DESIGN NARRATIVE
The proposed Bishop Creek Apartments project consists of 144 units (120 one or two -
bedroom units and 24 three -bedroom units) along with an amenity center (pool and
clubhouse) to be located on Charlie Medlin Drive in Surf City, NC. Applying 240
gallons per day (gpd) for one and two -bedroom units, 360 gpd for three -bedroom units,
and 5 gpd/unit for the amenity center, the projected flow from this project will be 38,160
gpd. This flow will be collected by the extension of approximately 1,200 LF of 8"
gravity mains (on -site), which are included in this permit application. The on -site
gravity sewer will connect to downstream gravity sewer along Charlie Medlin Drive,
which was previously permitted as WQ0035394 but will be constructed as part of this
project. The flow will drain to the Town of Surf City's Main Land Pump Station (PS 34)
which pumps to the Town of Surf City Wastewater Treatment Facility. The gravity
mains included in this permit will be privately owned and operated by Cape Fear Four,
LLC and drain to the proposed public 8" gravity main extension along Charlie Medlin
Drive (previously permitted), which will be owned and operated by the Town of Surf
City.

I Kyle M. Breuer, Town Manager certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation
of the planned improvements identified in the planning assessment where applicable. This
analysis has been performed in accordance with local established policies and procedures using
the best available data. This certification applies to those items listed above in Sections I and II
plus all attached planning assessment addendums for which I am the responsible party.
