D Impact Justification and Mitigation
1 Avoidance and Minimization
]a Specifically describe measures taken to avoid or minimize the proposed impacts in designing
project
This project consists of installing anew 8 gravity sanitary sewer main Greenville Utilities
Commission owns an existing 15 gravity sanitary sewer outfall running along the south side of
School House Branch that will be tied into to provide sewer service to the developing property on the
north side of School House Branch The new 8 gravity sewer main will be installed perpendicular to
School House Branch utilizing a 40 maximum width construction corridor The permanent
maintenance corridor for the new 8 gravity sewer will be 10 in width
The majority of the new 8 gravity sewer main will be installed as an aerial crossing of School House
Branch Timber pile bents will support the sewer main Clearing required for the sewer main
installation will involve cutting trees and leaving stumps in place to avoid grubbing activities The
permanent maintenance corridor will be maintained by hand clearing
Erosion Control Measures
Erosion control measures within the Riparian Buffer will include temporary silt fence to control
offsite sedimentation Measures within the stream channel are limited to two temporary rock silt
check dams that will be installed on the upstream and downstream side of the new sanitary sewer
main Heavy equipment will be used to perform excavation work required for the tie in to the
existing Greenville Utilities Commission manhole on the south side of School House Branch While
this activity is ongoing the existing base stream flow will be pumped from the area between the rock
silt check dams into a sediment control bag that will be placed outside the Riparian Buffer to mitigate
offsite sedimentation downstream of the construction corridor Once work is completed on the south
side of School House Branch the original existing ground contours will be restored and permanent
turf reinforcement will be placed along with permanent seeding

The gravity sanitary sewer main is being installed perpendicular to School House Branch within the
areas designated on the plans Trench widths are limited to the minimum width necessary to install
the pipe The construction corridor is limited to 40 in width and the permanent maintenance corridor

On January 13 2012 -it your request [ conducted an on site determination to review drainage features located on the
subject property for applicability to the Tat Pamlico Buffer Rules (15A NCAC 2B 0259) The feature is labeled as 12
0037A to 12 0037C on the attached maps initialed by me on December 18 2012
The Division of Water Quality (DWQ) has determined that the featui a labeled as "12 0037A to 12 0037B" on the
attached maps, and highlighted in red is not subject to the Tai Pamlico Buffer Rules The section of stream from
point 12 00378 to 12 0037C and highlighted in blue is subject to the Tar Pamlico Buffer Rules The stream
determination begins at point 12 0038A (N 351 36 472' W 771 24 772') and continues down gradient to point 12 0037B
(N 35° 36 538 W 770 24 748') as shown on attached maps and marked on the ground with yellow DWQ flagging From
