1. AS REQUIRED BY THE NPDES GENERAL PERMIT NCGO10000, ALL PERIMETER DIKES, SWALES, DITCHES, PERIMETER SLOPES AND ALL SLOPES STEEPER THAN 3 HORIZONTAL TO 1 VERTICAL
(3:1) SHALL BE PROVIDED TEMPORARY OR PERMANENT STABILIZATION WITH GROUND COVER AS SOON AS PRACTICABLE BUT IN ANY EVENT WITHIN 7 CALENDAR DAYS FROM THE LAST
LAND DISTURBING ACTIVITY. ALL OTHER DISTURBED AREAS SHALL BE PROVIDED TEMPORARY OR PERMANENT STABILIZATION WITH GROUND COVER AS SOON AS PRACTICABLE BUT IN
ANY EVENT WITHIN 14 CALENDAR DAYS FROM THE LAST LAND DISTURBING ACTIVITY. GROUND STABILIZATION TIMEFRAME EXEMPTIONS CAN BE FOUND IN THE NPDES GENERAL PERMIT

5. REMOVE ALL TEMPORARY EROSION CONTROL DEVICES AND STRUCTURES ONLY AFTER SITE IS FULLY STABILIZED AND APPROVAL HAS BEEN OBTAINED FROM THE TOWN OF
YOUNGSVILLE.
6. ALL EROSION CONTROL DESIGNS SHALL BE IN ACCORDANCE WITH THE NCDEQ EROSION AND SEDIMENTATION CONTROL PLANNING AND DESIGN MANUAL, LATEST EDITION.
7. FOR PHASED EROSION CONTROL PLANS, THE CONTRACTOR SHALL MEET WITH THE EROSION CONTROL SPECIALIST PRIOR TO COMMENCING EACH PHASE OF EROSION CONTROL
MEASURES.
8. SITE GRADING IS TO BE COVERED UNDER THE GENERAL STORMWATER PERMIT NCGO10000. ANY LAND DISTURBING ACTIVITY > 1 ACRE REQUIRES COMPLIANCE WITH ALL CONDITIONS
OF THIS GENERAL PERMIT UNDER THE NPDES. ANY NONCOMPLIANCE IS A VIOLATION OF THE CLEAN WATER ACT AND MAY REQUIRE ENFORCEMENT BY NCDEQ.
9. THE PROFESSIONAL ENGINEER REGISTERED WITH THE STATE OF NORTH CAROLINA WHO PREPARED THE EROSION CONTROL PLAN IS SOLELY RESPONSIBLE FOR IDENTIFICATION AND
LOCATION OF ALL ENVIRONMENTAL WETLANDS, PERENNIAL AND INTERMITTENT STREAMS AND BUFFERS SHOWN ON THE PLANS.
10. SILT SACKS WILL BE PLACED IN BASINS/INLETS ALONG ROADWAYS AFTER INITIAL ASPHALT SURFACE WORK IS COMPLETED.
11. THE FINANCIALLY RESPONSIBLE PARTY/AGENT OR THE LANDOWNER/AGENT OF A LAND DISTURBING ACTIVITY > ONE ACRE IS REQUIRED TO SELF -INSPECT THE PROJECT. A SELF
INSPECTION, AS WELL AS DOCUMENTATION OF A PROJECT AFTER EACH PHASE OF THE PROJECT, IS REQUIRED.

GENERAL STORMWATER NOTES
1. ALL ROADWAY CONSTRUCTION METHODS SHALL BE IN ACCORDANCE WITH THE NCDOT STANDARD
SPECIFICATIONS FOR ROADS AND STRUCTURES, LATEST EDITION EXCEPT WHEN OTHERWISE NOTED.
2. ALL STORM DRAIN PIPES SHALL BE PLACED TO PROPER GRADE AND ALIGNMENT PER APPROVED PLANS.
3. NO CRACKED OR BROKEN PIPES SHALL BE PLACED OR ACCEPTED IN CONSTRUCTION OF THE PROJECT.
4. ALL CATCH BASINS 3'-6" DEEP OR MORE SHALL HAVE STEPS PLACED AT V-2" ON CENTER.
5. EROSION CONTROL MEASURES SHALL BE PLACED AROUND DRAINAGE INLETS AND CATCH BASINS.
6. ALL PIPES IN STORM DRAINAGE STRUCTURES SHALL BE CUT OFF FLUSH WITH THE INSIDE WALL.
7. ALL STRUCTURES SHALL BE SMOOTH INSIDE AND OUTSIDE OF THE STRUCTURE USING MORTAR MIXED TO
MANUFACTURER'S SPECIFICATIONS TO AVOID DEBRIS BUILD-UP OBSTRUCTING FLOW.
8. ALL TAIL DITCHES SHALL HAVE POSITIVE DRAINAGE WITH A MINIMUM 1.0% SLOPE.
9. THE DEVELOPER SHALL OBTAIN ANY OFF -SITE DRAINAGE EASEMENT FROM ADJACENT PROPERTY OWNERS REQUIRED
TO COMPLETE THE IMPROVEMENTS OR PROVIDE POSITIVE DRAINAGE FLOW PRIOR TO CONSTRUCTION PLAN
APPROVAL.
10. ALL CONCRETE FOR DRAINAGE STRUCTURES SHALL BE A MINIMUM OF 3,600 PSI EXCEPT WHERE OTHERWISE NOTED
OR REQUIRED.
11. IF THE DEVELOPER WISHES TO USE ANY PRE -CAST STORM DRAINAGE STRUCTURES WITHIN A PROPOSED STREET
RIGHT-OF-WAY, THEY MUST SUBMIT A PROFESSIONAL ENGINEER CERTIFICATION FOR THE STRUCTURE. ALL
STRUCTURES MUST BE CERTIFIED TO ADEQUATELY CARRY H2O LOADING. PRIOR APPROVAL FROM THE ENGINEERING
DIRECTOR SHALL BE OBTAINED IN ORDER TO INCORPORATE ANY PRE -CAST STORM DRAINAGE STRUCTURES IN A
PROPOSED STREET RIGHT-OF-WAY.
12. UNDER NO CIRCUMSTANCES SHALL A PRE -CAST STORM DRAINAGE STRUCTURE BE CUT OR ALTERED WITHOUT A
PROFESSIONAL ENGINEER'S CERTIFICATION OF ADEQUATE LOAD BEARING STRENGTH FOLLOWING THE ALTERATION
OF THE STRUCTURE, EXCEPT WHERE DESIGNATED "KNOCK -OUT" PANELS ARE PROVIDED.
13. UNDER NO CIRCUMSTANCES SHALL WATER BE PERMITTED TO RISE IN UNBACKFILLED TRENCHES AFTER THE PIPE HAS
BEEN PLACED.
14. THE LAYING OF PIPE IN THE FINISHED TRENCH SHALL BE STARTED AT THE LOWEST POINT AND LAID UPGRADE. THE BELL
SHALL BE LAID UPGRADE.
15. SURVEY STAKING AND PROPOSED GRADES SHALL BE CONSISTENT WITH PLANS AND FIELD CONDITIONS
16. NO CONSTRUCTION ACTIVITIES ARE ALLOWED TO TAKE PLACE BEYOND THE FLOODPLAIN LINE OR THE STREAM

GENERAL CIVILfSITE JOB DESCRIPTION
THIS JOB CONSISTS OF OFFICE, WAREHOUSE, STORAGE AND VEHICLE MAINTENANCE SPACE FOR WAKE
ELECTRIC. CONSTRUCTION CONSISTS OF CLEARING AND GRUBBING, SITE GRADING, EROSION CONTROL
MEASURES, SEEDING, DRAINAGE AND UTILITY DESIGN, PAVING AND OTHER WORK AS DESIGNATED.
SCHEDULING NOTES
1. TEMPORARY AND PERMANENT EROSION CONTROL MEASURES SHALL BE PROVIDED FOR ALL LAND
DISTURBING WORK IN ACCORDANCE WITH AN EROSION CONTROL PLAN REVIEWED AND APPROVED BY
NCDEQ.
2. EROSION CONTROL MEASURES SHALL BE INSTALLED BY THE DEVELOPER AND INSPECTED BY ANSON
COUNTY FOR COMPLIANCE PRIOR TO ANY LAND DISTURBING ACTIVITY.
3. ALL PERMANENT EROSION CONTROL MEASURES SHALL BE INCORPORATED INTO THE WORK AT THE
EARLIEST PRACTICAL TIME.
4. ALL TEMPORARY MEASURES SHALL BE MAINTAINED UNTIL THE PERMANENT MEASURES HAVE TAKEN EFFECT
OR ARE APPROVED FOR REMOVAL BY THE CITY OF MONROE ENGINEERING DEPARTMENT.
5. TEMPORARY AND PERMANENT MEASURES SHALL BE COORDINATED TO PROVIDE EFFECTIVE AND

1. GEOTECHNICAL REPORT WAS PROVIDED BY TERRACON CONSULTING ON FEBRUARY 12, 2020. THE REPORT
PROVIDES THE FINDINGS OF THE SUBSURFACE EXPLORATION AND PROVIDES GEOTECHNICAL
RECOMMENDATIONS CONCERNING EARTHWORK AND THE DESIGN CONSTRICTION OF FOUNDATIONS,
FLOOR SLABS AND PAVEMENT FOR PROPOSED PROJECT. SOIL BORING LOCATIONS, FINDINGS OF
SUBSURFACE MATERIALS, AND GEOTECHNICAL RECOMMENDATIONS.
2. SUBGRADE & BUILDING PAD PREPARATION SHALL BE IN ACCORDANCE WITH THE GEOTECHNICAL REPORT.
3. PROOF -ROLLING OF SITE SHALL CONSIST OF A FULLY LOADED, TANDEM -AXLE DUMP TRUCK WEIGHING AT
LEAST 25-TONS AND PERFORMED IN ACCORDANCE WITH RECOMMENDATIONS IN REPORT.
3.A. MITIGATION OF WEAK OR YIELDING SOILS MAY REQUIRE AREAS TO BE UNDERCUT AND REPLACED
WITH SATISFACTORY SOIL MATERIALS AND RE -COMPACTED TO 95% PER ASTM D1557, CHEMICAL
TREATMENT, GEOGRID OR DRYING BY NATURAL MEANS.
4. SATISFACTORY SOILS FOR SELECT FILL: CLEAN, NON -EXPANSIVE FILL MATERIAL, FREE FROM DEBRIS, ROOTS

GENERAL NOTES
1. PROTECT ALL ADJACENT PROPERTIES, THE GENERAL PUBLIC, AND ALL
OF THE OWNER'S FACILITIES. SHOULD DAMAGES OCCUR,
CONTRACTOR SHALL REPAIR IMMEDIATELY AS DIRECTED BY THE
OWNER OR ENGINEER.
2. CONTRACTOR SHALL HOLD HARMLESS THE OWNER AND THE
ENGINEER FOR DAMAGES, INJURIES OR OTHER ACCIDENTS WHICH
OCCUR DURING THESE CONSTRUCTION ACTIVITIES.
3. TREES AND EXISTING LANDSCAPING NOT DESIGNATED FOR REMOVAL
SHALL BE PROTECTED DURING CONSTRUCTION.
4. CONTRACTOR IS RESPONSIBLE FOR ALL DAMAGES DURING
CONSTRUCTION INCLUDING DAMAGES TO OTHER CONTRACTORS &
CONSULTANTS WORK AND SHALL MAKE REPAIRS OR HAVE REPAIRS
MADE BY OTHERS AT HIS EXPENSE.
5. CONTRACTOR SHALL BE RESPONSIBLE FOR LOCATION ADJUSTMENTS
OF ALL EXISTING VAULTS (REGARDLESS OF FUNCTION), METER BOXES,
FIRE HYDRANTS, CLEAN OUTS, MANHOLES ETC. TO MATCH FINISHED
GRADES AND SITE PLAN. ALL SUCH WORK SHALL BE COORDINATED
WITH THE ENGINEER AND OWNER.
6. UTILIZE SIGNS, BARRICADES, ETC. TO ENSURE THE SAFETY OF THE
GENERAL PUBLIC.
7. THE CONTRACTOR SHALL BE RESPONSIBLE FOR VERIFYING LAYOUT OF
ALL WORK AS ILLUSTRATED ON PLANS. IF EXISTING CONDITIONS
DIFFER FROM THOSE ILLUSTRATED ON PLANS, NOTIFY ENGINEER AND
OWNER PRIOR TO CONSTRUCTION.
8. BOUNDARY SURVEY WAS PREPARED BY STANTEC CONSULTING
SERVICES, INC. THE BASIS OF BEARING IS NC GRID (NAD 83).
9. THE DRAWING ON SHEET C100, REPRESENTS THE EXISTING
CONDITIONS AS OF JANUARY 27, 2020.
10. VERIFY ALL DIMENSIONS AND GRADES AT THE JOB SITE. IF
DIFFERENCES ARE FOUND, NOTIFY ENGINEER SO THAT
MODIFICATIONS TO THESE DRAWINGS CAN BE MADE.
11. ALL SIGNAGE AND PAVEMENT MARKINGS SHALL CONFORM TO THE
LATEST EDITION OF THE "MANUAL ON UNIFORM TRAFFIC CONTROL
DEVICES".
12. ANY LAND -DISTURBING ACTIVITY >1 ACRE REQUIRES COMPLIANCE
WITH ALL CONDITIONS OF THE GENERAL PERMIT TO DISCHARGE
STORM WATER UNDER THE NATIONAL POLLUTANT DISCHARGE
ELIMINATION SYSTEM (PERMIT No. NCGO10000). ANY PERMIT
NONCOMPLIANCE IS A VIOLATION OF THE CLEAN WATER ACT AND
MAY REQUIRE ENFORCEMENT ACTION BY THE NORTH CAROLINA
DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES.
13. ALL SUBSURFACE DRAINAGE PIPE SHALL BE HDPE UNLESS OTHERWISE
NOTED.
14. THERE ARE NO WETLANDS IDENTIFIED ON THIS SITE BASED ON
NATIONAL WETLAND INVENTORY AND VISUAL INSPECTION BY
STANTEC CONSULTING SERVICES, INC.
