With regards to the referenced Notice of Violation for Birkhaven Subdivision and per the discussion with
Ravmdra Bissram Jamestown Engineering Group Inc we are proposing impact restoration in accordance
with the approved 401/404 Certification for the site
Consultants from ECS Carolinas LLP (ECS) have been hired to provide designs for the stream mitigation
David Brame from ECS indicated to Ravmdra Bissram to allow a month for a stream mitigation design to
be submitted to the Division of Water Quality (DWQ) for review Upon approval of the design
construction activities will commence to bring the site into compliance Proposals for the stream mitigation
construction will be solicited during the review process to expedite the start of construction
Following construction and upon approval/completion of construction ECS will perform the site
monitoring for the required five year time period Modifications to the stream mitigation will be handled as
necessary to comply with the 401/404 Certification
