Re Section 401 Water Quality Certification application
Dear Mr Welborne
On January 11 2011 the North Carolina Division of Water Quality (Division) received a copy of your application for a
401 General Water Quality Certification install a fill in streams and wetlands at the future University Nissan Dealership
site in Boone NC in Watauga County Additional information is required in order that we may determine your project s
compliance with 15A NCAC 2H 0500 The Division will require this information in order to process your application to
impact protected wetlands and /or streams on the subject property Therefore we will place this project on hold as
incomplete until we receive this additional information and if we do not receive the additional information requested
below we will have to move toward denial of your application as required by 15A NCAC 2H 0506 Please provide the
following information so that we may continue to review your project
1 Please sign and seal all plan sheets
Please provide a clear depiction of the stormwater drainage system on this site showing and labeling all inlets
outlets and stormwater conveyances (calling out pipe sizes) on a full sized plan sheet Please provide information
about elevations of pipe inverts to clarify the direction of water and to show that proper pipe clearance has been
provided
3 Please provide a soils report that documents the level of the seasonal high water table within the footprints of the
bioretention cell and the detention structure
4 Please specify that the forebay should be lined with an impermeable (rather than permeable) filter fabric to avoid
short circuiting the bioretention cell and disturbing the contaminated groundwater
5 Please specify that the sod should be washed if it has been grown in clayey soil to reduce the risk of clogging in
the bioretention cell
6 Please provide watering specifications to establish the sod

Certification Unit 1650 Mail Service Center Raleigh NC 27699 1650 If you will not be able to provide the requested
information within that timeframe please provide written confirmation that you intend to provide the requested
information and include a specific timetable delineating when the requested materials will be provided If we do not hear
from you in 30 calendar days we will assume that you no longer want to pursue this project and we will consider the
project as returned
This letter only addresses the application review and does not authorize any impacts to wetlands waters or protected
buffers Please be aware that any impacts requested within your application are not authorized (at this time) by the
