Subject Request for a GP 48 and corresponding DWQ 401 certification for use at the New Inlet protective
shoring project which involves the placement of sand bags
The North Carolina Department of Transportation is requesting the issuance of a GP 48 and
corresponding DWQ certification to authorize sandbag fill dredging associated with a shoring project aL
the southern end of the New Inlet Bridge The current proposal will use a hydraulic dredge to pump
approximately 451 cubic yards of material This sand material will go directly into the sandbags as they
will be laid and filled in place The sand source is located within the tidal swash zone of the inlet as
illustrated on the provided aerial map The proposed work is scheduled to be done prior to April I" to avoid
any protected species issues This work is being coordinated with the USFWS through the issuance of a
Special Use Permit NCDOT has also coordinated with the NCDCM by modifying an existing major permit
for the temporary bridge

NC 12 state highway with a 650 ft temporary bridge structure crossing New Inlet which was formed by Hurricane Irene in
MMUSt of 2011 The adjacent Drooertv is all USFWS Pea Island Refuge comonsed mostly of coastal marsh creeks
maritime shrub beach dune communities and man made waterfowl impoundments

New Inlet runs through the NCDOT highway R O W for a distance of approximately 100 feet

Attempt to provide protection for the southern bridge abutment which will help preserve the only connecting highway
route on and off Hatteras Island
3e Describe the overall project in detail including the type of equipment to be used
NCDOT is proposing to place temporary sandbags rip rap and steel sheeting around the existing southern endbent of the
temporary inlet bridge The proposed temporary structure is being placed to reinforce the southern endbent in anticipation
of further inlet migration to the south The current southern migration pattern of the inlet will likely result in future stability
issues arising from undermining of the southern end bent The placement of additional steel sheeting rip rap and
sandbags will be done as depicted in the attached drawing and reduce the risk of roadway failure The contractor will
place the sandbags and fill in place by means of hydraulic dredge The dredge will draw approximatley 450 cubic yards
of fill sand `rom t'ie inlet swasl, zone to fill the sandbags The area depicted on the attached aerial illustrates the
approximate location of the proposed dredge area The dredging will take place by using a hydraulic dredge which will
draw sand from the inlet swash zone Other equipment used in this project will include crane excavators dump trucks
