Below are our responses: Having the River Hill Circle roadway loop around the Hospital is very important to managing the traffic around the new Hospital. Without River Hill Circle looping through the site all outparcel traffic would have to circulate the site via Wake Forest Baptist Way that runs in front of the Hospital; this would increase the possibility of a pedestrian vs. vehicular accident. If River Hill Circle dead ended on each side of the stream, this would create a great deal of confusion for the public on how to get either side of the creek to access the outparcels. It is our opinion the single stream crossing is needed to provide the site development with a safe and practical road network to serve the proposed outparcels and Medplex buildings. 2. The site design was performed in a way that minimizes the stream impacts. The Medplex buildings were laid out around the stream located in the central part of the site. The site has approximately 4,348 linear feet of streams and our proposed impacts are 200 linear feet. 3. The roadway crossing is utilizing extra tall headwalls to minimize the amount of stream impacts. 4. The side slopes of the roadway at the stream crossing were increased to their maximum slope as recommended in the site geotechnical report to provide additional reduction in the stream impact.
