Good afternoon,
I attached the email thread of the City approving the Temporary Coffer Dam Creek Crossing with a partial dam.
Please let me know if this is acceptable. I can also forward you the email if needed.

Hi Peoria,
Yes, that is much more acceptable. If you can confirm with the City that they will use this detail instead and then just
submit an email to me with confirmation I can incorporate it into the file as "more information submitted".

Good afternoon Sue,
I verified the width of the creek at the crossing, and the distance is 50 feet. That was a typo on my end. We were trying
to use the city standard details, but we have another detail I attached that we can use. This detail will only dam half of
the creek while performing construction in the creek. Will this detail be acceptable? If so, will we need to resubmit for
the permit including that detail?
Thanks,

Hello Peoria,
I have reviewed the 401 application for the Mitchell WTP line. I have concerns about the proposed temporary
dewatering plan for North Buffalo Creek. The application says the creek is 60 feet wide there and the details show a
standard full dam with pump around. We don't typically allow for a full dam/pump around system on a such a big
system. Is that truly the plan for this project/location?

Good Morning,
I hope you are doing well. Thanks for your help so far. Are you familiar with how the 401 permit fee should be submitted
since the pandemic? Can we still send the check through the mail addressed to N.C. Division of Water Resources?

If your project triggers any of the thresholds listed on Page 2 of GC #4133 then you'll need written authorization. You'll
need to determine what category the buffer impacts fall into from the Table of Uses, Exempt, Allowable, Allowable with
Mitigation etc.

Hi,
Yes, North Buffalo Creek is subject to the Jordan Buffer Rules. Depending on the impacts, utility lines are sometimes
able to be constructed under the "exempt" category which then wouldn't trigger threshold j.

Good afternoon Sue,
I hope all is well. I am contacting you in regards to the 401 permit. We are designing a 12-inch force main from Mitchell
Water Treatment Plant in Greensboro, NC that will cross North Buffalo Creek by open cut trench excavation. I believe
North Buffalo Creek has a Riparian Buffer that will be impacted by clearing to install the new 12-inch pipe. If so, this will
trigger threshold j of the water quality certification. I just wanted to confirm that North Buffalo Creek does have a
Riparian Buffer and we will need for obtain a 401 permit. I attached the preliminary plan and profile for your reference.

On behalf of the Water Resources Department, I acknowledge that you are changing the proposed creek
crossing diversion method from a total creek bypass to a partial creek bypass method for the proposed
force main installation under the North Buffalo Creek. Thank you Kate for explaining this change to me
by phone today.
We are in agreement to change the bypass method.
Thank you for your assistance!

Dear Danny and Jay,
Please see the attached detail from Dawayne Crite. One of the details for the previous submittal needs
to be amended. Resubmittal to the state is not required but we do need your acknowledgment that the
new detail is acceptable.
Could you please email us back that this crossing detail is acceptable?
Sincerely,
Kate

Kate,
Good afternoon. After consultation with the State, we need to change the creek crossing detail that we
currently show to the one attached. The issue that arose is that the COG standard detail 213 is for a full
creek closure and not partial creek closure like the one attached. We need to have a patial creek closure
due to the volume of water that is in the stream. The State is not requiring a resubmittal, only
acknowledgement from the Owner (COG) that this standard detail is acceptable. Can you forward this
detail the COG PM for the project and have them acknowledge acceptance through an email response?
