The project is deemed issued. The Division remains concerned about impacts that may occur to the UT2 as a result of vegetation management of a significant area of steep slope. The Division is particularly concerned that while the new vegetation is becoming stabilized that the un- vegetated slope will increase sedimentation and flows in the stream below the area. The Division therefore requires visual monitoring of UT2 below the area of intensive invasive (kudzu) treatment and re- vegetation for signs of impacts from sediment transport and /or increased velocities. Should any signs of these impacts appear, the Division must be notified immediately to determine the proper course of action. Approval of the restoration plan and issuance of the 401 Water Quality Certification means that DWQ has determined that the proposed activity will not remove or degrade significant existing uses of the surface water (15A NCAC 2H .0506(a)). The issuance does not represent an approval of credit yield for the project.
