of Water Quality(DWQ)received your application dated October 19 2011 for a proposed quarry at Vanceboro On December 1 2011 the U S Army Corps of Engineers issued a Public Notice for this project to include impacts to 6 69 acres of 404/wetlands and 58 671 linear feet of Jurisdictional man made ditches to construct the proposed 649 acre open pit aggregate mine located on the Beaufort/Craven County lines This was followed by a second Public Notice issued by the Corps dated January 4 2012 in which the public comment period was extended DWQ has determined that the following additional information will be necessary in order to proceed with technical review of your application to impact protected wetlands and streams Therefore this application will be placed on administrative hold until we receive five copies of the details requested below Please also reference our correspondence to you dated February 15 2012 in which we informed you that DWQ will conduct a Public Hearing in order to obtain public input on this project The date for this hearing has not been established yet but we will issue notice of the hearing date and logistics at least 30 days in advance of the hearing If possible please provide the information requested in this letter two weeks prior to the hearing date If you cannot provide this information prior to the hearing it must be provided within 30 days following the hearing At that time the hearing officer will be summarizing the results of the public input process and technical review by DWQ staff and preparing a report to the Director of DWQ The hearing officer s report will be subrrutted to the Director within 60 days of the date of the hearing In the event that this information is not provided your application would be formally returned as of the mining process wastewater discharge on the biochemistry of the receiving waters(an unnamed tributary of Blounts Creek) Because of the proximity of the proposed mine to estuarine waters dilution of those waters from the proposed mining discharge could be problematic Additionallv monitoring of Blounts Creek will likely be a condition of any 401 Certification Finally it should be noted that the surface water classification of Blounts Creek is SB (salt waters with primary recreation)and NSW (nutrient sensitive waters) 3 Please re submit your site plans on full plan sheets at a scale of no smaller than 1 =50 with topographic contours shown 4 Please locate all isolated or other non 404 jurisdictional wetlands streams and other waters of the State as overlays on the site plan 5 Please locate all of the protected riparian buffers as overlays on the site plan clearly showing Zone 1 and Zone 2 6 Please provide cross section details showing the provisions for aquatic life passage 7 Please indicate all wetland impacts including fill slopes on the site plan 8 Please provide a qualitative indirect and cumulative impact analysis for the project Please see DWQ s policy for guidance
