Director June 28, 2012 FILE) iources Dee Freeman Secretary Subject: Compliance Evaluation Inspection OMNOVA Solutions General Wastewater Discharge NPDES Permit No. NCG500245 Union County, North Carolina Enclosed please find a copy of the Compliance Evaluation Inspection Report for the inspection conducted at the subject facility on June 8, 2012 by Ms. Donna Hood of this Office. Several operational/monitoring corrections were made at the time of the inspection. They are as follows: 1. Sample only when the system discharges. If the system discharges once a year, sampling is only required once a year. If the system discharges two or more times a year, semi-annual monitoring is applicable. .2. Sample effluent (discharge) from the system for temperature, total residual chlorine, oil and grease (if applicable), and pH. Stream (creek) monitoring is currently required for temperature only and not any other parameters. 3. Total residual chlorine (TRC) analyses were performed to 100 microgram levels. TRC should be performed to detection levels less than 50 micrograms, which is the level of compliance set by the current Division of Water Quality policy. 4. Oil and grease monitoring is not required if the discharge does not include air compressor condensate. Facility personnel expressed the difficulty of having lab personnel onsite at the time of the cooling tower discharge. Every effort should be made to have lab personnel onsite to collect the sample during a discharge event. However, should this not be possible, lab personnel may collect samples immediately prior to the discharge event from the cooling tower. During the inspection, it was discovered that cooling tower only discharges once a year. Please be advised that only discharging effluent should be sampled for permit monitoring requirements. If the cooling tower is hot discharging, no sample should be taken and/or analyzed. It was also discovered that 'creek' samples were being collected as effluent samples. No other water/waterbody should be collected,and analyzed for permit compliance, only discharging effluent at the cooling tower unit. Lastly, is was observed that the laboratory was sampling chlorine with a detection level at 100 micrograms. Please be advised that North Carolina has a chlorine stream standard of 17 micrograms with a permit'compliance level of less than 50 micrograms.
