On behalf of Handy Sanitary District, please find the responses to the comments raise in your letter
dated. April 3, 2007. An email was sent containing all of these responses, including the requested
AutoCad files for the stream crossing details, on April 11, 2007. Per your regwuest, a hard copy on
our letterhead is provided for your records.
Please show all stream impacts including all fill slopes, dissipaters, and bank stabilization on
the site plan. Please clearly indicate exact impact length of each stream. Reynolds Creek
appears to be 40' on Sheet W1,1 and 60' on Sheet W1,2, yet the PCN indicates there will be
30' total of impact at two locations (15' each). Please indicate the existing Waterman
corridors and the proposed Waterman corridors on the plan.
These two creek crossings are approximately 15' wide each (bank to bank). Please reference
the revised sheets attached to this email for better details of these crossings.
2. Is there the possibility of more taps to the new line? If yes, Section XN (impacts) needs to be
modified. If not, then this should be stated as well.
No. All water mains are 6-inch replacements of existing 2-inch water mains that are in
violation ofP[l~S regulations (more than 10 residences on a 2"main; 2"maims greater than
1, 000 feet rn length). The 8" water main along Blaine Road is a critical hydraulic loop that
will improve the operation of the HSD water system and prevent operating pressures from
dropping below the Pt~S-mandated 20 psi minimum.
New water taps will be allowed to connect to these waterline replacements/installations
due to the pre-existence of vacant subdivided lots located within the Pinehaven community.
Property owners who wish to build on the frnite number of vacant lots along the proposed
water main routes (most of which are dead-end streets) currently have access to public
water and the ability to connect to these water mains. The replacement ofaging/small
diameter waterlines will not result in cumulative impacts.

The installation of the proposed 8" water main along Blaine Road immediately north of the
Pinehaven community is intended to provide the Handy Sanitary District's water system
with the improved ability to transfer water to its existing water customer base at Badin
Lake. The proposed water main will span between existing water service areas and is
intended to benefit these service areas through the installation ofa critical hydraulic loop.
All available water-front lands at Badin Lake have been heavily disturbed through
community development for many years and are part of the existing HSD water system
service area.
3. Please submit electronic CAD files showing the two 15' stream impacts, via email to
ian.mcmillan(a~ncmail.net and on CD.
Attached to the email sent to you on Apri111, 2007 are AutoCad 2004 files of the applicable
plan sheets and stream crossing details (extract all files to the same folder). The Stream
Bank Stabilization detail, included on Sheet EC-2 in the original submittal, is a detail
applicable at these two creek crossings and is referenced on these revised plan sheets.
If these responses address the concerns in your letter, I will have the District execute a revised
application and sign/seal/date the revised plan sheets (5 copies to 401 Unit). Please feel free to
contact me at this office should you have any questions or require additional information for review
of this application.
