Enclosed please find seven (7) copies of a PCN and related documentation for a Linear
Transportation Project along SR 1814 (Love Road) in Columbus County The project will be
completed in compliance with NCDENR Division of Water Quality General Certification 3820
and, USACE Nationwide Permit #14 Since this project does not have jurisdictional wetland
impacts, notification to the COE is not required
This project is being submitted under the 401 Automated Payment Procedure The State
Project Number is 6C 024104 and the permit fee is 2$ 40 00

The North Carolina Department of Transportation ( NCDOT) has scheduled to clear grade drain
base and pave SR 1814 Columbus County Total project length is 0 3 miles The roadway will
be widened from 20 feet maintenance limits to a standard 60 feet Right of Way with stabilized
grass shoulders (6 foot) provided This project will require the replacement of one (1) wet cross
line as shown below

Construction of this project will require impacts to the waters of the United States in the Lower
Cape Fear River Basin The project is located within the 03030005 Hydrologic Unit sub basin
03 06 17 Permit Site #1 is an unnamed tributary of Weyman Creek (Class WS IV Sw) This
area is located within the Cape Fear River Reigelwood Water Shed
SR 1814 is located in Eastern Columbus County the road is comprised of a mixture of
agricultural farm fields and private residences This portion of Love Rd is used by school buses
and thus NCDOT would like to increase the safety of the road for the children Also as SR 1814
dead ends into NC 87 it is a cut through road used frequently by locals
Permit Site #1 has stream impacts of 12 LF A intermittent stream channel is located at Station
70 +94 It was keyed out as 29 utilizing NC DENR Stream Assessment form The current culvert
is 36 LF 42 CMP NCDOT is proposing to increase that to a 48 LF 42 RCP There is a

concave area which is a Headwater Forest Wetland upstream off NCDOT Right of Way that is
the beginning of this unnamed tributary of Weyman Creek 10 LF of Temporary Stream impacts

RESOURCE STATUS
In general there will be minor impacts proposed as a result of the replacement of the culvert
along SR 1814 (Love Rd) in Columbus County A Nationwide Permit #14 / NCDENR 401
WQC 3820 is required for the project
Endangered Species Plants and animals with Federal classification of Endangered (E) or
Threatened (T) are protected under provisions of Section 7 and Section 9 of the Endangered
Species Act of 1973 as amended As of September 22 2010 the U S Fish and Wildlife Service

REGULATORY APPROVALS
The National Register was reviewed in addition to conducting a field view of the project for
significant historic features
The project impacts are minor in nature and should not remove or degrade existing water quality
uses Pipe sizes proposed are the minimum necessary to create a safe highway while
accommodating the 25 year design storm There is no record within the NCDOT District 3
Office (Columbus County) that the road experiences flood overtopping By utilizing the erosion
control measures downstream water quality standards will be protected All appropriate BMP s
will be utilized during construction
