For purposes of this permit the definition of Total Toxic Organics is that definition contained in the EPA Effluent Guidelines for the facility subject to the requirement to sample(for metal finishing use the definition as found in 40 CFR 433.11;for semiconductor manufacture use the definition as found in 40 CFR 469.12;for electronic crystal manufacture use the definition as found in 40 CFR 469.22;and for cathode ray tube manufacture use the definition found in 40 CFR 469.31). AUG 13 2020 Spindale,NC 28160 CENI L f-ILES DWR SECTION To Whom It May Concern: In accordance with Section B of the general permit for discharges of stormwater associated with metal fabrication facilities(the"General Permit"), this letter serves as submittal of the semi- annual monitoring. Over the past several months, Watts has reviewed best management practices at the facility to reduce the presence of metals in its stormwater discharge based on recent benchmark exceedances. The benchmark exceedances were for copper and zinc. As noted in a letter, dated December 30, 2016, from Division of Energy, Minerals, and Land Resources (now known as DEQ), Watts was given relief to the tiered sampling requirements of the general permit based on the presence of metals from background sources. The background levels of stormwater contaminants were described in Hart & Hickman, PC's August 24, 2016 Stormwater Background Sampling and Representative Outfall Request. Background metals constituents included copper and zinc at levels similar to or higher than those recently detected at Outfall 002. Therefore, Watts is not implementing a tiered response related to the sampling results the attached DMR. Watts understands that with the submittal of this report that the analytical monitoring and associated reporting requirements of Section B have been fulfilled for period 1 of 2020.
