Sullins, Deputy Director Division of Water Quality May 3, 2007 0`'Y F ~ ~ - ~ q ~ 1 CERTIFIED MAIL # RETURN RECEIPT REQUESTED Grover L. and Lucy Edwards 672 Vincent Lane Henrico, NC 27842 Subject: Follow up to April 19, 2007 Site Visit Grover L. and Lucy Edwards DWQ Project # 06-1947 Northampton County Dear Mr. Edwards On April 19, 2007, Mike Horan, Karen Higgins, and Shelton Sullivan from the Division of Water Quality (DWQ) met with you on-site at Spring Garden Lane near Henrico in Northampton County to discuss your restoration efforts. During this inspection we observed the culvert installations, the status of the sediment removal, and discussed the areas that require further work. The following is a summary of what was observed and discussed during the site inspection: 1. The nlun>?e Wool area adiacent to Spring Garden Lane (upstream of the new culvertl. ^ Remove rip rap placed across the channel and replace with large, flat boulders. Make sure the boulders are level and secured into the stream bed and sides of the channel. ^ Bring up the elevation of the first pool so it is almost level with the upstream channel (above the head cut identified during the inspection). ^ Each subsequent plunge pool should be 6-12" below the previous pool, resulting in approximately four to five plunge pools. The boulders used to separate each pool should be placed such that the water cascades over the boulders. ^ Remove any deposited sediment within this area of the channel. It is recommended that you use hand labor (buckets, shovels and wheelbarrows) to remove deposited sediment from the stream channel. The sediment should be removed from the channel, taken to high ground (more than 100 feet landward from the stream channel) and stabilized. ^ Stabilize the banks with rip rap and vegetation. 2. The outlet of the new culvert on Spring Garden Lane (downstream endZ ^ Remove the boulders that are in the stream channel at the outlet of the culvert. These boulders can be used in the above mentioned plunge pool area. ^ Stabilize the banks with rip rap and vegetation. ^ Remove any deposited sediment within the channel above the check dam as described above. ^ When all work is completed (as described above and below), remove the check dam from the stream. During our inspection we noted that the placement of this culvert was perched ~ 2 feet above the stream bed at the downstream end. Please note, in your 401 Water Quality Certification you indicated the culvert would be installed according to State requirements. Please modify the culvert to the specifications in your plans (see the attached drawing from your 401 Water Quality Certification titled "Section B-B"). 4. Stream along the West side of Spring Garden Lane (downstream of gravel driveway crossing) ^ Remove any deposited sediment within the channel as described above. ^ The channel must be restored so that the width of the channel is the same from the downstream edge of the gravel driveway crossing to the confluence with the downstream channel. ^ Once the width of the channel is restored, the banks must be pulled back to a 3:1 slope (with the exception of the large pine tree that should remain) and vegetated as indicated in the attached drawing from your 401 Water Quality Certification titled "Section C-C." ^ Once the banks are stabilized, any additional in-stream sediment that has been deposited during this process should be removed as described above. 5. Stream clean up from Spring Garden Lane to Butler Drive and below Butler Drive ^ Areas requiring further sediment removal were flagged during our site visit . Sediment should be removed in the areas indicated with either orange or pink flagging to the point marked with double pink flagging below Butler Drive. Please make sure to remove any deposited sediment within the channel as described above. DWQ will be conducting another site inspection at the end of May, 2007, to ensure the above mentioned steps have been satisfactorily completed. Please note that if these steps are not completed there may be additional civil penalties levied of up to $25,000 per day for each violation.
