The North Carolina Department of Transportation (NCDOT) needs to rescind the Section 401 Water Quality
Certification for Permit Impact at Site 4 of the above referenced project The permit modification was to allow for
sixteen (16) feet of rip rap to remain in place for bank stabilization the rip rap is actually located on the floodplam
and therefore does not need to be permitted per Amy Euhss NCDENR DWQ
