add a floating jet ski platform, and add 22 navigational buoys in the waters of Sleepy Creek leading seaward toward the Straits I r 1 111 9 NARRATIVE DESCRIPTION The Tim Willis project is located at 275 Star Church Road on Sleepy Creek in Marshallberg in Carteret County To reach the project site travel east of Hwy 70 into Smyrna At the Hwy 70 and Marshallberg Road intersection, turn right (south) onto Marshallberg Road and travel 2 4 miles Next turn right (west) onto Star Church Road and travel 0 4 miles The protect site will be on the right (south) side of Star Church Road There project site is a 2 0 acre parcel with a single family home The average site elevation is +4' NHW The site also includes a manmade highground basin with 3 existing formalized slips The basin is maintained at a depth of 4 NLW and connects to a small navigation channel which transverses Sleepy Creek The bottom compostion within the basin and canal is silt and the bottom of adjacent Sleepy Creek is sandy silt The basin is armored with vinyl sheet pile around its perimeter The site exhibits coastal wetlands along its southern and southwestern shoreline Coastal wetland species consist of Juncus roemerianus, Distcchhs spccata, Sahcornia virgimca, and Spartcna alterniflora The Division of Water Quality classifies Sleepy Creek as SA HQW This area is a Primary Nursery Area as classified by the Division of Marine Fisheries Sleepy Creek is open to the harvesting of shellfish by the Division of Shellfish Sanitation The upland parcel associated with this project is classified as conservation within the 75 AEC and residential outside the AEC in the Carteret County LUP 10 PROJECT DESCRIPTION The applicant is proposing to install twenty two (11 pair red green) navigational buoys markers along an approximately 3 000 x 15 corridor leading out of Sleepy Creek The buoys are proposed at 28 'in height and 9 m diameter The placement of the buoys and concrete block anchor would cause approximately 22 ft2 of shallow bottom fill The buoys would be anchored by a concrete block The buoys would be placed approximately 140 apart starting at the mouth of the existing Willis entrance canal and extend to the mouth of Sleepy Creek at the point of intersection with the Straits The proposed buoys would be marking an existing deep water channel with historical use The existing channel is approximately 3 4 NLW and is significantly deeper than the surrounding waters The proposed bulkhead would be 140 in length and 100 would be located on the southern and western side of the existing access canal with 40 located on Sleepy Creek shoreline The alignment of the proposed bulkhead and associated backfill would cause approximately 126 ft2 of coastal wetland fill The vegetated wetland to be filled would be Distichhs spicata The bulkhead would also cause a small section of shallow bottom and open water to be filled measuring 12 ft2 The applicant also proposed a floating het ski lift/platform The platform would measure 8 25 x 16 5' The platform would be located within the existing basin and placed at a water depth of 4' NLW The lift would be located adjacent the existing docking facility within the basin The basin currently has 3 formalized boat slips and the proposed structure would bring the count to 4 1I 11 ANTICIPATED IMPACTS Approximately 126 ft2 of coastal wetlands would be filled by placement of backfill associated with the proposed bulkhead 12 ft2 of open water and shallow bottom would also be filled by the construction of the bulkhead The placement of the proposed buoys would cause the filling of 22 ft2 of shallow bottom habitat The placement of the buoys and associated anchors should pose little environmental impact Also proposed is a floating het ski lift /platform The lift would cause the incorporation of 162 ft2 of public trust /estuarine waters The lift would also be located in 4 NLW therefore little shading impacts would be expected No impacts to SAVs would
