trigger a buffer within the City of Graham but this plan was reviewed locally on behalf of NC
DWQ
Per NC DWQ policy after the plans and calculations are approved by the local municipality the

The purpose of this project is to develop an existing infdl site into a cell phone retail center to provide required parking in
accordance with City of Graham development ordinance and NCDOT requirements

The existing lot is surrounded by previously developed parcels where little attention was paid to stromwater impacts
In order to avoid negative impacts off site the entire stream on site must be impacted with piping or stabilization The site
plan went through several iterations and the solution submitted with this application was determined by the parties
involved with designing and reviewing the plans to be the best workable solution
Minimization and avoidance were among the most important considerations along with safety and compliance with other
development requirements Adequate parking per City of Graham ordinance is provided (reference City of Graham
Development Ordinances Article IV Division 11 Page 4 102 1 space /200 sf)
The site development consists of grading storm drainage and utility work Dump trucks track loaders track excavators
and light grading equipment will be used There will also be a curb machine and paving machine along with traffic
typically associated with building construction such as concrete trucks and matenals delivery vehicles

D Impact Justification and Mitigation
1 Avoidance and Minimization

Stabilization of the stream allows a portion of the channel to remain open and not piped It would have been beneficial for the
owner to provide parking in these areas rather than leave them open but minimization was a concern and therefore a portion
of the channel is stabilized and will remain open after development
The hydraulic profile of the stormwater must also be considered in this design Adding any structures would have caused
water to back up in the upstream parking lot therefore there are no additional structures In order to prevent any stormwater
problems downstream stormwater storage volume is provided below the proposed discharge end of the pipe and in the pipes
themselves

Stabilization of the stream allows a portion of the channel to remain open and not piped It would have been beneficial to the
developer to provide parking in these areas rather than leave them open but minimization was a concern and therefore a
portion of the channel is stabilized and will remain open after development Also in order to avoid excessive turning
movements on South Main Street the parking is tied to the existing parking north of the site The required number of parking
spaces is 12 and 12 spaces are provided (we provided only the minimum required parking We are not allowed to provide
parking in front of the budding this was originally proposed but denied by NCDOT due to the potential for conflicting turn
movements
The construction sequence requires that the pipes be installed first before the rest of the site development occurs This will
prevent sediment from entering the stream during construction There are also erosion control measure to be installed and
maintained during construction that will prevent pollution of the stream A permanent sand filter will be installed to clean /treat
storm water runoff from the site
