S &ME, Inc. (S &ME) wishes to submit a request to revise a proposed crossing method
associated of one jurisdictional area at the Piedmont Natural Gas (PNG) Wayne Pipeline
Project. The authorized project involves new installation of approximately 37 miles of
20 -inch steel transmission pipeline in Wake, Johnson and Wayne Counties, North
Carolina. The project pipeline originates near Guy Road, south of U.S. Highway 70 in
Clayton, NC (35.671280 N, - 78.5212° W) and terminates on the Progress Energy
property located at the existing H.F. Lee facility (35.3749 ° N,- 78.0911 ° W) near
Goldsboro, NC.
Please find attached to this letter a map (Figure 1) depicting the wetland crossing method
change and wetland location.
On February 17, 2012, Mr. Martin Richmond of the North Carolina Division of Water
Quality (NCDWQ) and Mr. Walter Cole of S &ME visited the project site. During this
field review, Messrs. Richmond and Cole visited the subject area (Wetland WL, Streams
13 and 14 and Wetland M), adjacent to Canyon Road, to review the construction
contractor's request for a change in crossing method at this location. The crossing is
currently permitted as a jack and bore, with a 40 -foot construction corridor across the

feature. However, it was determined that the steep topography would require significant
grading to cut the hill slope to a grade safe to set up the drill equipment. Additionally,
the necessary bore pit would require a depth and width larger than the currently
authorized TWS at this location, and there is insufficient TWS to accommodate
excavated soils. Accordingly, we request that WM be changed from a jack and bore to a
conventional (trenched) crossing.
At that time of his site visit, Mr. Richmond concurred with the determination that a
change in crossing should be authorized at this location.
The contractor agreed to perform the work within the currently authorized 40 -feet of
workspace, and as such, no additional impacts will be incurred as a result of this change
in crossing method. Please also note the associated streams (Stream 13 and Stream 14)
and the wetland on the east side of the streams (Wetland WM) will remain "trenchless"
crossings. As previously stated, a figure that depicts the change in crossing method and
the location is attached for your consideration.
