PROJECT SGMMARY: 1~Ir. Dunn and Mr. Williams propose to restore 400 feet of shoreline adjacent to their property along the tiorth River. This will be accomplished through a series of stone sills and a rock revetment. Sand terraces will be placed behind these structures and will be planted with marsh ;rases. A four slip dockin; facility and boat raltlp will be placed between two of the sills with exca~~ation along, the dock. Field Investigation Report: Dunn & Williams Page 02 9) Narrative Description: The project is located 2690 Lennoxville Rd in the Town of Beaufort, Carteret County. The lots are located on Lennoxville Point at the terminus of Lennoxville Rd. The North River borders this site to the east at the conflux of Taylors Creek. The properties owned by Mr. Dunn and Mr. Williams have a combined size of 2.19 acres and ranges from 0' to 6' above NHW. Currently on the site there exists a single family home owned by Mr. Dunn along with all associated utilities. On the south end of the shoreline there are the remains of an old bulkhead. The shoreline has scattered patches of Smooth Cordgrass (Spartina alterniflora) and Salt Meadow Grass (~artina patens). The rest of property is landscaped with various upland grasses and Live Oak (Quercus viraLiniana). The project is bordered to the south by a vacant lot and to the north by asingle-family residence under construction. The Division of Water Quality classifies the North River as SA waters and Taylors Creek as SC waters. This area is not a Primary Nursery Area and is closed to the taking of shellfish. Beaufort's Land Use Plan dated 1997 classifies this area as Residential and Conservation within the AEC's. There are no shellfish leases in this area. No shellfish resource or SAV's were seen during the site visits. Average soundings in the project area range from 0' to -l' at NLW. 10) Project Description: The applicants are proposing a shoreline stabilization and habitat enhancement project to be located on its east shoreline bordering North River. The project proposes to restore 400 liner feet of shoreline. This would be accomplished by using a series of stone sills stabilize the shoreline. Sand planting terraces would be created behind these structures and planted with marsh grass. In addition, the applicants propose a 4 slip docking facility and boatramp with excavation. Two stone sills would be constructed an average distance of 30' waterward of NHW. The len~~th of the sills wo~.ild be 183' and 9~t' respectively for a total of 282'. There would be a 30' space between the sills. The sills would be 16' wide at the base and have a crest elevation of +2.5' above substrate and a crest width of 2'. This elevation would be 1' above NHW. Along with the sills the applicant proposes a rock revetment to be placed along an existing bulkhead that is in bad repair. This revetment would be 99' long and extend 10'-1 S waterward of the existing wall. The top elevation of the revetment would be +-1.5' above substrate or +2.5' above NHW. Both the sills and the revetment would be constructed out of class II Granite rock. Three re Elective markers would mark the top of sills. Placed behind the sills would be 7.914ft~ of sand fill of which 4,496ft~ would be placed below NHW. The fill would be approximately 2' deep beginning at -.5'NLW and ending at approximately 3' above NHW therefore placing 537 yd3 of material behind the sills. An additional 1.120ft~ (108yd3) of fill would be placed behind the existing bulkhead and proposed revetment of which 115ft2 would be placed below NHW. ~"arious upland grasses would be planted in fill area behind bulkhead and revetment. Fill area; behind the sills that are above NHW would be planted with Salt 1~Ieado~~~ Grass (~artina patens) and area; that are below NHW would be planted with Smooth Cordgrass (S~ irtina Field Investigation Report: Dunn & Williams Page 03 alterniflora). The applicant has indicated on plats that a sediment curtain would be used during construction. The sills would maintain a 15' setback off each riparian line. Situated between the two sills the applicants are proposing a 4 slip docking facility. The pier would be 122'X6' with a 10'X46' "T" platform on the end. Two 3'X12' fingers and 4 mooring piles will be placed along the pier to create 4 boat slips. A 13'X12' cradle boat lift would be placed within each slip. The entire docking facility would extend 100' into the waterbody and would remain 80' from the nearest riparian line. Water depths at the end of the proposed dock are approximately .5' NLW. The applicants also propose to construct a 12'X56.6' boat ramp along the south side of the dock. The proposed ramp would extend 35' landward of NHW and no coastal wetlands would be impacted. The applicant has not proposed a road leading up to the ramp. In order to gain sufficient water depths, the applicants propose to excavate a 29'X40' area around the end of ramp and dock. The existing water depth in this area is .3' NLW and the final project depth would be .71'. A total of 18 yd3 would be removed and placed on high ground 38' landward of erosion escarpment and 60' landward of NHW contour. A 40'X30' site has been set aside for spoil disposal. 10. Anticipated Impacts: The shoreline stabilization and enhancement project proposed by the applicants would provide habitat for a number of finfish and shellfish species. Various wetland plants placed in the area should help to improve water quality from runoff. The installation of the sill system and excavation would cause temporary turbidity and could be dangerous to boaters if not properly marked as this is an area of extreme boating activity. The pier should not be a hazard to navigation as is does not exceed the existing pier line or'/a width of the water body. The placement of the sand fill would cause ashort-term turbidity concern if proper sedimentation measures are not employed. The project would disturb a total of 1 1.709 tt~ (885ft~ from excavation) of shallow water habitat and 3,854ft~ of hi~~h ground. The dockin~~ facility would incorporate 2,750ft~ while shading 952ft~. The placement of sand behind headland sills will serve as a planting medium for Spartina Alterniflora, Spartina Patens, Ammophila Breviligulata, and Uniola Paniculata. These marsh and beach grasses provide additional shoreline stability and habitat benefits as well as water quality control (trapping sediment from upland runoff). I c.
