We conducted a detailed analysis of the BioCheimical Oxygen Demand (80D) for the: Unionville site. We historically have not had a problem meeting the Ban requirements atJ.Unionville. There was no reason to suspect BOD levels would be any different for the mouth of December 1995. We were surprised to find a problem. As we.stated on our December eel.f-monitoring report, we Completed additional raking of the sand bed. We hoped this would return the HOD -to the acceptable. range. Our. January and February HOD tests were once again Favorable. Evidently the extra effort we put into.raking the bed eliminated the problem. Main Street, Suite 700 Monroe, North Carolina 28112 Attention: Reference: Dear Mr. Sweeney: Mr. Ed Sweeney Director of Maintenance New Salem Elementary School NPDES NCO030597 Union County Telephone: (704) 372-4464 Fax: (704) 332-3468 As Mr. D. R. Gleason of the NC Division of Environmental Management (DEM) required a have met with Mr. Dale Stewart, P.E., of Land Design Engineering Services, Inc., who graciously provided time and information concerning his Morrison Cove project in Iredell County. The only similarity of that project to the one at New Salem is that both use drip -irrigation as the distribution system for land application. The Morrison Cove project is a temporary system for a private developer designed to serve approximately 25 single family residences during an interim period until other facilities are available. It's service life is less than one year. The New Salem facilities, however, must serve the school for the foreseeable future and some consideration must be given to long term maintenance. The design concept.at Morrison cove is to work up to distributing 1.0-inch of wastewater per week on 2.35 acres of field, or 9,000.-gallons per day. The soil on this site has an acceptance rate of 1.36.inches per acre per. week. Dischaige G, each' 'cif three fields car.,:be twit;: daily. i, ' 14 tLc:ues per week. Site topography allows- gravity flowbetween treatment processes except for pressurizing the dripper lines.. Field.topography allows straight-line layout of the dripper lines. Because -it is a temporary system, the holding basin is designed to hold 270,000 gallons (30 days) with a PVC.liner and woven wire fence. o other fencing is used. A temporary wooden building houses the pump's filter and controls. DEN required two monitoring wells for this site. The extended aeration treatment.system is leased. Mulch is available from on - site clearing operations at reduced cost for ground cover in the field area. The initial price negotiated with a contractor for this project was $190,661. Design changes and further negotiations have reduced the cost of this project to what Mr. Stewart estimates will be approximately $152,600 of construction costs (including lease of the package treatment plant). Assisting in lowering the cost is direct owner purchase of equipment. L nl A I._. • NEW SAL13K E[ENTARX SCHOOL PAGE 2 At New Salem, we are allowed a maximum of 0.42-inches of wastewater per week discharge to 1.67 acres for a 4,000 gallon daily flow. Discharge to the field is limited to once a week at a maximum rate of 90.25 inches per hour. Site topography dictates curved dripper lines which increases layout and installation costs. Fitting .this system on the existing site requires that the holding basin be constructed at an elevation above the existing septic tank. A separate pumping station is needed to move wastewater from the sand filter bed to the holding basin. The holding basin is designed to hold 240,000 gallons (60 days) with a permanent bentonite. liner, chain link fence,, and vegetative screen (required by DEM). Additional fencing is required around the land application field to keep children away from wastewater. The building housing the pumps, filters and controls is precast concrete at the Owner's request for maintenance reasons. Water service, protected by a reduced pressure backflow preventer, is provided for wash -down. Three monitoring wells are required by DEM because of site topography. No renovations are planned for the existing septic tank -sand filter bed. The land application area is a plowed field. Temporary and permanent ground cover must be imported. Dr. A.R. Rubin of the NC Cooperative Extension Services has recommended black walnut and green ash.seedlings in peat pots on an 8 x 10- foot pattern. With the soil limitations on this site, four moisture probes will be used to control operations of the drip -irrigation system to prevent overloading of the land application area. A temperature sensor will prevent operation in freezing temperatures. North Carolina law requires that public projects must select the contractor through the competitive bidding process and this process was followed in the case of the New Salem project. The low bidder's price was $253,000 as a lump sum bid. As requested by Mr. Dennis Ramsey of DEM, we have reviewed this system with a reduction to 3,000 gallons per day. Along with that, we have reviewed other cost -saving measures with the equipment manufacturer. On Page 2 of Amendment No. 2 to the Preliminary Engineering Report for Eight Schools for Union County (revised June 27, 1995), you will find a detailed cost estimate indicating a probable construction cost of $200,000. This report is on file with DEM. As a result of our conversation, neither Mr. Stewart, nor I, find it extraordinary that the smaller permanent school treatment facilities cost more to construct than similartemporary facilities for a subdivision; particularly when you.factor in site and soil differences. The $190,661 for. Morrison Cove -is a real cost presence d by Za cantr!ctor ad' is the. $253,000 for -Mew. .Salem. Based on what has beew completed, Mr Stewart estimates that Morrison Cove has been reduced to a cost .of $152,600: a 20 percent reduction. We estimate that New Salem could be reduced from $253,000 to approximately $200,000: a 20 percent reduction. There is no way to perform an itemized comparison of costs since the New Salem project was bid as a -lump sum bid with no itemization. The great majority of the SOC is very satisfactory to us: We appreciate your indulgence and understanding concerning project completion dates. As we discussed, there are however, a couple of areas of concern. Attachments C and D of the draft SOC identify a daily maximum total residual chlorine (TRC) of 17.0 ug/1. These sites (Permit No's NCO028517 and NCO030562) are the only two of our sites where TRC is limited. In addition both these facilities are scheduled for upgrade. Per this same SOC, Union County Public Schools is required to begin construction at our Parkwood Middle School (NC0028517) for upgrading to a recirculation sand filter system. This project is scheduled to begin no later than June 1, 1996. We propose the TRC be eliminated from this site entirely. In our opinion, the logical solution to our TRC problem here is to install a dechlorinator chamber. At this point in time it seems unwise to expend the labor and funds on a project, whose lifespan would be no longer than three months at best. Mr. Rex Gleason Page 2 February 19, 1995 We plan on eliminating the Unionville (NC 0030562) facility by connecting to County sewer. This project is scheduled to be complete by April, 1997. Although reluctant, we will proceed with steps to install a dechlorination station at Unionville. We are not sure of the need of building this chamber considering it is only 13 months until the present system will be eliminated. We understand that professional engineer approved plans to add the dechlorination station must be submitted to your office for approval. If this is the case, we estimate it will be at least four months before we even can obtain approval -to construct the dechlorinator. This means we would only get nine months or less usage out of this new system. Given that you may want to review this requirement ONE MORE TIME. DEM will not accept a permit application for a -project requiring an EA until the document has been approved by the Department of Enviro=ent, Health and Natural Resoumes, and a Funding of No Significant Impact (EONSI) has been sent to the state Clearinghouse for review and comment. The EA should contain a clear jusdficcavon for the proposed facility and an analysis Of potential alternatives which should include a thorough evaluation of non -discharge alternatives. Non -discharge alternatives or alternatives to expansion, such as spray irrigation, water conservation, inflow and infiltration reduction or cojumuon to a reonal treatment and disposal system, are considered to be environmentally preferable to a surface water discharge. In =Orlon= with the North Carolina General Statutes, the practicable waste treatment and disposal alternative with the ]east adverse impact on the environment is required to be implemented. If she EA demonstrates that the project may result in a significant adverse affect on the duality of the environment, an Environmental Impact Statement would be required. We appreciate your acceptance of.our proposed schedule for the Parkwood Schools. As you suggested, we are continuing to evaluate the viability of a non -discharge system for New Salem and intend on providing the results during March of 1996. After pursuing your suggestion on the effluent limitations at Parkwood Middle School other similar problem areas surfaced. Because we are having grave difficulty in meeting' limitations at a number of schools which are now scheduled for major wastewater system upgrades we propose the following changes monthly. Elimina-te the, nitrogen limitations completely and raise the BOD to 0 monthTy and-'45 weekly at Parkwood Middle, Piedmont Hig an nionvi a Elementary. The raise in effluents, if granted, would result in all our schools being equally limited to 30 or 45. Additionally the TSS at Parkwood Middle_j..s a constant problem-f us. We propose a TSS increase to 40 and 60 there. Mr. Rex Gleason Page 2 January 3, 1996 Thank you for the opportunity to propose alternatives and for your continuous support. Cockinos & Associates, Inc. on behalf of Union County Schools. Generally, this Office has no objection to the proposed compliance schedules for Parkwood Middle School and.Parkwood High School. However, the proposed schedule for New Salem Elementary School is not yet acceptable. In Steve W. Tedder's letter to you, dated November 6, 1995, he requested that you continue- to explore the non -discharge alternatives, including the re-evaluation of the proposed drip irrigation system. Therefore, this Office proposes to -include two compliance schedules for New. Salem Elementary. School. One would be for a non -discharge system (namely drip irrigation system which must be re-evaluated for its cost effectiveness). If such a system is found. not to be economically feasible, then a schedule for a discharge system, based on findings that will- be obtained from Parkwood schools' systems, may be necessary. We suggest that the evaluation for the non -discharge system be submitted by March 31, 1996. Other dates will be set for the submission of plans and .specifications, etc:, based on the results of the -non -discharge evaluation. 919 North Main Street, Mooresville, North Carolina 28115 Telephone 704-663-1699 FAX 704-663-6040 An Equal Opportunity Affirmative Action Employer 50% recycled/ 10% post -consumer paper i 0 Mr. Edward J. While it has taken longer than either of us would have liked, we are finally in a position to provide you with a response to this question. In your letter to us dated June 30, 1995, you indicated that you had determined that recirculating sand filters are the most logical and economical alternative for each of the subject schools. - You indicated this conclusion was based on an Engineering Report prepared by Frank C. Cockinos & Associates, Inc. and the unrealistic bids that were received on several nondischarge systems. While the nondischarge options for all facilities, including these school, are considered the superior environmental option, we also understand your concern with the cost and viability of the currently available nondischarge options. Therefore, we will support your request to maintain your current discharge for these schools until such time as a more viable nondischarge system becomes available. One of the reasons for our delay in responding to your request, is the inconclusiveness of the data which is currently being compiled on operating recirculating sand filter systems. While the data is encouraging, we do have concerns with the construction of numerous recirculating systems until such time as more conclusive data is available on their ability to .consistently meet limitations of BOD = 5 mg/1 and Ammonia = 2 mg/l. Sweeney, Jr. Page 2 Considering these various factors, we would support the construction of a recirculating sand filter system to serve Parkwood High School and Parkwood Middle School. The construction and operation of the recirculating sand filter system at the Parkwood Schools should enable the school system to generate good data on which to make a decision on which system should be installed at the New Salem Middle School. Please remember that you must obtain an Authorization to Construct prior to the initiation of construction of this recirculating system. During the time when the data on the recirculating sand filters is being generated, you should also continue to evaluate the nondischarge options for New Salem, including the re- evaluation of the proposed drip irrigation design It is hoped that the cost of the drip systems,. and other nondischarge systems, will become more reasonable as additional systems are installed and DEM, the consultants and contractors become more comfortable with their design and installation. Please contact Rex Gleason of our Mooresville Regional Office to begin discussion on modifications that will need to be made to the subject SOC in order to allow adequate time for the new recirculating system to be installed at Parkwood High School and Parkwood Middle School. The SOC modification will also address the extended schedule for New Salem in order to allow for an evaluation of the new recirculating system and the available nondischarge options. If you need any additional information or clarification, please do not hesitate to contact either Rex Gleason at 704/663-1699 or Dennis Ramsey of our central office staff at (919) 733-5083, extension 258. For your reference a copy of the compliance schedule from the SOC is attached. From our meeting, we understand the Division's concern relating to the consideration of any new discharge pending completion of a county wide sewer study. I understand from Jimmy Gordon, Assistant Public Works Director, that proposals have been received, and the County hopes to have this study completed within three to four months. However, we feel the need to proceed with planning for the schools based on the compliance schedule. As we discussed, one option that we feel is appropriate to evaluate is to combine the wastewaters from all three (3) schools, which are discharging to zero flow streams, and extend an effluent outfall down Grassy Branch to Crooked Creek. We would like to request effluent limits for a discharge at this point (see enclosed map). Based on the limits, we would evaluate the past performance of the existing facilities to meet the limits. If it appears that additional treatment is needed, then we would evaluate location of the additional treatment facilities at Piedmont High School to treat the combined waste flows prior to entering the effluent outfall. 1700 East Boulevard 14-C Oak Branch Drive Charlotte, NC 28203 Greensboro, NC 27407 , 704.376.7777 Telephone: 910.855.5785 Fax: 910.855.1864 Mr. Don Safrit October 30, 1995 Page 2 A tabulation of flows obtained from the school system is attached. It appears that combined flows will likely range from 15,000 to 20,000 gpd, thus developing the effluent limits for a 20,000 gpd flow appears appropriate. As we discussed, we are recommending investigation of this option in lieu of the upgrade of facilities at each school for continued discharge to the existing zero flow streams, or to new non -discharge facilities in view of the poor soils in the area and anticipated higher cost of land -based treatment at each school. We sincerely appreciate your cooperation and trust you concur in proceeding with this evaluation. In your letter, you requested we consider allowing the Union County Board of Education to upgrade the existing discharging treatment systems serving New Salem Elementary School, Parkwood Middle School and Parkwood High School rather than installing non discharging systems for these schools. You stated that your request was in response to the high bids received on the non discharging system for New Salem Elementary School and your concern for similar bids on the Parkwood Schools. All of these schools discharge to streams with a 7Q10 and a 30Q2 low flow of 0.0 cubic feet per second. This being the case, the NPDES permit for each school requires that the. Union County Board of Education evaluate alternatives to direct discharge for each school and removal of the discharges if economically feasible alternatives are available. Your letter indicated that the low bid for a 4,000 gpd drip irrigation system to serve New Salem Elementary School was $253,000 or $1,150 per student. We agree this cost would not appear to be economically feasible. Therefore, your request to be allowed to submit an engineering report comparing the cost of upgrading the existing discharging to be reasonable and is approved. During the evaluation of the options available for these schools, please closely evaluate the reasons for the high bids received on the system for New Salem. These bids are much higher than what we would have anticipated for this type system. A similar system was recently installed in Union County for a much lower cost per gallon. We also noted that the non discharging system was designed for 4,000 gpd while the existing system is permitted for only 3,000 gpd. Are there any plans to increase the enrollment at this school? Since expansion of the existing discharge is not allowable, the cost. comparisons must be made between systems designed for 3,000 gpd: P.O. Please find enclosed a form which must be used in these evaluations. While our Rules do allow existing discharges to remain if there are no economically feasible alternatives available, we would strongly encourage the non discharging alternatives. If these discharges were allowed to remain, the effluent limitations which would be required will be very restrictive., It would take a very well designed system and constant care by the operator and school staff to comply with these limitations. Please rovide us with a schedule by which you propose to complete your evaluation no later than April 1, 19 Once we receive this information, a decision will be made on the most appropriate actions needed to address the, scheduleviolations with the existing SOC.
