site received approximately 1.80 inches of rainfall during the storm event. Blue Ridge personnel observed the stormwater discharge at one outfall (designated as OF-1). Field personnel completed a stormwater discharge outfall (SDO) qualitative monitoring report form for the outfall. A copy of the form is attached; the form should be placed in the back of the SWPP Plan or in a file at the facility. The form should remain on site and does not need to be submitted to the NCDEO Blue Ridge personnel collected a stormwater sample from Outfall OF-1. The pH of the sample was measured in the field using an Oakton pH meter and recorded. The pH of the OF-1 sample was 6.10. The sample was placed into laboratory -prepared containers (some with preservatives), labeled with sample information, placed into a cooler containing ice, and transported to Meritech, Inc. Environmental Laboratory in Reidsville, North Carolina for analysis. A completed chain of custody form was submitted with the sample. 7356 Belmont Drive, Trinity, NC 27370 * Phone: 336-382-6849 Report of Semi -Annual Stormwater Inspection/Sampling — Second Half 2020 November 2020 Epes Transport System, 3400 Edgefield Ct, Greensboro, NC page 2 Laboratory Results The sample was analyzed for total suspended solids (TSS) by standard method 2540D and non -polar oil and grease total petroleum hydrocarbons (TPH) by EPA Method 1664 (SGT HEM). As shown in Table 1 and the attached laboratory report, the TSS of the OF-1 sample was 158 milligrams per liter (mg/L). No oil and grease was detected in the sample. The results of the outfall sample (OF-1) were placed on the NCDEQ Discharge Monitoring Report (DMR) form - see attached. Conclusions and Recommendations Blue Ridge personnel compared the analytical results to the benchmark values established in the Permit. As shown in Table 1, TSS was detected in the stormwater sample from OF-1 at a concentration above its benchmark value (100 mg/L). Since TSS was detected in the sample from Outfall OF-1 at a concentration above the benchmark value, we recommend that an inspection of the outfall be conducted as soon as possible to determine the possible cause(s) of the exceedance and engineering controls and/or physical improvements be put in place to reduce the concentrations to within the benchmark ranges (Tier One response). However, this exceedance is due to the high rainfall and flow during the sampling event. We recommend that two copies of the attached Discharge Monitoring Report form be submitted to the NCDEO office in Raleigh by December 18 2020. We will perform the next semi-annual inspection event (qualitative monitoring and stormwater sampling and analysis) at the facility before June 30, 2021.
