1 Written Diffuse Flow Plan (Final Plan Needed)
A final written diffuse flow plan (including a signed and notarized Operation and Maintenance
Agreement) shall be submitted to the DWQ Webscape Unit (1650 Mail Service Center Raleigh
NC 27699 1650) within 60 days of the issuance of the 401 Water Quality Certification The
diffuse flow plan shall show how the diffuse flow requirement of the Neuse Buffer Rule 15A
NCAC 2B 0233(5) has been met at every proposed stormwater discharge point The diffuse
flow plan must include one level spreader vegetated filter strip (LS VFS) supplement form with
all required items for each proposed LS VFS Each LS VFS must be designed in accordance
with the most recent version of the NC DENR Stormwater Best Management Practices Manual
The diffuse flow plan shall be approved in writing by the DWQ before the impacts specified in
this Certification may occur Also before any permanent building is occupied at the subject site
the diffuse flow devices as approved by the DWQ shall be constructed and operational The
diffuse flow devices as approved by the DWQ as well as drainage patterns must be maintained in
perpetuity No changes to the diffuse flow devices shall be made without written authorization
from the DWQ
