Attached is the revised field report containing more accurate coastal wetland fill calculations for the boatramp and
bulkhead area. Coastal wetland fill went from 2154 to 74. Wetland fill is only proposed in the area of the bulkhead.

8. PROJECT SUMMARY: The applicant is proposing to renovate an existing public boating access
area. The renovations would include: Existing boatramp, bulkhead, piers, and parking.

9. NARRATIVE DESCRIPTION:
The City of Jacksonville's Boating Access project is located at 910 Corbin Road, adjacent to
Northeast Creek, in Jacksonville, Onslow County. To reach the project site, travel on Hwy. 24.
Cross the Northeast Creek Bridge and turn north onto Corbin Rd. The project site will be on the east
side of the road.
The 79.4 -acre project site has an average highground elevation of +4.25 ft. above NHW. The
Jacksonville LUP classifies this area as commercial. The project area is cleared and maintained;
vegetation consists of native grasses, shrubs, and coastal wetlands. Coastal wetlands exists on site
consisting of Spartina alterniflora , Juncus roemerianus, and sparse areas of Distichlis spicata. The
project site is bordered by Northeast Creek to the east. The project site consists of approximately
2,233 feet of shoreline frontage on Northeast Creek. Approximately 48,735 ft2 of the project site is
impervious. Approximately 3,000 ft2 of the 30' AEC is currently impervious.
The project site currently is a boating access area consisting of single boatramp, failing bulkhead,
parking area, boardwalk, three observation platforms, observation/fishing platform, and nature trail.
The Division of Water Quality classifies this area of Northeast Creek as SC waters. This area is a
Primary Nursery Area as such classified by the Division of Marine Fisheries. The area is closed to the
harvesting of shellfish by the Division of Marine Fisheries - Shellfish Sanitation.
10. PROJECT DESCRIPTION:
The applicant is proposing to rebuild an existing boating access facility. The boatramp, bulkhead, pier,
and parking area would be replaced. The proposed bulkhead would be 513' in length and be located
an average of 2' waterward of an existing wooden bulkhead with a maximum distance of 10'
waterward, located at the location of the existing boatramp. This bulkhead and associated area of open
water fill would be used to angle the proposed double ramp in the appropriate direction and to
maximize the efficiency of the renovated boating access area. This area as indicated on plan C4.1, was
in the location of the previous boatramp. Approximately 1,159 ft2 of shallow bottom habitat would be
filled by the construction of the bulkhead. The bulkhead would also result in the filling of 74 ft2 of
coastal wetlands in the area south of the proposed kayak launch. The proposed boatramp would be
shifted from its current location to allow for extra width and proper alignment. Proposed dimensions
for the concrete ramp would be 318'x 80'. The ramp would extend approximately 45' below the NHW
contour. Approximately 16 yd' of fill material would be used to achieve the appropriate grade for the
proposed ramp. An area of 1,774 ft2 of highground with a volume of 44 yd', would be cut to allow for
the construction of the proposed ramp. An area 38' x 45' would be disturbed below the NHW line.
A 90' x 8' floating dock is proposed directly adjacent the ramp, extending 87' waterward of the NHW
contour. The floating dock would be used for the temporary loading /unloading of vessels launching
and hauling out of the ramp. A 30' x 5' kayak launch is also proposed onsite. This would be used for
the safe launching and retrieving of canoes and kayaks. A 25' x 5' floating launch would be attached
to the 30' x 5' access ramp. Water depths in this area are shown to be -2.5' NHW. Three
fishing /observation platforms are also proposed. The platforms are 13' x 13' and are connected to an
existing boardwalk via access walkways dimensioned 55' x 6', 50' x 6', and 48' x 6'. These structures
are existing, but are proposed to be rebuilt with the platforms being located over water instead of over
coastal wetlands(existing). These structures extend out from an existing boardwalk are are for
pedestrian use only(no docking). A final fishing /observation structure is located on the eastern end of

the property. The platform is proposed at 40' x 13' with a 119' x 8' access connecting to the existing
boardwalk. This structure would be used for public fishing /observation with no docking authorized
and would be the replacement for an existing structure.
Upland development consists of the reworking of an existing parking area. High ground grading is
proposed in the amount of 1.27 acres(55,321 ft2) . Total impervious, post development, would be 5%
or 55,321 ft2 (1.27 acres). Existing impervious on the site is 48,735 ft2 resulting in a net increase of
18,255 ft2. Within the 30' Buffer, existing impervious surfaces cover approximately 3,000 ft2. As
proposed, the amount of impervious surfaces would increased by this project by 350 ft2 to 3,350 ft2
total. This area of impervious would be added by the access to the proposed double lane boatramp.
11. ANTICIPATED IMPACTS:
The proposed project would result in the disturbance of 55,321 ft 2 (1.27 acres) of uplands and a total
project disturbance of 60,344 ft2 (1.39 acres). As long as proper sedimentation /erosion control
measures are put in place before construction begins, fine particulates would not be expected to enter
the surrounding waters. The amount of impervious surface would be increased by approximately
18,255 ft2 (0.42 acres). Proposed total impervious surface within the 30' AEC and buffer would be
3,350 ft2 (0.08 acres). This proposal would increase the amount of impervious surfaces within the
buffer by 350 ft2. The proposed boat ramp would require an area of shallow bottom to be disturbed
measuring 38' x 45'. The bulkhead would fill approximately 1,159 ft2 of habitat below NHW and
74 ft2 of coastal wetlands. The piers would usurp 4,160 ft2 of public trust waters. Approximately
2,149 ft2 of coastal wetlands would be filled during the construction of this project. This project
would provide valuable public boating access to an area void of such amenities. It would also
replace an existing derelict docking facility that currently poses obvious safety hazards to potential
users. This portion of Jacksonville and Northeast Creek currently has very few functioning public
boating access areas; a facility such as this would greatly enhance the public's ability to access the
adjacent public trust waters.
