Staff review of the plans and specifications has determined that the project, as proposed, will comply with the Stormwater Regulations set forth in Title 15A NCAC 2H.1000 - 1062 rules. We are forwarding Permit No. SW1200501, dated December 1, 2020, for the construction, operation and maintenance of the subject project and the stormwater system. This permit shall be effective from the date of issuance and shall be subject to the conditions and limitations as specified therein, and does not supersede any other agency permit that may be required. The original signed permit package and approved plans are being mailed to Clark Wyatt at the following address (NOTE: Due to unforeseen circumstances, the mailing of the hard copy of the permit will be delayed slightly. It should be mailed out in a week or so): Board of Education of Buncombe County 175 Bingham Road Asheville, NC, 28806 This project will be kept on file after 30 days at the Asheville Regional Office. From: Farkas, Jim J Sent: Friday, October 2, 2020 2:23 PM To: 'scott.burwell@mcgillassociates.com' <scott.burwell@mcgillassociates.com> Subject: RE: SW1200501 - Car Rider Improvements Fairview Elementary School Scott, The Division of Energy, Mineral and Land Resources (DEMLR), received what appears to be a partial resubmittal for the subject Stormwater Management Permit Application on September 1, 2020. The Letter of Transmittal indicates that the submission contains the following: - 2x Plan Sets, - 1x Stormwater Narrative & Calculations, - 2x Applications, - 1x Supplement-EZ Form, - 1x O&M Agreement Form, - 1x Response to Comment Letter, However, it appears that the Applications, Supplement-EZ Form, & O&M Agreement Form were not included with the submittal. Normally, if hard copies are omitted in a submittal, I can just review the electronic copies of the submission, but no electronic files were uploaded to Laserfiche. I was unable to review these files and therefore I could not determine if comments 1 – 6, 8.b, 8.d, 14, & 22 were adequately addressed. A review of the provided information shows that comments 7, 8.e, 11, 13, 15, 17 – 21 have been adequately addressed while the remaining comments require additional attention. - Original Comments 8.a & 16 – While the county may have more stringent design requirements that need to be met, this is a State stormwater review and you must demonstrate compliance with State stormwater requirements. The State requirements for this project indicate that the design storm depth is 1.0 inches (I understand that the design storm used in the provided calculations is larger than the State’s design storm and the facility is “oversized” to meet the more stringent County requirements, but you must show that the State requirements are being met, even if it seems trivial). A good way to handle this is to show/calculate the design volume using the State’s 1.0” design storm and show/calculate the peak attenuation volume using the County’s more stringent requirements. NOTE: When calculating the State required design volume, no “credit” is given of existing BUA located in the SCM drainage area, the SCM must be designed for the full build out potential of its drainage area. - Original Comment 9 – It appears that the limit of disturbance is being used as the project area. If this is the case, the project boundary that must be delineated with bearings and distances on the plans is the limit of disturbance, not the property area. If you are using the limit of disturbance as the project area any part of the SCM drainage areas that are located outside of the limit of disturbance will be considered off-site drainage and must be handled in accordance with 15A NCAC 02H .1003(3)(b). - Original Comment 10 – This information must be included in the main set of plans per Section VI, 8. The plan sheets provided in the stormwater report are acceptable, however this information needs to be included in the main set of plans. - Original Comment 12 – This information must be included in the main set of plans per Section VI, 8. The entire drainage area to the SCMs should be shown on the plans, similar to what is shown in the Appendix H of the stormwater report. 3 - Original Comment 23 – Please ensure that PDFs of the resubmittal information is uploaded to Laserfiche. The link to the upload page is: https://edocs.deq.nc.gov/Forms/SW_Project_Submittal (The project ID number is SW1200501) NOTE: Original comment 8.c – The peak attenuation calculations (To meet County requirements) addresses this comment. NOTE: Original Comment 13, 18, & 22.c.b – For bioretention cell 1, the bottom excavated elevation is shown as 2,302.83 ft (Per plan sheet C-505) and boring B-6 indicates that the SHWT is at or below elevation 2,298 ft, resulting in a SHWT separation of at least 2 ft. For bioretention cell 2, the bottom excavated elevation is shown as 2,266.83 ft (Per plan sheet C-505) and boring B-5 indicates that the SHWT is at or below elevation 2,263 ft, resulting in a SHWT separation of at least 2 ft. The SHWT elevations on Line 18 of the bioretention cell page of the Supplement-EZ Form should be shown as “< 2,298” & “< 2,263 ft” respectively. There are two options for how to proceed with the submissions/reviews: 1) Upload the electronic files to Laserfiche so that I may complete my review (Should take me about a week or so after I receive them). I will issue a formal letter requesting additional information with all comments (the ones mentioned in this email plus any others that come up from reviewing the rest of the submittal). You will resubmit and I will review as normal. 2) Address these provided comments, make a new submission, and I will review as normal. This option should be a little bit faster if you believe that there are few or minor issues with the Applications, Supplement-EZ Form, & O&M Agreement Form since I don’t have to “finish” this review, it’ll get lumped into the next one (I don’t mind finishing this review if you would rather, see prior option).
