Below please find our comments regarding your request for information for
the 401 permit on the above referenced project.
Comment 1: Please provide documentation that DWQ or Forest Resources
has made intermittent/perennial stream determinations on the
site or contact DWQ to schedule intermittent/perennial stream
determinations on the site.
Response 1: Supplied in original application of March 28, 2007. Satisfied in
telephone conversation with Ian McMillan on April 24, 2007.
Comment 2: Please specify the percent of project imperviousness area based
on estimated built-out conditions and provide an inventory of all
impervious surfaces (building footprints, roads, driveways,
decks, sidewalks, gravel-covered areas, etc.). Be sure to not
include the golf course in your calculations. Please call Ms.
Annette Lucas at 919-715-3425 if you have questions.

Comment 5: Buffer impacts will need to be quantified in square feet in the
table located in Section X of your PCN application.
Response S: 2,178 square feet of zone 1 impacts; 1, 742 square feet of zone 2
impacts. Revise in PCN.
Comment 6: All seven of the proposed scour holes have been placed in
locations where slopes are too steep. In order to install a scour
hole, the slopes must be less than 2 percent and the outlet pipe
must be less than or equal to 18 inches in diameter. Please refer
to the Level Spreader BMP Manual Chapter on the DWQ web
site for more information about the appropriate design of level
spreaders:

Response 6: The slopes adjacent to the scour holes will be re-graded to meet
the 2% slope requirement and will utilize a drainage pipe of
18" or less. Attached you will see the scour-hole exhibits, that
depicts where the slopes are equal to or less than 2% adjacent
to the scour-hole, and will utilize a drainage pipe of 18" or
less. This same design will be utilized with all other pre formed
scour holes in order to come in to compliance (Revised Scour-
Hole exhibits are attached).
Comment 7: Because of the inappropriate slopes, all seven of the proposed
scour holes must be replaced with level spreaders designed
according the specifications given in the Level Spreader BMP
Manual Chapter. The resubmittal must include plan details for
all components of the level spreaders and dated, labeled
photographs that show the vegetative conditions in the filter strip
for each level spreader. In addition, the resubmittal must include
a DWQ level spreader worksheet for each of the level spreaders,
available at:

Response 7: See response to comment 6.
Comment 8: The level spreaders that replace scour holes 3, 4, 6 and 7 must be
moved downslope from the currently proposed locations of the
scour holes. Whenever possible, level spreaders should be
located just outside the riparian buffer to prevent diffuse flow
from reconcentrating before it enters the stream.
Response 7: See response to comment 6.
Comment 9: stormwater pond outfall #8 must be redesigned in order to meet
the requirements of the Neuse Buffer Rule. This rule states that
new stormwater conveyances are not allowed through the buffer
unless "a stormwater management facility is installed to control
nitrogen and attenuate flow before the conveyance discharges
through the riparian buffer." As currently designed, the design
of this outfall will likely result in an eroded channel through the
riparian buffer. There are two options to bring outfall #8 into
compliance with the Neuse Rule:
a. Install a properly designed level spreader to diffuse the flow
from stormwater pond #2 through the riparian buffer.
b. Submit design calculations, plans and a worksheet for
stormwater pond #2 so that DWQ staff can determine whether it
has been designed according to DWQ BMP Manual standards.
Then, provide an engineered conveyance (a pipe or properly
designed Swale) to convey the outflow from stormwater pond #2
directly to the stream channel.
Response 9: stormwater pond # 2 is located within an existing isolated pond
man-made pond within a natural draw with an existing
outfall. The utilization of this pond will not permanently
increase the normal pool of the pond, and the outfall is now
located within an existing ephemeral drainage/draw to the
downstream, stream start point. We are improving the outlet
structure at this location and decreasing the current flow
velocities at this location, therefore we do not believe a level
spreader should be required at this location, nor a pond design
submittal.

It is the applicant's (or agent's) responsibility to determine, delineate and map all impacts to
required state and local buffers associated with the project. The applicant must also provide
justification for these impacts in Section VII above. All proposed impacts must be listed herein,
and must be clearly identifiable on the accompanying site plan. All buffers must be shown on a
map, whether or not impacts are proposed to the buffers. Correspondence from the DWQ
Regional Office may be included as appropriate. Photographs may also be included at the
applicant's discretion.

in-lieu payment to the North Carolina Ecosystem Enhancement Program.
XI. Stormwater (required by DWQ)
Describe impervious acreage (existing and proposed) versus total acreage on the site. Discuss
stormwater controls proposed in order to protect surface waters and wetlands downstream from
the property. If percent impervious surface exceeds 20%, please provide calculations
demonstrating total proposed impervious level. Proposed impervious surface is 57.71-acres or
13.23%, additional details will be provided in DWQ stormwater permit application
XII. Sewage Disposal (required by DWQ)
Clearly detail the ultimate treatment methods and disposition (non-discharge or discharge) of
wastewater generated from the proposed project, or available capacity of the subject facility.
To minimize run-off, detention of Stormwater is proposed at two existing ponds located on the
property. In addition, proper sedimentation and erosion control measures will be implemented
