Dear Mr Shaver
Please find enclosed a PCN application from the North Carolina Department of Transportation ( NCDOT)
for a Nationwide 14 permit for the secondary road improvement project on a portion of SR 2217 (Maready
Rd) in Onslow County
The scope of the project will be to improve and pave the 0 16 mile of existing unpaved road to current
NCDOT secondary road standards to improve the roadway safety and stability These standards include
20 feet of travel lanes and 5 or 6 feet of grassed shoulders on both sides The typical section will also
include roadside ditches within 55 feet of right of way Also enclosed are wetland data forms and maps for
the issuance of a jurisdictional determination based on our field review on February 16 2012 The
jurisdictional form will be supplied to you electronically
By copy of this letter and enclosures NCDOT is also requesting issuance of a 401 Water Quality
Certification (WQC) #3820 from the Division of Water Quality (DWQ) A method of debiting $240 to
process the WQC permit request has been provided as noted in the subject line of this application

The existing facility is a soil and rock road which connects two other sections of existing paved road (Maready Rd and
South Maready Rd) The section of Maready Road to be improved is 855 feet long Through this stretch of road the land
use is residential with newer construction homes that have been built in the last 6 years At least part of the parcels along
Maready Road are undeveloped and forested

To improve the existing roadway by bringing it up to NCDOT standards to include paving to provide a better and safer
roadway for residents and school buses that utilize this facility

This project will widen grade drain add base pave and stabilize the existing road to NCDOT secondary road standards
of 20 feet of travel lanes and approximately 5 feet of grassed shoulders using standard road construction equipment All

feet from approx Sta 28 +76 to Sta 33 +50 near the end of SR 2217

was permitted under a NWP 3 and corresponding WQC #3687 There were no permanent impacts to replace the
