Regarding your question pertaining to Paragraph #3, it is my belief that while the wall could be constructed using barges, doing so is unnecessary and would add approximately $50,000 to the cost of the job. Normally on lots similar to the Colbert's, material and equipment are brought to the job by land /road, and barges are only used in locations where the topography of the lot prevents access by conventional means.
