The applicant will apply for a nationwide permit #14. This is not a NCDOT
project. This is a road project proposed by a property owner. The
proposed project will provide the road infrastructure for future commercial
development. Wetlands and streams have been verified by USACE. The
proposed project crosses a blue line stream, impacts 0.13 acres of buffers,
and 0.371 acres of wetlands. To minimize the wetland impact, the road
alignment was designed to cross the narrowest wetland area. To further
reduce the wetland impact, the road footprint was narrowed from three 12
foot lanes to two 11 foot lanes and the 5 foot wide concrete sidewalk was
transitioned to a pile supported 5 foot wide elevated boardwalk over
wetlands. Clearing and ground disturbing activities will be limited to the
minimum needed to construct the project. All sedimentation and erosion
control measures standard for road construction will be utilized and
maintained throughout the construction of the project. Stream, buffer and
wetland areas will be clearly marked to avoid inadvertent unauthorized
impacts during construction. There will also be periodic monitoring of
construction conditions by qualified individuals to ensure that work is
progressing per established plan.
