application
The land cover classification for the existing conditions on the site include Category 1 Heavily Developed or Disturbed
Land and Category 42 Needleleaf Coniferous Forest Land The appropriate land use category is 103 06 Military
Installations The majority of the project takes place on existing roadway alignments open athletic and training fields and
wooded areas directly adjacent to existing development Wetlands identified in the Jurisdictional Determination are non
riparian wetlands

The project is located within the confines of greater MCB Camp Lejeune Wetland acreage within the general project
area including delineations and Jurisdictional Determinations for MCAS New River and Geiger West is approximately
214 95 acres

The project is located within the confines of greater MCB Camp Lejeune There are no existing streams identified on the

Explain the purpose of the proposed project
The purpose of the project is to provide improved access to Camp LeJeune While Camp Geiger is a part of MCB Camp
LeJeune it is located separately from Mainside Prior to the US 17 Bypass construction entry to Camp Geiger was via a
main gate off US 17 Construction of the bypass eliminated this gate and access to Camp Geiger is current through the
main gate for MCAS New River Air Station Attempts to create anew gate to Camp Geiger from the US 17 Bypass were
determined not to be feasible due to ATFP concerns
Curtis Road is the primary route through MCAS New River Air Station and access to Camp Geiger from Curbs Road is
currently provided on A Street Options to improve access to Camp Geiger from Curtis Road were developed with
consideration to safety for vehicular and pedestrian traffic for both Camp Geiger and MCAS New River Air Station
Widening of A Street the current entrance road from Curbs Road to Camp Geiger was determined not to be feasible
given the dose proximity of Progress Energy substations that would limit the lane configurations below what was
determined to be required to safely and efficiently move traffic through the Intersection Due to the constraints of the
electrical substations it was determined that the entrance roadway to Camp Geiger would have to be on new alignment

Describe the overall project in detail including the type of equipment to be used
The overall project includes the widening of existing roadways and construction of new roadways to improve access to
Camp Geiger Associated with the roadway work are clearing and grubbing grading operations paving operations
drainage improvements ubliity adjustments roadway lighting erosion control landscaping and other associated
improvements The equipment used for construction will primarily be heavy construction equipment All temporary
impacts within the wetland limits will be stabilized and restored to pre- construction contours and seeded with appropriate
wetland species All disturbed areas outside the wetland limits will be stabilized with sod following achievement of final
grading

D Impact Justification and Mitigation
1 Avoidance and Minimization

The roadway alignments were designed to avoid and minimize impacts to wetlands The W1 and W2 impacts at Campbell
Street Extension were minimized by shifting the proposed roadway as close as possible to the existing commercial
development on the east side of the roadway while still maintaining appropriate setbacks for ATFP requirements and provide
driveway connections to the commercial development
The impact associated with the W3 impact is a temporary impact associated with the replacement of an existing 36 culvert
crossing under Church Street Church Street is being widening through the area of the culvert however the widening is taking
place on the opposite side of the roadway minimizing impacts to the wetlands A retaining wall is proposed on each approach
to the culvert to prevent fill in the wetlands

During construction the Contractor will be required to install orange safety fencing clearing delineating the limits of
disturbance within the wetland areas Also construction equipment will be required to work on matting to minimize
disturbance to the root mat Trees that need to be removed in the impact areas will be cut off six inches above the existing
grade and will be Idted not dragged from the wetland area to preserve the root mat

Manual which is Marine Corps Order (MCO) P5090 2A change 2 the DON announces its
decision to implement the permanent incremental increase in personnel at MCB Camp Lejeune
MCAS New River and MCAS Cherry Point North Carolina In addition to NEPA and other
environmental laws the DON considered applicable executive orders (EO) including the
requirements of EO 12898 Federal Actions to Address Environmental Justice in Minority
Populations and Low Income Populations EO 113045 Environmental Health Risk and Safety
Risks to Children EO 11990 Protection of Wetlands and EO 11988 Floodplain Management
PURPOSE AND NEED The purpose of the proposed action is to provide permanent
infrastructure to support the permanent incremental increase in Marine Corps personnel at MCB
Camp Lejeune MCAS New River and MCAS Cherry Point North Carolina The need for the
proposed action is to allow the U S Marine Corps (USMC) to implement a 2007 Presidential
mandate ind Congressional direction to permanently increase overall USM( end strength across
its wai fighting organizations by I -iscal Yeat 2011 (FYI 1)
PUBLIC 1NVOLVEMP N I The DON initiated a mutual exchange of information through
early and open communications with interested groups and individuals on 14 December 2007
with the publication of a Notice of Intent (NOI) to prepare the EIS in the Federal Rego .Nler (72 PR
71128) Three public, seoping meetings were held in North Carolina on 29 30 and 31 January
2008 in Havelock Jacksonville and Holly Ridge respectively Public scoping comments were
used to identify public concerns to be analyzed in the Draft EIS
A Notice of Availability (NOA) and Notice of PubI1L Hearing for the Draft EIS were published
in the Federal Register (77 FR 34754) and local newspapers on 17 July 2009 thus initiating the
45 day comment period The Draft EIS was distributed to various Federal State and local
agencies national state and local elected offwials and other interested groups and individuals
In addition the EIS was available for review on the public website and at five local libraries
Public comment meetings were held in Havelock Jacksonville and Holly Ridge North Carolina
on 18 19 and 20 August 2009 respectively and were attended by 48 individuals (including l l
agency representatives) Nineteen comments were received from 17 July through I October
2009 All comments were considered and responded to in the Final EIS
The Final EIS NOA was published in the Federal Register (74 FR 65773) and local newspapers
on l 1 December 2009 The Final ETS was distributed to various Federal State and local
agencies national state and local elected officials and other interested groups and individuals
In addition the EIS was available for review at five local libraries and on the U S Marine Corps

ALTFRNATIVLS CONSIDFRP D The DON identified and evaluated a reasonable range of
alternatives (ALT) based on criteria set out in the EIS that would satisfy the U S Marine Corps
purpose and need Alternatives considered were identified as ALT 1 through ALT 4 with ALT 1
being the no action alternative The following provides a description of these four alternatives
ALT l is the no action alternative Under ALT 1 the permanent incremental increase of Marine
Cords personnel at North Carolina Marine Corps Installations would not occur nor would any
construction activities related to this proposal be implemented The last quarter for Fiscal Year
(FY) 2006 was chosen as the, baseline Since the peisonnel would not be permanently located in
this region and no construction would take place this is the environmentally preferred
alternative However it does not meet the purpose and need of this action and is incompatible
with the President s mandate to increase Marine Corps personnel
ALT 2 is the Preferred Alternative Under this alternative the permanent incremental increase of
Marine Corps personnel by 9 900 at three North Carolina Marine Corps Installations would
occur In addition a multi yeat major construction effort for the infrastructure needed to support
this increase would be implemented Under this alternative two types of development and
construction projects are evaluated those unique to the permanent increase in Marine Corps
personnel and a number of projects known hereaftei as core projects Core projects are

infrastructure improvement projects that were already planned and programmed by Marine Corps
Planners to support the on going missions at the three Installations Because these projects would
occur in the same geographic area and within the same timeframe the USMC elected to conduct
NEPA analysis for these projects in the same EIS as the Grow the Force projects
ALT 3 proposed the permanent increase of 9 900 personnel associated with Grow the Force
without construction of the permanent infrastructure (Grow the Force) projects Marines and
associated operations would continue to be accommodated at existing facilities and in temporary
and/or relocatable buildings already in place Projects designated as core would be
constructed as they are needed to support on going Marine Corps mission related activities and
are not tied to the Grow the Force initiative
ALT 4 proposed the permanent increase of 9 900 personnel associated with Grow the Force
without construction of either the permanent infrastructure (Grow the Force) or core projects
Additional personnel would be accommodated at existing facilities and in temporary and/or
relocatable buildings however by not implementing Grow the Force or core construction
projects Marine Corps capacity to support all Marines would be considerably strained at all three
Installations Continued use of temporary and/or relocatable buildings and their consequent
replacement would not be cost effective
ALT 2 is identified in the Final EIS as the Preferred Alternative as it best meets Marine Corps
purpose and need ALT 2 was determined to not conflict with the objectives of applicable
Federal State and local agency plans policies and regulations Although ALT 2 will
unavoidably impact wetlands coordination with the U S Army Corps of Engineers (USACE) as
a cooperating agency and implementation of best management practices and mitigation measures
will mimrruze adverse wetland impacts to the fullest extent practicable
The USMC considered other alternatives to the Proposed Action These included alternative
basing locations phasing of implementation modifying Grow the Force increases and internal
reorganization However due to considerable concerns about security connectivity between unit
operations unit integrity and the ability to meet the missions the alternatives were determined to
be untenable and not carried forward for further analysis Another alternative considered but
eliminated from the analysis was the option of only constructing Grow the Force projects to
support the proposed increase in personnel and not the core projects However since core
projects have already been planned and programmed by the Installations any one or all of them
could be implemented regardless of the Grow the Force decision with proper NEPA
documentation If this were to occur this alternative would be sinular to or the same as ALT 2
the Preferred Alternative Therefore this alternative would not be considered reasonable and has
been eliminated from further consideration
ENVIRONMENTAL IMPACTS The DON prepared an EIS to evaluate the potential
environmental impacts associated with the implementation of each of the alternatives carried
forward for analysis Impacts were assessed for the following resource areas land use and
coastal zone management recreation and visual resources socioeconomics community services
and facilities transportation and traffic utilities and infrastructure hazardous materials toxic

substances and hazardous waste noise air quality natural resources earth resources water
resources and cultural resources Chapter 3 of the Final EIS provides a discussion of impacts
Under the Preferred Alternative (ALT 2 construction of Grow the Force and core projects)
there would be no or minor impacts to land use and coastal zone management recreation and
visual resources hazardous materials toxic substances and hazardous waste noise earth
resources cultural resources and air quality There would be notable impacts to socioeconomics
community services and facilities transportation and traffic utilities and infrastructure natural
resources and water resources
Socioeconomics
There would be a population increase at the Installations and within the surrounding
communities that would increase the demand for housing utilities community services and
recreation facilities This growth would also result in increased annual earnings and economic
gain in the region Off Installation it is anticipated that local housing stock should be able to
accommodate the increased Marine personnel and their dependents On- Installation housing
impacts would be ameliorated with construction of bachelors quarters and where the local
housing stock cannot accommodate additional family housing Regionally there would be short
term economic gains associated with military construction On Installation there would be no
environmental justice (low income and minority populations) impacts Off Installation there
could be increased competition for affordable housing between military and non - military
families
Community Services and Facilities
At MCB Camp Lejeune personnel increases would create additional demands for on Installation
emergency services and law enforcement and increase the current wait -time for child care
facilities Construction of on Installation infrastructure would alleviate the strain on these
Installation services
Off Installation in Jacksonville North Carolina, there may be an increase in wait time for
emergency and law enforcement response In addition if existing expansion plans are not
implemented Onslow County school systems may be limited in their ability to provide services
resulting in further strain on the School District County plans for constructing additional schools
may not alleviate all of the current capacity issues However as additional on- Installation
housing is constructed military personnel would likely relocate on Installation from surrounding
communities and place their children in on Installation schools thereby alleviating the strain on
Onslow County Schools caused by the Grow the Force initiative
At MCAS New River the impact to off Installation community services would be similar to
those described for MCB Camp Lejeune
At MCAS Cherry Point on Installation increases in personnel may increase the wait time for on
Installation emergency and law enforcement response No negative impacts to off Installation

regional law enforcement emergency and child care community services are anticipated High
schools in the Craven County School District may be strained under the Preferred Alternative
Transportation and Traffic
At MCB Camp Lejeune and MCAS New River impacts to the roadway network would be
substantially benefitted from the proposed Base Entry Road (P1382) and Triangle Outpost Gate
(P1165) construction Off Installation benefits would occur by relieving congestion on a portion
of NC 24 with the new gate and road entry construction In addition as outlined in Section 3 8 of
the Final EIS the City of Jacksonville and the USMC are working cooperatively to encourage the
use of mass transit as a means to reduce existing and potential future traffic including the
possibility of expanding the existing express service provided by Jacksonville Transit and using a
Park and Ride system so that persons who are properly credentialed could use an express shuttle
service to MCB Camp Lejeune and MCAS New River and surrounding on Base areas
Within MCAS Cherry Point beneficial impacts to the traffic network would occur with the
realignment of Slocum Road (P134) to avoid the Ordnance Storage Area Roosevelt Boulevard
Road Improvements (P177) would also alleviate on Installation congestion especially for
outbound traffic in evening peak hours Off Installation traffic along U S Highway 70 and
congestion at the Main Gate during morning and evening rush hours would remain unchanged
In general as part of its efforts to increase the sustainability of these Installations and meet the
goals of Executive Order 13514 the USMC will continue to highlight transportation
management strategies and traffic reduction measures as part of its future master planning efforts
Utilities and Infrastructure
At MCB Camp Lejeune and MCAS New River there are short term capacity issues with respect
to electricity and communications however planned Installation infrastructure expansions would
address these issues in the long term The projected increase in wastewater discharge for Onslow
County (0 912 mgd) would exceed the current available capacity of the county system
(approximately 0 292 mgd is available) These capacity concerns could be eliminated through
agreements /purchases made by Onslow Water and Sewer Authority (ONWASA) and planned
expansions to the Jacksonville Wastewater Treatment Plant With these future changes the
increased demand would not adversely impact off Installation wastewater treatment
At MCAS Cherry Point an increased demand on utility services on and off Installation would
occur However this demand would be met both on and off Installation
Natural Resources
At MCB Camp Lejeune the Preferred Alternative would result in temporary disturbance to
wildlife with smaller less mobile species most likely being permanently displaced during
demolition and construction activities In addition development of 1 500 forested acres would
permanently remove wildlife habitat these 1 500 acres represent less than two percent of the
95 000 total acres of forest lands on MCB Camp Lejeune The proposed Base Entry Road
(P1382/83/84) would traverse forested areas fragmenting wildlife habitat and thus introduce a
mortality hazard Construction would temporarily increase turbidity degrading the water quality
and affecting some fish species However already established best management practices and
actions identified through the Sections 404 and 401 (Clean Water Act) permitting process would
lessen these impacts No significant impacts to federally protected species including the red
cockaded woodpecker are anticipated Consultation with the U S Fish and Wildlife Service
( USFWS) concluded that the action may affect but not likely to adversely affect manatees
during bridge construction Off Installation impacts could occur to natural resources as a result
of community infrastructure construction in support of regional growth of the military
population
At MCAS New River no impacts to protected species would occur Proposed construction
would take place mostly in already developed areas with minimal need for vegetation clearance
and associated impacts Up to 40 acres of forest would be lost Off Installation impacts would
be similar to those presented for MCB Camp Lejeune
At MCAS Cherry Point impacts to vegetation wildlife habitat and forested areas would be
similar to those described for MCAS New River The majority of the proposed development
areas have been previously developed or disturbed however for two of the proposed project
sites up to 70 acres of forest would be lost The 70 acres of forest to be developed represent
approximately one percent of the total forested acreage at MCAS Cherry Point in addition the
forested acreage within the Roosevelt Boulevard project area is along a primary ingress corridor
and difficult to manage under traditional forest management practices Off Installation impacts
would be similar to those presented at MCB Camp Lejeune Consultation with USFWS
concluded that the action may affect but not likely to adversely affect manatees during bridge
upgrading
Water Resources
At MCB Camp Lejeune no increased risks to groundwater contamination would occur Adverse
impacts from stormwater runoff are not expected with adherence to existing practices prescribed
under the Installation s stormwater management plan As discussed in the Final EIS impacts
also will be avoided or minimmzed through implementation of Low Impact Development
practices as part of new building construction and use of best management practices to protect
water quality Since exact locations for most of the proposed facilities at MCB Camp Lejeune
have not been selected and final design is not known exact acreages for wetland disturbance
cannot be determined However given current designs and master planning concepts for facility
locations up to 125 acres of wetland could be affected (either permanently or temporarily) from
proposed facility construction Unavoidable impacts to wetlands or waters of the United States
would occur however through the Sections 404 and 401 (Clean Water Act) permitting process
with North Carolina Department of Environment and Natural Resources and the U S Army
Corps of Engineers (USACE) impacts would be avoided or minimized to the fullest extent
practicable through siting and design modifications as the design process proceeds Indirect
impacts to off Installation waterways could occur due to sedimentation

At MCAS New River potential impacts are similar to those described for MCB Camp Lejeune
however only 1 acre of wetlands could be impacted and the applicable permitting requirements
would be undertaken Indirect impacts to off Installation waterways could occur due to
sedimentation
At MCAS Cherry Point potential impacts are similar to those described for MCB Camp Lejeune
Up to 15 acres of wetlands could be affected Any unavoidable impacts to wetlands or waters of
the United States would be minimized and/or mitigated through the Sections 404 and 401 (Clean
Water Act) permitting process with North Carolina Department of Environment and Natural
Resources and the U S Army Corps of Engineers (USACE) Indirect impacts to off - Installation
waterways could occur due to sedimentation
MITIGATION MEASURES For purposes of the Final EIS mitigation measures are defined
as measures above and beyond those already required under regulation and the permitting
processes Use of North Carolina State regulation best management practices (BMPs)
application of activities prescribed in existing natural and cultural resource management plans
implementation of construction permit requirements and adherence to state federal and local
regulations will continue to apply for the Grow the Force initiative since they are part of existing
Marine Corps management actions to minimize impacts Therefore these regulatory and permit
avoidance /nunimization/mitigation efforts are not considered as extraordinary mitigation
measures requiring additional funding under the Preferred Alternative
The USMC has identified potential avoidance minimization and mitigation measures for
impacts to wetlands and will continue to use siting and design modifications to further avoid or
mmirruze impacts as the design phase progresses The Greater Sandy Run Mitigation Bank
located in the Greater Sandy Run area within Onslow County was built to meet the mitigation
needs of the Marine Corps This bank however may not be a feasible option if the governing
agencies decide that the type of wetlands being disturbed and the wetlands in the mitigation bank
are not in kind (i a estuarine wetlands may be disturbed but the bank may only credit freshwater
wetlands) If the bank cannot be used other options will be explored such as purchasing credits
from a private nutigation bank or other off site mitigation within the watershed
As noted in the discussion of Environmental Impacts above emissions generated from the
Preferred Alternative are not projected to impact air quality however as specified in Section
3 12 of the Final EIS the USMC will encourage contractors to follow the recommendations
outlined in the EPA s Clean Construction USA program With respect to reduction of fugitive
dust the emission analysis included the assumption of 50 percent reduction of fugitive dust due
to wetting and additional controls will be supplemented as appropriate by additional measures
such as wet suppression wind speed reduction chemical stabilization and early paving of
permanent roads to ensure fugitive dust is reduced to the maximum extent possible Specific
controls to be used in support of specific project activities will be identified in the respective
construction permits Finally in accordance with USMC policy where possible new building
construction must achieve a silver level rating under the Leadership in Energy and
Environmental Design (LEED) certification process LEED certified projects provide specific air
quality benefits through the use of optimized energy performance and conservation features

increased ventilation low pollutant emitting materials in construction (such as adhesives and
sealants carpeting etc ) and indoor chemical and pollutant source controls
AGENCY COORDINATION AND CONSULTATION
U S Army Corps of Engineers, Wilmington District
The USACE Wilmington District is a cooperating agency for this EIS and was consulted
regarding Marine Corps compliance with Section 10 of the Rivers and Harbors Act navigable
waters and 33 U S Code 9 In addition prior to any ground disturbing activities at all three
Installations permits required under Sections 401 and 404 will be finalized
U S Fish and Wildlife Service ( USFWS)
MCB Camp Lejeune/MCAS New River and MCAS Cherry Point completed informal
consultation with USFWS In a letter dated 09 September 2009 the USFWS concurred that the
Preferred Alternative may affect but would not likely adversely affect manatees with respect to
P1382 (New Base Entry Road MCB Camp Lejeune) and P134 (Slocum Road Realignment
MCAS Cherry Point) and red cockaded woodpeckers at MCB Camp Lejeune
North Carolina State Agencies
The Marine Corps completed Section 106 consultation with the North Carolina State Historic
Preservation Office and they concurred in a letter dated 22 September 2009 that the Preferred
Alternative would not result in adverse effects to historic properties at MCB Camp Lejeune The
proposed action would have no effect on historic properties at MCAS New River or MCAS
Cherry Point All applicable state permits (e g those related to stormwater air quality and
water quality) will be completed appropriately to meet state requirements In accordance with
the Coastal Zone Management Act the Marine Corps determined that the Preferred Alternative
was consistent to the maximum extent practicable and submitted coastal consistency
determinations to the State and received concurrence from the State on 03 November 2009
CUMULATIVE IMPACTS The Preferred Alternative when considered with other past
present and reasonably foreseeable future actions would not for the most part result in
significant cumulative impacts on the human environment With the implementation of existing
best management practices and identified mitigation measures there would be no notable
cumulative impacts on land use and coastal zone management recreation and visual resources
hazardous materials toxic substances and hazardous wastes noise air quality earth resources
or cultural resources
Socioeconomics
The cumulative impacts to socioeconomics from Marine Corps growth from past present and
reasonably foreseeable actions when considered with the personnel increases under the Preferred

alternative are interactive with other growth within the region of influence (ROI) and represent
an incremental share of the overall regional growth
Population growth would also equate to additive economic gains for direct indirect and induced
employment and income Additional taxes would accrue to the Federal State (North Carolina)
and local governments as a result of this cumulative economic activity These gains would be
additive and interactive with other economic activities in the ROI and represent a positive gain
for the economy
Community Services and Facilities
Cumulative impacts from the Preferred Alternative and other growth in the ROI would increase
demands on community services and facilities particularly schools The Eastern North Carolina
Military Growth Task Force has as one of its goals the development of a plan to alleviate
pressures on local school systems Local school districts are also planning and programming for
new or expanded facilities and taking actions such as redistricting Almost all Onslow County
schools were over capacity during the FY06 baseline school year and enrollment has continued
to increase in these schools over the last few years Two new elementary schools opened
recently Meadowview Elementary and Stateside Elementary providing space for another 1 342
students This additional capacity alleviated some of the current strain on the school system but
with the Grow the Force initiative along with other growth on the Installation the Onslow
County School system would continue to have capacity concerns Continued Public Private
Venture (PPV) construction of on Base housing at all three Installations would occur and it is
anticipated that some families living off Base would move back when housing becomes
available Under this program once 500 houses are constructed a new school is built This new
school construction along with families moving back on Base would minimize pressure on area
schools
Transportation and Traffic
The impacts to traffic from Marine Corps growth due to the Preferred Alternative would be
additive to other growth within the Installations and in the region as well as interactive with
ongoing local plans for transportation improvements The cumulative impacts that might result
from the relevant past present and reasonably foreseeable future actions both on the
Installations or off have the potential to be collectively significant in the ability to support
increased traffic along roadway segments of NC 24 and US 17 Information provided by the City
of Jacksonville Municipal Planning Office (MPO) noted that NC 24 in the vicinity of MCB
Camp Lejeune/MCAS New River occasionally operates at an F rated level of service With an
estimated 7 365 additional Marines and civilian personnel expected to reside in Onslow County
along with their families cumulative impacts to the transportation network would be expected
The City of Jacksonville MPO is preparing an update to its Long Range Transportation Plan that
would help identify and prioritize roadway improvements needed in the system The localized
reduction of approximately 30 percent of on Base MCB Camp Lejeune/MCAS New River traffic
captured by the proposed new interior road would be beneficial but is not likely to benefit the
ROI transportation network If existing road improvement plans were not funded and the

proposed Base Entry Road were not constructed then cumulatively it is anticipated there would
be negative impacts to traffic along segments of NC 24 and 17
With regard to MCAS Cherry Point the improvements proposed for US 70 would be a
cumulative benefit to the ROI When considered together the Preferred Alternative on
Installation Slocum Road realignment and improvements to Roosevelt Boulevard along with
future plans to improve the intersection at Slocum Road and US 70 would alleviate congestion
both at the MCAS Cherry Point Main Gate and exiting and entering Slocum Road during peak
hours
Natural Resources
Cumulative impacts to vegetation wildlife and protected species would occur on the
Installations due to increased habitat disturbance resulting from population growth additional
housing expanded commercial areas and increased number of roads recreational activities
pursuit and training The impacts would be dispersed in time and place but would have a
collective effect in changing the natural landscape at MCB, Camp Lejeune MCAS New River
and MCAS Cherry Point
The Preferred Alternative in combination with past actions would result in the loss of nearly
4 000 acres of forest at MCB Camp Lejeune/MCAS New River and about 100 forested acres at
MCAS Cherry Point Additional forest would be lost with future projects as well As previously
noted there are 95 000 acres of forested land at MCB Camp Lejeune/MCAS New River and
6 500 acres of forested land at MCAS Cherry Point The cumulative loss of forested acreage at
each of these installations represents a minor percentage of the total Within the forested acreage
cumulative impacts from past present and future actions to red cockaded woodpecker habitat
could include loss of up to four existing partitions and one future partition (unoccupied) This
loss does not exceed current take limits allowed under a May 2008 Biological Opinion from the
USFWS and will not affect MCB Camp Lejeune s ability to meet its recovery goal for the
species
Estimation of vegetation removal due to off Installation development (i e US 70 improvements
and off installation interchange) would be speculative since the Highway is still in the planning
process and the interchange would need to be funded It is anticipated that the construction of US
70 would result in some habitat fragmentation that could disrupt wildlife movements migration
and possibly divide existing wildlife populations However efforts such as the Onslow Bight
Conservation Forum as well as proper land use planning within the surrounding ROI would
introduce countervailing factors to offset some of these losses over the long term through
preservation of land and growth management
Water Resources
Cumulative impacts to water resources would occur from population growth and construction
activities Secondary impacts from growth in the community would lead to additional wetland
removal and stormwater runoff Cumulative impacts to stormwater and groundwater would be

minimized \x ith the implementation of best management practices adherence to National
Pollutant Discharge Flimination System (NPDES) permit iequirements and North Carolina s
Coastal Stoimwater Rules and guidelines established in the stormwater management plan The
Prefeired Alternative when considered in combination with the other piojects would result in the
greatest potential for imp icts to water resouices because of the laige amount of construction that
would occur however thiough adherence to current laws regulations and pernutting
iequireinents adverse impacts will be avoided Implementing either of the two other action
altei natives would contribute cumulatively to water resources impacts but at lessei varying
degiees
RI+ SPONSF TO COMMEN I S ON 1 HE FINAL EIS The DON reviews and considers all
comments that are ieceived during the 30 day no action period (11 December 2009 through 10
January 2010) following the issuance of the NOA of the Final EIS Only one comment letter
from the Environmental Protection Agency (EPA) was received on the Final EIS Jsummary of
the comment and the USMC response follows
Comment 1 he EPA comment letter commended the USMC for its inclusion in the Final EIS of
potential air quality emission ieduction practices tiansportation management strategies and best
management practices to protect water quality in the Final EIS EPA recommended that those
specific air quality environmental performance commitments be made a part of the ROD In
addition EPA iecommended that the ROD include a commitment to implement transportation
system management and transit improvements projects in the future master planning for the base
Finally the letter also encouraged further avoidance of wetland impacts as the design phase
proceeds
Response DON appieciates FPA s comments and has ensured that the ROD reflects the
commitments made in the Final EIS with respect to -iir quality transportation and water quality
CONCLUSION After careful consideration of the purpose and need for the proposed action
the analysis contained in the EIS and comments received on the EIS from Federal State and
local agencies non governmental organizations and individual members of the public I have
decided to proceed with the Preferred Alternative which provides permanent infrastructure to
support the permanent incremental increase of Marine Corps personnel at MCB Camp I.ejeune
MCAS New River and MCAS Cherry Point North Carolina The Preferred Alternative best
meets the purpose and need of the proposed action and would allow the Marine Corps to
implement the 2007 Presidential mandate and Congressional direction to increase USMC end
strength by FY 11
