Tommy,
Both the BPDP and the As-Built report for Forrest Creek UT-2 have inconsistencies with the signed UMBI that need to be
addressed prior to the first credit release. Please submit a memo that addresses the following inconsistencies in both of
these documents:
• Sponsor name needs to be the same as on the signed UMBI
• Bank name needs to be the same as on the signed UMBI
• Reference DWQ project number 2011-0720 for the UMBI as well as DWQ project number 2011-0720v1 for the
Forrest Creek UT-2 Bank Parcel
• Vegetative Success Criteria shall be measured as described in the approved UMBI
By submitting a memo, we won't have to go through and edit/change the BPDP and As-Built report. The memo will be
attached to both documents. If you would like me to edit the memo prior to submittal, you may send it to me via .pdf.
Before I can submit the BPDP via public notice, I will have to have this memo. It would benefit EBX to have both the
BPDP and UMBI submitted to public notice at the same time so that it doesn't affect the timeliness of getting your credit
release. Both have to be submitted to public notice prior to the first credit release. If there is any way a memo can be
submitted to me by this Friday, that would be wonderful since I was hoping to get the public notice out by this Friday.

Umbrella Mitigation Banking Instrument in the Upper Neuse River Basin for Riparian Buffer and www ebxusa corn
Nutrient Offset Mitigation Credits Pursuant to the Falls Lake Water Supply Nutrient Strategy (UMBI)
Environmental Banc and Exchange LLC(EBX) is hereby making the following changes to the Forrest
Creek UT 2 BPDP and As Built Report in order to address the inconsistencies with the UMBI
1) The Sponsor for the Forrest Creek UT 2 BPDP and As Built Report will be Environmental Banc
and Exchange LLC and not EBX EM LLC
2) The Forrest Creek UT 2 Site will be established under the terms of the UMBI
3) Vegetative Success Criteria will be measured as described in the UMBI
