On behalf of the Town of Zebulon please find enclosed for your review applicable to the
above referenced project one (1) full size plan set as well as one (1) copy of the Pre
Construction Notification Application which includes

• SCS Soils maps showing location of project
• Correspondence from USACE and NCDENR DWQ (Wetland/Stream calls)
This project proposes to widen the roadway adjacent to the proposed site as well as to add
storm drainage curb and gutter and sidewalk In order to widen the roadway an
existing concrete culvert under the roadway will need to be extended into the site causing
minimal disturbance ( <0 01 acres) to existing wetlands as established by a jurisdictional
determination by the US Army Corps of Engineers on December 29 2010 A feature
determination was performed by NCDENR DWQ on October 8 2010 (NBRRO #10 185)
which listed a feature shown on the Soil Survey as ephemeral /not subject and a pond
which is shown on the USGS Topo map as not subject As a result of this
determination by DWQ we are submitting this as a courtesy only
Also per my conversation with James Lastmger with the Army Corps of Engineers we
have secured and attached a letter from the Boys & Girls Club acknowledging the
encroachment as necessary on to the adjacent site to complete the proposed work

The Town of Zebulon and Boys Club of Wake County, Inc have entered Into a contractual
agreement dated July 21, 2011 to complete roadway improvements along Shepard School Road
and Old Bunn Road As part of the above mentioned project, the Boys Club of Wake County,
Inc acknowledge the town contractor, Turner Asphalt, Inc, will extend a 36" RCP storm
diamage culvert onto the Club's property and will be Installing 5' sidewalk adjacent to the
property

with known occuirences in North Carolina is now available on the U S Fish and Wildlife
Service s (Service) web page at http / /www fws gov /raleigh Therefore if you have plojects that
occur within the Raleigh Field Office s area of responsibility (see attached county list) you no
longer need to contact the Raleigh Field Office for a list of federally protected species
Our web page contains a complete and frequently updated list of all endangered and threatened
1 species protected by the provisions of the Endangered Species Act of 1973, as amended (16
U S C 1531 et seq )(Act) and a list of federal species of concern' that are known to occur in
each county in North Carolina

Based on the information provided and other information available, it appears that the proposed
action is not likely to adversely affect any federally listed endangered or threatened species, their
formally designated critical habitat of species currently proposed for listing under the Act at
these sites We believe that the requirements of section 7(a)(2) of the Act have been satisfied for
your project Please remembei that obligations undei section 7 consultation must be
reconsidered if (1) new information ieveals impacts of this identified action that may affect

listed species or critical habitat in a manner not previously considered (2) this action is
subsequently modified in a manner that was not considered in this review or (3) a new species

is Iisted or critical habitat determined that may be affected by the identified action
However, the Service is concerned about the potential impacts the proposed action might have
on aquatic species Aquatic resources are highly susceptible to sedimentation Therefore we

recommend that all practicable measuies be taken to avoid adverse impacts to aquatic species
including implementing directional boring methods and stringent sediment and erosion contiol
measures An erosion and sedimentation contiol plan should be submitted to and appioved by

the North Carolina Division of Land Resources, Land Quality Section prior to construction
Erosion and sedimentation controls should be installed and maintained between the construction
site and any nearby down gradient surface waters In addition we recommend maintaining
natural vegetated buffers on all streams and creeks adjacent to the project site
