8 PROJECT SUMMARY The applicant is proposing to renovate an existing public boating access
area The renovations would include Existing boatramp bulkhead piers and parking
9 NARRATIVE DESCRIPTION
The City of Jacksonville s Boating Access project is located at 910 Corbin Road adjacent to
Northeast Creek in Jacksonville Onslow County To reach the project site travel on Hwy 24
Cross the Northeast Creek Bridge and turn north onto Corbin Rd The protect site will be on the east
side of the road
The 79 4 acre project site has an average highground elevation of +4 25 ft above NEW The
Jacksonville LUP classifies this area as commercial The project area is cleared and maintained
vegetation consists of native grasses shrubs and coastal wetlands Coastal wetlands exists on site
consisting of Spartcna alterniora Juncus roemerianus and sparse areas of Distichhs spicata The
project site is bordered by Northeast Creek to the east The project site consists of approximately
2 233 feet of shoreline frontage on Northeast Creek Approximately 48 735 ft2 of the project site is
impervious Approximately 3 000 ft2 of the 30 AEC is currently impervious
The project site currently is a boating access area consisting of single boatramp failing bulkhead
parking area boardwalk three observation platforms observation/fishing platform and nature trail
The Division of Water Quality classifies this area of Northeast Creek as SC waters This area is a
Primary Nursery Area as such classified by the Division of Marine Fisheries The area is closed to the
harvesting of shellfish by the Division of Marine Fisheries Shellfish Sanitation
10 PROJECT DESCRIPTION
The applicant is proposing to rebuild an existing boating access facility The boatramp bulkhead pier
and parking area would be replaced The proposed bulkhead would be 513 in length and be located
an average of 2 waterward of an existing wooden bulkhead with a maximum distance of 10
waterward located at the location of the existing boatramp Tlus bulkhead and associated area of open
water fill would be used to angle the proposed double ramp in the appropriate direction and to
maximize the efficiency of the renovated boating access area This area as indicated on plan C4 1 was
in the location of the previous boatramp Approximately 1 159 ft2 of shallow bottom habitat would be
filled by the construction of the bulkhead The bulkhead would also result in the filling of 408 ft2 of
coastal wetlands in the area south of the proposed kayak launch The proposed boatramp would be
shifted from its current location to allow for extra width and proper alignment Proposed dimensions
for the concrete ramp would be 38 x 80 The ramp would extend approximately 45 below the NHW
cullhour Approximately 16 yd of fill maternal would be used to aclueve the appropriate grade for the
proposed ramp An area of 1 774 ft2 of highground with a volume of 44 yd would be cut to allow for
the construction of the proposed ramp An area 38 x 45 would be disturbed below the NHW line
Coastal wetlands would also be filled by the construction of the proposed ramp Approximately 1 774
ft2 of vegetated coastal wetlands would be filled by the relocation and expansion of the proposed ramp
facility
A 90 x 8 floating dock is proposed directly adjacent the ramp extending 87 waterward of the NHW
contour The floating dock would be used for the temporary loading/unloading of vessels launching
and hauling out of the ramp A 30 x 5 kayak launch is also proposed onsite This would be used for
the safe launching and retrieving of canoes and kayaks A 25 x 5 floating launch would be attached
to the 30 x 5 access ramp Water depths in this area are shown to be 2 5 NHW Three
fishmg/observation platforms are also proposed The platforms are 13 x 13 and are connected to an
existing boardwalk via access walkways dimensioned 55 x 6 50 x 6 and 48 x 6 These structures
are existing but are proposed to be rebuilt with the platforms being located over water instead of over
coastal wetlands(existing) These structures extend out from an existing boardwalk are are for
pedestrian use only(no docking) A final fislung/observation structure is located on the eastern end of
the property The platform is proposed at 40 x 13 with a 119 x 8 access connecting to the existing
boardwalk This structure would be used for public fishing/observation with no docking authorized
and would be the replacement for an existing structure
Upland development consists of the reworking of an existing parking area High ground grading is
proposed in the amount of 127 acres(55 321 ft2) Total impervious post development would be 5%
or 55 321 ft2 (1 27 acres) Existing impervious on the site is 48 735 ft2 resulting in a net increase of
18 255 ft2 Within the 30 Buffer existing impervious surfaces cover approximately 3 000 ft2 As
proposed the amount of impervious surfaces would increased by this project by 350 ft2 to 3 350 ft2
total This area of impervious would be added by the access to the proposed double lane boatramp
11 ANTICIPATED IMPACTS
The proposed project would result in the disturbance of 55 321 ft2 (1 27 acres) of uplands and a
total project disturbance of 60 344 ft2 (1 39 acres) As long as proper sedimentation/erosion control
measures are put in place before construction begins fine particulates would not be expected to
enter the surrounding waters The amount of impervious surface would be increased by
approximately 18 255 ft2 (0 42 acres) Proposed total impervious surface within the 30 AEC and
buffer would be 3 350 ft2 (0 08 acres) This proposal would increase the amount of impervious
surfaces within the buffer by 350 ft2 The proposed boat ramp would require an area of shallow
bottom to be disturbed measuring 38 x 45 The proposed boatramp would also fill 1 744 ft2 of
coastal wetlands The bulkhead would fill approximately 1 159 ft2 of habitat below NHW and 408
ft2 of coastal wetlands The piers would usurp 4 160 ft2 of public trust waters Approximately
2 149 ft2 of coastal wetlands would be filled during the construction of this project This protect
would provide valuable public boating access to an area void of such amenities It would also
replace an existing derelict docking facility that currently poses obvious safety hazards to potential
users This portion of Jacksonville and Northeast Creek currently has very few functioning public
boating access areas a facility such as this would greatly enhance the public s ability to access the
adjacent public trust waters
Northeast Creek Park Boat Ramp and Renovations

Background & Project Description
The Northeast Creek Park located within the Jacksonville NC is a 74 9 Acre public park located off of
Corbin Rd and presently houses athletic fields disc, golf course a nature trail small fishing pier
gazebo an elevated timber board walk and a single lane concrete boat ramp The boat ramp provided
access to Northeast Creek which in turn provides access to Onslow Bay and the ICW
Currently several of the waterfront amenities within the park require significant repairs and
improvement to be become fully functional The existing boat ramp facility was permanently closed
this past spring due to existing significant damage to the toe of the concrete ramp while the existing
fishing pier has been closed due to unsafe structural conditions The existing elevated timber
boardwalk is severely out of level and plumb due to past flood tide conditions and while it remains
open requires replacement in order to provide access along its entire length
The proposed project includes the renovation and replacement of the park's existing water front
amenities in a phased approach The proposed phases are as follows
Fiscal Year 2012 Phase I
This phase of the project is the most critical to the City and addresses the closed boat ramp and
fishing pier This scope of the project involves the renovation and expansion of the existing single lane
boat ramp with a new double lane boat ramp The new boat ramp is proposed to be constructed by
utilizing a coffer dam that will serve as the toe protection and separate live concrete from the
Northeast Creek A turbidity curtain will be installed during the excavation of the boat ramp area and
is shown within the attached permit drawings
The toe of the proposed ramp will extend to : 0 LW which based on our experience provides
sufficient depth and scour protection for the pd boats that will utilize the facility The new
ramp will be serviced by a single 8 0 wide floating ground out staging dock centered between both
lanes This phase of the ramp renovation will require the addition of a new tie down lane and limited
modification to the existing parking area
The existing dilapidated fishing pier is to be removed during this phase
Due to its age and current condition the existing timber retaining wall within the vicinity of the existing
boat ramp is being replaced within this phase of renovation The new retaining wall is to be
constructed of FRP sheet pile sections and anchored with mechanical earth anchors that will be
installed from the basin side The new wall will be located approximately 2 0 in front of the existing
timber retaining wall The new wall will be located only at the location of the existing wall and will not
extend beyond the original wall limits
Fiscal Year 2014 Phase II
This phase of the project addresses the parking area and the utility work for the future restroom
facility A new water service line and a new sanitary sewer line are to be installed from existing service
near the Garden City Lift Station located west of the project site The proposed routing locates the
lines through the existing disc golf course under the existing access road and through the new parking
a rea
Also included within this phase is the paving of the new parking area and restriping of the existing
parking area This new arrangement allows for eighteen (18) trailer stalls with one (1) Accessible stall
and nine (9) single car spaces with one (1) Accessible space
Fiscal Year 2014 Phase III
Phase III includes the installation of a new elevated timber cross over platform and new floating
kayak /canoe launch A new 15 long section of sidewalk is proposed to provide access from the
existing sidewalk to the new cross over platform The location of the new Kayak launch will be at
approximately the same location as the original fishing pier that will be removed within Phase I
The installation of a modular restroom facility is Included within Phase III as well This unit will be
provided service by the line work that was completed in Phase II The unit will be supported by a
monolithic reinforced slab on grade with thickened footings The unit will be located as shown on the
plans and will be within the Flood Zone X
Fiscal Year 2014 Phase IV
Phase IV involves the renovation and extension of the dilapidated timber boardwalk The existing
structure is significantly damaged from past storm events and will require significant repair and /or full
replacement
The structure will be repair from the boardwalk itself and there is not anticipated disturbance of the
area adjacent to the boardwalk We propose to utilize helical piers in lieu of timber pile to lessen the
impact to the adjacent areas due to the use of smaller installation equipment and lack of betting water
Four (4) new fishing stations /observation decks are proposed during this phase and their locations
may be seen on the submitted plans
A new connector section of timber boardwalk is proposed within this phase of the project that
connects the two (2) existing boardwalk sections This connector will include a new 13 0 Timber
Bridge to cross a tributary to Northeast creek Construction of the bridge will be similar to that of the
repaired segment of the timber boardwalk
Stormwater Management
This project lies within the White Oak River Basin and drains to Northeast Creek Currently the
project site sheet flows to a maintained vegetated area along the waterfront while the remainder
flows directly into the waterway via natural contours and the existing boat ramp These portions of the
site will remain and thus continue to drain in the same manner This project does not require a DENR
Stormwater Permit since the proposed improvements require less than 10 000 SF of new impervious
surface According to City Stormwater personnel a City Stormwater Permit is not required for this
project
Erosion & Sedimentation Control
Work for the proposed project will be completed by both land and by barge located within the boat
basin Phase 1 does not require an Erosion Control Permit Phase 2 and beyond will require Erosion
Control Permits These permit s will be applied for once design for each of those phases is completed
Public Water
The water service line will be fully designed during Phase 2 The water service will require a permit
from NCDENR if two inch or larger
Sanitary Sewer
Based on the grade of the bathouse location as it relates to the closest connecting sewer the project
will require a pump station to be installed The pump station will be installed near the bathhouse and
pump through a force main to the existing Garden City pump station These sewer improvements
require a DENR Sewer Permit which will be part of the Phase 2 permitting effort

new bath house be a modular unit on a cast in place concrete foundation The boardwalk will be replaced with treated timber
framing supported by helical piles as shown within the attached documents

proposed faclicity will have a larger paved parking lot for 18 traders (1 ADA) and 9 single cars (1 ADA) A new bathouse is

area is a new timber pedistrian bridge and four fishing /observation platforms
