No 8 PROJECT SUMMARY This project is being proposed as a major modification to Major Permit 214 06 The applicant proposes to add a second pier extension and platform to the existing pier previously authorized Field Investigation Report Town of Morehead City Page 02 9 Narrative Description The Town of Morehead City Newport River Pier Extension project is located on Radio Island along Highwav 70 within the Newport River and north of the existing high rise bridge The tract is bordered by a spoil island owned and used by the NC Ports Authority to the east and the DOT Bridge right of way to the south The Town of Morehead property is 175 254 square feet in its entirety has a shoreline length of 841 and is an average of 0 to 13 above NHW Presently there is an existing pier bulkhead nprap boardwalk restroom parking lot public boat ramps with finger piers discharge pipe and boat trailer parking area on this tract Small fringes of coastal marsh are located north and south along the shoreline of the proposed work however will not be affected They mostly consist of Spartma altermflora The undeveloped portion of the remaining high ground is comprised mostly of jurisdictional wetlands cedars and scrub bushes The Morehead City Land Use Plan classifies this property as Port Mixed Use with all AEC s classified Conservation This section of the Newport River is not designated as Primary Nurseiy Aiea and is closed to the taking of shellfish The Newport River carries a water classification of SC Riparian corridors were determined through the original permit # 214 06 and shall pertain to the newest proposal and meet all required setbacks Substrate in the Newport River is mostly sand and silt No SAV s or shellfish beds were observed within the proposal project area 10 Protect Description The existing major permit # 214 06 which was issued on December 20 2006 authorized the public fishing pier replacement expansion and shoreline stabilization with riprap A major modification was issued on May 5, 2009 for a pier extension and platform The applicant s current proposal is to add a 15 x 148 extension to the existing pier with a 15 x 30 t platform The pier width would vary between 12 to 15 wide depending on location with the extension length at 148 Per the applicants from previous requests, the 12 to 15 pier width is needed for handicap access, safety and public access The total length of the shoreline is 831 The new pier would start at the end of the existing pier (418 below nhw) and extend waterward for 148 with a 15 x 30 platform The waterward edge of the proposed platform would be located a distance of 1 118 feet from the USACOE setback with final water depths of 14 01 nlw The pier is strictly for fishing and not for boating use The width of the Newport River in this area is 2 319 feet The proposed pier extension with platform would make the total length from nhw 581 which is 1 beyond the 1/4 limitation of 580 within a 2 319 wide waterbody 11 Anticipated Impacts The proposed pier extension and platform would shade and mcorpoiate 2 448ft2 of open waters The setting of pilings would cause temporary turbidity There would be no hindrance to navigation The width of the pier would be greater than six feet however per Field Investigation Report ToNrn of Morehead City Page 03 7H 0208 (6) (A) could be permitted if the greater width is necessary for safetv or to improve public use access The applicants have stated in previous submittals that this i.-, the case The total pier length which includes the platform would be at 581 Rule 7H 0208(6)(H) does allow for lengths past 100 if this would give access to deeper water for a rate of 1 per 100 however 7H 0208(6) (g) (111) limits the length to 1/4 the width of the natural water body and in this case a total of 580 below nhw The current proposal exceeds this limitation by 1 This project would improve public benefit by adding additional public access and provide better fishing access This is the case as shown on the plat dated received 2/29/12 and through field verification Name Heather Styron Date 3/5/12 Morehead City NEWPORT RIVER PIER EXTENSION TOWN OF MOREHEAD CITY MOREHEAD CITY, CARTERET COUNTY, NORTH CAROLINA PROJECT NARRATIVE January 23, 2012 INTRODUCTION The project site is an approximately 7 30 acre site located in of the Town of Morehead City s corporate limits and is adjacent to the Newport River The property currently has an existing fishing pier of approximately 418 feet in length and a boat launch facility The property is located on both the east side of the Newport River directly north of the Highway 70 bridge on the west end of Radio Island (Sheet A) A modification is requested to Major CAMA Permit 214 06 This modification is to extend the existing pier approximately 163 feet into the Newport River with a 15 long by 30 wide tee shaped platform at the end EXISTING CONDITIONS The timber fishing pier is operated by the Town of Morehead City Public Works Department and is currently approximately 418 feet in length and varies in width from 12 to 15 PROJECT DESCRIPTION Demolition and Removal — The only demolition and removal proposed in this project is the removal of the existing easternmost handrail once construction of the entire pier extension is completed Excavation — There is no excavation included with this project Management — No upland improvements pavements walkways or other impervious surfaces will be constructed as part of the project No stormwater management or additional stormwater measures are required for this project NAVIGATION CONDITIONS The federal channel boundary and channel setback run along the entire western margin of the project site The federal channel is 250 feet wide The channel and setback lines shown on the drawings were obtained from the Navigation Section U S Army Corps of Engineers Wilmington Distnct METHODS OF CONSTRUCTION Construction of the pier will be by conventional marine construction equipment including barges and cranes The equipment will be onsite only a sufficient time to complete the pile dnving and pier installation work PROJECT SCHEDULE After the required
