Please reference your application for a Department of the Army (DA) individual permit to
authorize impacts to 6.69 acres of Section 404 wetlands and 58,671 linear feet of jurisdictional
man-made ditches, located 7 miles northeast of Vanceboro, along the Craven/Beaufort county
line, North Carolina. The purpose of this correspondence is to inform you that we received
comments from federal and state resource agencies and the public regarding their review of the
public notice on your application. This correspondence also serves as a follow up to our January
23, 2012 meeting in this office where we discussed and I provided copies of all comments
received. The environmental issue causing the most concern is the discharge of 12 MGD of
freshwater into the headwaters of Blounts Creek and the potential impact to the estuarine portion
of Blounts Creek.
It is the policy of the Department of the Army to provide an applicant the opportunity to
furnish a proposed resolution or rebuttal to all objections from government agencies and other
substantive adverse comments before a final decision is made on a proposed project. In this
regard, I would appreciate receiving any comments that you have on this matter. If you intend
to comment, please provide your response by March 9, 2012 so processing of your permit
can be expedited.
