9 PROJECT DESCRIPTION
The project site is located at 9 Corbett Street adjacent to Banks Channel between the Atlantic Ocean and Greenville
Sound within the Town of Wrightsville Beach in New Hanover County To locate the property from the Wilmmgton
Regional Office (WiRO) travel east from Eastwood Road approximately 3 miles towards Wrightsville Beach From the
drawbridge continue heading east on Causeway Drive (U S Highway 76) approximately 1 mile and proceed to cross
the bridge over Banks Channel Take the immediate right onto Waynick Boulevard (U S Highway 76) and travel south
approximately 1 mile until you come to South Lumina Avenue Take the immediate right onto South Lumina and
travel approximately 0 2 miles and take a right onto Corbett Street The property of interest will be located on the left
dust before the street end The lot average approximately 3 6 above normal high water (NHW) The applicant
currently maintains a single family residence on the property Highground vegetation consists of shrubbery and wild
grasses There are currently no coastal wetlands on these properties The lot is approximately 029 acres with
approximately 80 of shoreline frontage which is currently stabilized with upland vegetation Waterward of the NHW
boundary is an intertidal strip of sand which is approximately 30 in width The applicant currently maintains an
existing docking facility on the property An access pier measuring approximately 120 in length by 6 in width
extends in a westerly direction into Banks Channel which terminates to a roof covered platform measuring
approximately 14 in length by 16 in widtn Located on the northern and southern side of this covered platform are
two (2) uncovered platforms measuring approximately 10 in length by 10 in width each kn access ramp leads
landward from the northern platform onto a floating dock measuring approximately 20 in length uy 8 in width which
runs parallel to the access pier There is a single mooring piling located approximately 15 to the north of the existing
floating dock which appears to encroach into the adjacent riparian corridor 15 setback requirement The existing
docking facility currently provides docking space for up to two (2) vessels (See attach Riparian Survey dated July 18
2011)
The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation and the adjacent high ground portion
of the project area as Developed The waters of Banks Channel which are included in the Wrightsville Recreational
Area are classified SB# by the Division of Water Quality They are NOT designated as a Primary Nursery Area by the
N C Division of Marine Fisheries and they are CLOSED to the harvest of shellfish
PROPOSED PROJECT
The applicant proposes to replace and reconfigure an existing docking facility with a new fixed pier floating dock
floating finger docks boathfis and covered platform into Banks Channel A new fixed pier measuring approximately
79 in length by 6 in width would extend towards Banks Channel An access ramp would lead to a floating dock
measuring approximately 50 in length by 6 in width which v ould extend in the same alignment as the access pier
Two floating finger docks each measuring approximately 30 in length by 5 in width would extend from the northern
side of the main floating doLA located approximately 16 apart which would run parallel to the shoreline Three (3)
boatlifts would be installed each measuring approximately 12 m length by 14 in width on each side of the floating
finger docks An access ramp would then lead up from the main floating dock onto a roof covered platform measuring
approximately 18 in length by 20 in width which would be located on the most waterward end of uie docking facility
Dimensions of the covered platiorrn would include an arch on the most waterward end Based on the provided
drawings it appears that the existing mooring piling which is currently located within the applicant s adjacent riparian
15 corridor setback would remain The application states the proposed structures would be constructed to provide
docking space for up to five (5) vessels and would be located in approximately 5 to 15 at normal low water (NLW)
(See Sheets l through 2)
10 ANTICIPATED IlVIPACTS
The proposed docking facility construction would incorporate 1 932 sq ft of Estuarine Waters and Pubic Trust Area
however much of this area is currently usurped by the existing docking facility Minor increases in turbidity should be
expected during construction The structures would extend approximately 152 into a waterbody which measures
approximately 1 092 across This distance would conform with the 1/4 width rule and the established pier lengths As
proposed the applicant s proposal would not extend beyond the Town of Wrightsville Beach Pierhead Line

Dear Mr Marrs
Please accept this CAMA Major Permit application from Mr & Mrs Frank Colonna for the
property located at 9 Corbett Street Wrightsville Beach NC and known as the Colonna
Residence
The applicant proposes to demolish the existing pier gazebo and floating dock and construct a
6 x 75 walkway to a ramp that connects to a 6 x 50 floating dock The floating dock proposed
will then have an additional ramp at the end to connect to a 16 x 22 covered gazebo The
proposed floating dock will have two (2) 5 x 30 fingers on the north side to allow for (3) boat
lifts to be installed An additional boat slip without a boat lift is proposed at the south side of the
floating dock The proposed pier floating dock and gazebo structure will have a total of five (5)
boat slips with only (3) boat lifts Boat slip #4 & #5 most often will be only able to support one
(1) boat due to the size of the boat but since the floating dock is 50 long two (2) boat slips must
be designated
