Low Impact Bi idge Replacement Projects BD 51030 (Pendei County) BD 5103P ( Onslow County) BD 5103Q (Duplin County) BD 5103R (Brunswick Countv) BD 5103S and BD 5103T (Sampson County) In reply to your e mail correspondence dated June 1 2011 (received June 1 2011) in which you requested comments for the above referenced projects the NCDWQ offers the following comments Project Specific Comments waters of the State Holly Sheltei Cieek is on the 303(d) list for unpaired use for aquatic life due to biological integi ity ci iteria NCDWQ is vel y concer lied with sediment and erosion impacts that could result fiom this project NCDWQ recommends that the most protective sediment and erosion control BMPs be implemented in accordance with Design Standards in Sensitive Watersheds to reduce the risk specific comments to NCDOT for this proposed bridge replacement in a letter dated August 31 2009 In addition to those comments we also would also like to offer the following comments 4 Wheeler Cieek aie class SA HWQ 303(d) waters of the State Wheeler Creek is on the 303(d) list for impaued use foi aquatic life due to loss of use for shellfishing NCDWQ is very concerned with sediment and erosion impacts that could result from this project NCDWQ recommends that the most protective sediment and erosion control BMPs be implemented in accordance with Design —Standards in Sensitive Watersheds-to reduce the risk of nutrient runoff to Wheeler Creek NCDWQ__ requests that road design plans provide treatment of the stoim water runoff through best management practices as detailed in the most recent version of NCDWQ Stormwater Best Management Practices 5 Based on field obseivation lengthening the biidge to the West appears to minimize impacts and provide a greater benefit to the system BD 5103R, Bridge 64 over Jinny's Branch, Brunswick County 6 Review of the project reveals the presence of surface waters classified as C Sw HQW High Quality Waters of the State in the project study area This is one of the highest classifications foi water quality Pursuant to 15A NCAC 2H 1006 and 15A NCAC 2B 0224 NCDOT will be requiied to obtain a State Stormwater Permit prior to construction except in North Carolina s twenty coastal counties 7 Based on field obseivation widening the bridge to West and lengthening to the South appears to minimize impacts and piovide a greater benefit to the system BD 5103S Bridge 77 over South River Overflow, Sampson County BD 5103T Bridge 78 over South River, Sampson County Review of the project reveals the presence of surface waters classified as C Sw Outstanding Resource Waters of the State in the project study area The water quality classification of C Sw ORW is one of the highest classifications in the State NCDWQ is extremely concerned with any impacts that may occur to streams with this classification It is preferred that these resources be avoided if at all possible If it is not possible to avoid these resources the impacts shall be miminized to the greatest extent possible Given the potential for impacts to these resources dui ing the pioject implementation the NCDWQ iequests that NCDOT sti ictly adhere to North Carolina regulations entitled Design Standards in Sensitive Watersheds (15A NCAC 04B 0124) throughout design and construction of the pioject Pursuant to 15A NCAC 2H 1006 and l5A NCAC 2B 0224 NCDOT will be required to obtain a State Stoimwater Permit prior to construction except in North Carolina s twenty coastal counties 9 Based on field observation lengthening the Bridge 77 to the South and widening to the West appears to minimize impacts and provide a greatei benefit to the system 10 Based on field observation lengthening the Bridge 78 to the North appeais to minimize impacts and pi ovidea gi eater benefit to the system General Comments Regarding Bridge Replacement Projects 11 NCDWQ is very concerned with sediment and erosion impacts that could result fionn this pioJect NCDOT shall address these concerns by describing the potential impacts that may occur to the aquatic environments and any mitigating factors that would reduce the impacts 12 If foundation test boiungs are necessary it shall be noted to the document Geotechnical work is approved under General 401 Certification Number 3687/Nationwide Permit No 6 for Suivey Activities 13 If a bridge is being replaced with a hydraulic conveyance other than another bridge NCDWQ believes the use of a Nationwide Permit may be required Please contact the US Army Coip of Engineers to determine the required permit(s) _ 14 If the_old_biidge is removed no discharge of bridge mate►ial into surface waters is allowed unless otherwise authorized by the US ACOE Strict adherence to the Coips of Engineers guidelines for bridge demolition will be a condition of the 401 Water Quality Certification 15 Whenever possible NCDWQ prefers spanning structures Spanning structures usually do not require work within the stream or grubbing of the stieambanks and do not require stream channel realignment The horizontal and vertical clearances provided by bi idges shall allow for human and wildlife passage beneath the structure Fish passage and navigation by canoeists and boaters shall not be blocked Bridge supports (bents) should not be placed in the stream when possible 16 Bridge deck drams shall not discharge duectly into the stream Stormwater shall be duected across the bridge and pie treated thiough site app►opriate means (glassed swales pie foinned scour holes vegetated buffet s etc ) before enter i ng the sti earn Please i efei to the most cui i ent version of NCDWQ s Stormwater Best Management Practices 17 If concrete is used during constt action a dry work ai ea shall be maintained to pi event du ect contact between curing concrete and stream water Water that inadvertently contacts uncured concrete shall not be discharged to surface waters due to the potential for elevated pH and possible aquatic life and fish kills 18 If temporary access roads of detours are constructed the site shall be graded to its preconstrirction contours and elevations Disturbed areas shall be seeded or mulched to stabilize the soil and appropriate native woody species shall be planted When using temporary structures the area shall be cleated but not grubbed Clearing the area with chain saws mowe►s bush hogs of other mechanized equipment and leaving the stumps and root mat intact allows the area to to vegetate naturally and minimizes soil disturbance 19 Sediment and erosion control measures sufficient to protect water ►esouices must be implemented and maintained in accordance with the most recent version of North Carolina Sediment and Erosion Control Planning and Design Manual and the most recent version of NCS000250 20 All work in of adjacent to stream waters shall be conducted in a dry work area unless otherwise approved by NCDWQ Appi oved BMP measui es fi om the most current vet stun of NCDOT Construction and Maintenance Activities manual such as sandbags rock beinns cofferdams and other diversion structures shall be used to prevent excavation in flowing water 21 Heavy equipment shall be operated fiom the bank rather than in stream channels in order to minimize sedimentation and reduce the likelihood of introducing other pollutants into streams This equipment shall be inspected daily and maintained to prevent contamination of surface waters from leaking fuels lubi►cants hydraulic fluids of other toxic mater ials 22 In most cases the NCDWQ piefeis the replacement of the existing st►uctu►e at the same location with load closure If road closure is not feasible a temporary detoill shall be designed and located to avoid wetland impacts mm►mize the need for cleaung and to avoid destabilizing stream banks If the structure will be on a new alignment the old structuie shall be removed and the app►oach fills removed from the 100 year floodplarn Approach fills shall be removed and restored to the natural ground elevation The area shall be stabilized with grass and planted with native tree species Tall fescue shall not be used in riparian areas 23 Any anticipated dewatering or access structures necessary fot construction of budges should be addressed in the CE It is understood that final designs at e not deter mined at the tune the CE is developed However the CE should discuss the potential for dewatering and access measuies necessary due to bridge construction _ 24__Any impacts to waters of the state resulting from utility relocations associated with these bridge replacement projects must be noted in the project document Utility relocations ale generally authorized in accordance with the conditions of Geneial 401 Certification Number 3819/Nationwide Peimit No
