3a Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application
Site is within North Mecklenburg Park Land use in the vicinity of the project is typical of suburban parks and includes
forest grassed areas parking lots roads and tennis and basketball courts Multiple stormwater best management
practices (BMPs) have been installed on Park property to alleviate runoff from these areas The watershed of the
proposed project includes the aforementioned land uses plus residential properties industrial uses and additional roads

3d Explain the purpose of the proposed project
The project is a restoration of a tributary to Torrence Creek which enters McDowell Creek and ultimately Mountain island
Lake a water supply reservoir The drainage area of this tributary is approximately 0 2 square miles Attached photos
show the existing incised channel with eroding streambanks The primary project goal is improved water quality
specifically reduced sediment and nutrient loading to the receiving waters These goals will be achieved through reduced
bank erosion and increased nutrient treatment and retention within the riparian system
3e Describe the overall project in detail including the type of equipment to be used
The stream restoration will impact approximately 1 500 feet of stream The alignment (i a horizontal location) of the
stream will generally remain unchanged Upstream of the culvert under the Park Road two boulder cross vanes will be
installed one to stabilize a sewer line crossing and one to direct flow into a culvert Downstream of the road crossing
multiple structures (e g boulder cross vanes log sills constructed riffles) will be used to raise the streambed elevation to
eliminate eroding banks and provide increased floodplain access while maintaining the majority of existing streamside
vegetation Design drawing are attached
