Jeff,
I was performing the final review of this project and I noticed something missing from the Application. Section V1, 11
requires corporations to provide official documentation for the signing applicant.
Can you provided some form of official documentation showing that Chris Wright can sign this permit on behalf of Wake
Electric (The Secretary of State website does not list Chris Wright as a signing official or officer so we need some other
document, like a memo or something similar). You don't need to provide a hard copy of this document, just email me a
PDF. The permit is drafted up and ready for approval as soon as I get this document.

I was looking over the additional information you provided on 10/21/2020. Everything looks good except for a few small
issues:
Please correct the following:
Original Comment 12 — Increasing the size of the drainage area to sand filter 2 to account for the offsite area will change
the design volume of sand filter 2. The most recent calculations (10/16/20) show the design volume of sand filter 2 as
2,985 cf (Whereas the prior submission showed the design volume of sand filter 2 as 2,559 cf). Please make the
following changes to ensure consistency:
- Application, Section IV, 10, Drainage Area 2, Off -site Impervious Surface Area Line — Please include the off -site
BUA (8,591 sf) on this line. Please recalculate the "Total" Impervious Surface Area, "Proposed Impervious Area",
& "% Impervious Area" to reflect this change (See attached).
- Supplement-EZ Form:
o Drainage Areas Page, Drainage Area 2:
■ Line 5—This item should be recalculated (49,349 sf).
■ Line 8 —This item should coincide with Section IV, 10, "Off -site Drainage Area" (10,962 sf).
■ Line 9 —This item should coincide with Section IV, 10, "Off -site" Impervious Surface Area (8,591
sf).
■ Line 16 —This item should be recalculated (53% = 49,349 sf / (82,104 sf + 10,962 sf)).
■ Line 18—This item should be updated (2,985 cf).
o Sand Filter Page, Drainage Area 2:

Original Comment 13 — Please ensure that the sediment chamber & sand chamber surface areas and volumes shown in
the Supplement-EZ Form match the provided stage -storage table (Revising either or as needed):

■ Line 23 — Per the stage -storage table, this value should be 9,541 sf.
■ Line 26 —The sediment storage table is unclear (Shows 00 sf).
■ Line 30 — Per the stage -storage table, this value should be 10,816 sf.
■ Line 32 — Per the stage -storage table, this value should be 4,598 sf.
o Drainage Area 2:
Line 23 — Per the stage -storage table, this value should be 5,657 sf.

Since these are really minor things, once I get the hard copies, anything else that may have changed from addressing
these issues, and the documents are uploaded to Laserfiche (Provided everything is still in order), we can issue the
permit without doing another formal 30-45 day review.

I was looking over the additional information you provided on 8/25/2020. Everything looks good except for a few small
issues:
Please correct the following:
- Original Comment 4 — Please provide sizing calculations showing that the level spreader -filter strip is sized for
the 10-year storm.
- Original Comment 5 — Please do not provide rolls of plan sheets, but rather plans that are folded. Due to
space/budgetary constraints, we cannot store (either short-term for review or long-term as part of the permit
on -file) or mail rolls of plans. It is noted that some plans (C-000, C-200-202, C-300-307, & C-603) were provided
folded, but this is not the requisite 2x copies of all of the relevant sheets (It is further noted that 2x copies of the
plans were provided as large rolls, but for the reasons previously mentioned, we require folded plans). I
apologize if I was unclear in my original comment.
- Original Comment 11a — Please provide a hard copy of the cover page of the Supplement-EZ Form with an
original, ink signature.
- Original Comment 11b — Please provide a SHWT boring in the area of proposed sand filter 1. Soil boring 4 is
close enough to sand filter 2 that it can be used to assess the SHWT elevation for that SCM, but there are no
provided borings close enough to sand filter 1 to accurately determine the SHWT elevation for that SCM
(Typically, we like to see the borings within the footprint of the SCM, please refer to Part A-2 of the Manual for
more information). Please also indicate either the ground surface elevation or the boring termination elevation
(bottom) for each boring so that the SHWT elevation can be determined.
- Original Comment 12 — While it is not required, it is recommended that the off -site drainage from upstream
properties be diverted around sand filter 2 since the Applicant cannot maintain control over the development of
property that they do not own. If the Applicant elects to account for off -site drainage, it must either be
accounted for at its full build -out potential (per 15A NCAC 02H .1003(3)(b)) or there must be a recorded legal
agreement in place between the Applicant and the Owner of the upstream property in which the Owner of the
upstream property agrees to record a deed restriction limiting the minimum/maximum amount of BUA on the
upstream property that will be treated in the Applicant's SCM, the locations and sizes of access and drainage
easements, how construction and/or ongoing maintenance costs will be handled, maintenance responsibility, a
list of legal recourses available to each party should one party fail to hold up their end of the agreement, and
any other related legal issues.
- Original Comment 13 — Please clarify where the stage -storage tables, separated by sediment chamber and sand
chamber parts is located. The only stage -storage table that I could find is located within the Hydraflow output.
These stage -storage tables do not appear to be broken down by chamber type. IF I missed these tables, please
let me know where they can be found.
- Original Comment 14ciii, Sand Filter Page, Line 18 — If the SHWT is less than the boring termination elevation,
this value should be "< ###" where ### is the boring termination elevation. A location -specific SHWT elevation is
required for each sand filter.
- Supplement-EZ Form, Sand Filter Page, Line 10—This requirement is an MDC and must be met (if applicable).
This item was changed from "Yes" (in the prior submittal) to "No", resulting in a new comment.
- Supplement-EZ Form, Sand Filter Page, Line 22 — The sand filters appear to be designed to attenuate some peak
flow amount (i.e. there is available storage in the facility in addition to the 1" design storm amount). This item
was changed from "Yes" (in the prior submittal) to "No", resulting in a new comment.
- Supplement-EZ Form, Sand Filter Page, Line 37 — This item is the actual mechanism that disperses flow over the
sand chamber. Typical mechanisms include riprap weirs (Which these SCMs appear to utilize), pipe networks,
and/or level spreaders.
Please provide the following:
- 1x hard copy of the level spreader -filter strip sizing and any other revised calculations (NOTE: You can provide a
full copy of the calculation book if that is easier for you).
- 1x full electronic copy of the revised calculations, uploaded to Laserfiche.
- 2x hard copies of the folded plan sets (NOTE: If you like, you can exclude sheets C-000, C-200-202, C-300-307, &
C-603 from one set since I already have those or you can include them, whatever is easiest for you).
- 1x full electronic copy of the plan set uploaded to Laserfiche.
- 1x original, signed, hard copy of the Supplement-EZ Form cover page.
- 1x hard copy of the other revised Supplement-EZ Form pages.
- 1x full electronic copy of the revised Supplement-EZ Form, uploaded to Laserfiche.
- 1x hard copy and 1x electronic copy of the revised/updated soil boring information.
- 1x hard copy and 1x electronic copy of the separated stage -storage tables for the sand filters (If applicable).
- Anything else that may have change addressing these issues.
Since these are really minor things, once I get the hard copies, anything else that may have changed from addressing
these issues, and the documents are uploaded to Laserfiche (Provided everything is still in order), we can issue the
permit without doing another formal 30-45 day review.
