the village of Tunis from a community with traditional septic systems to 63 grinder wastewater pump systems with associated lines force mains and a pump station to convey wastewater to the Town of Winton s WWTP for treatment Tunis Rural Sewer District Hertford County Project Setting Mr Ryan Fisher with the Wooten Company on behalf of the Tunis Rural Sewer District has submitted the attached application for a CAMA Mayor Permit to upgrade the village of Tunis from a community with traditional septic systems to 63 residential and commercial grinder wastewater pump systems with associated force mains and a pump station to convey wastewater to the Town of Winton s existing WWTP The project site is located on Tunis Road (SR 1402) off River Road (SR 1400) off NC Hwy 45 near Winton adjacent man made canals off the Chowan River and Catherine Creek in Hertford County North Carolina Tunis is located on the southern shore of the Chowan River (f' /4 nule wide at this location) and it includes man made canals off both the Chowan River and Catherine Creek a tributary off the Chowan River The village of Tunis historically had a thriving string of fish houses a working railroad a lumber sawmill industry and a shipyard dating back to the late 1800 s Today the village consists of one remaining fish house Tunis Fishery located between a relic railroad bed that no longer crosses the Chowan River and single family residences a small church and the Tunis Landing Bait and Tackle shop on a series of man made canals off the Chowan River and Catherine Creek There is a vast expanse of bottomland hardwood cypress swamp both upstream and downstream of the village There is a WRC public access along natural shoreline of Catherine Creek with fringes of wild rice (Zizania aquatica) at the southern end of the village The proposed project area covers 3 62 acres and is ±3' in elevation above NWL of the river and creek around the waterfront community and rises to ±40' in elevation at a hill along Tunis Road a few hundred feet from the bait shop The shoreline of the Chowan River (Estuarine Water AEC) in the village is natural with the exception of ±100 ft of wooden bulkhead associated with a residence There is one ±550' long by ±40' wide man made canal off the Chowan River that s primanly stabilized by wooden bulkheads and there are some shorelide docks This canal is surrounded by residential lots and one small church There are 14 dwellings and associated carports outbuildings and driveways that are located at least partially within the 75' Estuarme Shoreline AEC of this canal some of which have also developed within 30' of the canal Catherine Creek (Public Trust Area AEC) connects with the Chowan River ±300' downstream of the aforementioned canal off the river The eastern shore of the creek is natural bottomland hardwood swamp and a mayor power line crosses the creek and Chowan River dust east of the WRC access The western shore of Catherine Creek has a total of four man made finger canals one of which is the main canal ( ±400' long by ±40' wide) for the village This main canal has a boat ramp access associated with the bait shop which also has a boathouse and fuel services The bait shop and ±10 residential dwellings with associated outbuildings carports and driveways along these series of canals off Catherine Creek are at least partially located within the 30' Public Trust Shoreline AEC The two shorter canals off Catherine Creek nearest to the Chowan River have two residences associated with them natural shoreline and a stand of trees with mixed upland and wetland areas The other two canals including the main canal with the ramp have wooden bulkhead stabilized shorelines with shorelide docks The residential lots in the village have few trees with small lawn areas of native grasses shrubs and ornamental shrubs There is ±6 100 linear feet of shoreline along the Chowan River Catherine Tunis Rural Sewer District Hertford County Page 2 of 3 Creek and all associated canals within Tunis Tunis Road is t0 7 rules long from its intersection with River Road to the village of Tunis waterfront Private residence owners in Tunis have received multiple permits over the years for development from the Division of Coastal Management however much of the development existed prior to the enactment of the CAMA of 1974 The village of Tunis is served by County water with some private wells and the residences currently have conventional underground and some above ground holding tanks to septic Imes There are also some grey water discharge lines from residences directly into the canals The proposed installation areas of the new sewage upgrade systems and force mains will be adjacent impervious road surfaces and within residential and commercial lots The Environmental Management Commission classifies the waters of the Chowan River in this area as class B NSW and the waters of Catherine Creek as class C NSW These areas of the Chowan River and Catherine Creek are not open to shell fishing and they are not primary nursery areas The Chowan River in this area is designated as an anadromous fish spawning area (AFSA) by the MFC and WRC and Catherine Creek is designated as an AFSA by the WRC There are no known documented archaeological sites in the area of the proposed development Protect Description The Tunis Rural Sewer District is proposing a grinder pump sewage disposal system with associated sewer and low pressure Imes to a new pump station that will convey the wastewater to the Town of Winton s existing WWTP There are a total of 63 grinder pump assemblies (1 per residence) proposed to replace existing septic systems for the entire project This includes 14 assemblies proposed within the Estuarine Shoreline AEC and 12 assemblies proposed within the Public Trust Shoreline AEC The housing for each grinder pump assembly will be 4' diameter by f8' deep well that will be connected to the existing service line to each residence Each line that extends from the existing septic tank and/or 55 galon drum to the septic lines will be capped and the tanks and lines will be abandoned in accordance with health department standards In addition those residents that currently straight pipe grey water into the canals will cap those pipes and convey grey water into the proposed system One main 8 inch gravity sewer line is proposed along Tunis Road that will accept pumped wastewater from 9 gravity sewer services and associated gravity sewer Imes and low pressure lines some of which are located at the downhill development All of the wastewater will be conveyed to a new Tunis Pump Station to be installed at the southeast corner of Tunis Road and River Road and will ultimately be conveyed to an existing 8 inch force main to the Town of Winton s WWTP for treatment A total of 3 62 acres of uplands is proposed to be disturbed for the installation of the Imes and system The majority of the protect will be subsurface infrastructure and installation followed by proper implementation of sedimentation and erosion control measures to stabilize the disturbed soil The proposed covers for the grinder basins will create 433 ft2 (0 15 %) of new impervious surfaces within the Public Trust Shoreline and Estuarine Shoreline AEC s The proposed pump station will cover an additional 7 128 ftZ of land with impervious surfaces from the gravel area wetwell vaults generator and control panel all of which is located well outside ( ±0 7 miles) the Public Trust Shoreline and Estuarine Shoreline AEC s Tunis installation of the sewage lines The covers for the grinder basms will result in 433 ft' (0 15 %) of new impervious surfaces proposed within the Public Trust Shoreline and Estuarine Shoreline AEC s Project The proposed sanitary sewer project is located in Hertford County in the Community of Tunis The Community of Tunis is a small community located on the waterfront of the Chowan River downstream from the Town of Winton The project will take place along Tunis Rd (SR 1402) and along the private lanes adjacent to the canals A vicinity map has been attached which shows the exact project location in Hertford County Existing Conditions The Community of Tunis is a rnverfront community situated on the Chowan River and Catherine Creek which is a main tributary of the Chowan River The project area is separated topographically by a large hill that distinguishes the residences of Tunis from waterfront homes with smaller lots and typical single family homes situated on larger parcels The waterfront area includes multiple canals that extend from the Chowan River along with Catherine Creek The small manmade canals utilize wooden bulkheads to prevent erosion from wave action The canals are approximately six (6) feet deep and are utilized for transportation by small fishing boats The main development within the waterfront area is single family seasonal residential housing and minor commercial establishments The upland area of Tunis consists of single family full time residential housing and churches Each residence or commercial establishment utilizes onsite septic systems with some utilizing typical septic tanks with drain fields while some utilize 55 gallon drums as holding tanks and attached drain fields Type of Development Grinder Wastewater Pump Assemblies The proposed project will provide 63 grinder pump assemblies with one (1) at each of the residences located along the Tunis waterfront Each pump assembly will replace the fading septic systems at each residence The proposed grinder pump assemblies are 4 diameter by approximately 8 deep wells that houses the grinder pump and will be installed along the existing service line that conveys wastewater to the existing septic tanks The wastewater collected in the grinder pump basin is then pumped out to common low pressure force mains that lead to the upstream gravity network A large percentage of property owners have signed up for sanitary sewer service The owners that have not signed up will not have grinder systems installed on their property For the Tunis Fishery due to the outlying location a service line will be constructed on the property but the grinder basin will not be installed therefore AEC impact will not occur with these properties Abandoning Existing Septic Systems The proposed project will include the abandoning of the existing septic systems at each residence that is signed up for public sanitary sewer service The existing septic systems mostly consist of typical septic tanks with drain fields but a few residences utilize 55 gallon drums as septic tanks with unapproved drain fields Once the grinder assembly is installed the service line on the backside of the grinder assembly will be capped and the septic tank will be abandoned by crushing or filling with sand in accordance with Hertford County Health Department Standards The drain fields will not be impacted Gravity Sewer The proposed sanitary sewer protect will be a linear construction project consisting of installing approximately 2 050 LF of 8 inch gravity sewer The 8 inch sewer is located along Tunis Rd to act as the main trunk line that accepts wastewater from the adjacent residences and the low pressure feeder lines that are located along the Tunis waterfront and the private lanes that intersect with Tunis Rd The gravity network begins at the apex of the hill in Tunis Rd before the road leads to the lower waterfront area From there it is aligned parallel to Tunis Rd and runs downhill to a new pump station located at the intersection of Tunis Rd and River Rd (SR 1400) Low Pressure Force Mains Each customers wastewater will be conveyed through small diameter force mains that combine into one (1) 6 inch force main that empties into the last manhole on Tunis Rd The force mains will be installed along the gravel and asphalt roadways that lead to each residence and will not impact any wetlands or streams Puma Station The collected wastewater will be conveyed to the new Tunis Pump Station which is located on a parcel owned by the Tunis Rural Sewer District at the southeast corner of the Tunis Rd and River Rd intersection The wastewater will then be pumped through approximately 50 LF of a new 8 inch force main to the existing 8 inch force main that conveys wastewater from the Nucor Steel Mill to the Town of Winton s collection network Earth Disturbing Activities The project will involve digging trenches for the 8 inch gravity sewer lines the new low pressure force mains at the waterfront portion of the project area and the construction of the Tunis Pump Station The width of the installation trench will vary based on the depth of the gravity sewer and will be approximately three (3) feet wide along the length of the low pressure force mains At the deepest parts of the gravity sewer the trench will be approximately 30 feet wide with a 10 wide spoil pile Sedimentation and erosion control measures will be used throughout the project but most importantly along the waterfront areas along the Chowan River The required erosion control measures will be installed prior to construction A track hoe will be used in the excavation process with other associated equipment for sewer system installation Existing Drainage Patterns The Community of Tunis is generally flat sloping from River Rd towards the Chowan River A steep slope exists along Tunis Rd directly before entering the waterfront area of Tunis This slope separates the waterfront homes that are elevated from effects of storm surge and from typical single family residential housing Tunis is located in the Chowan River Basin more specifically in subbasin 03 01 -01 The majority of stormwater in the project area is surface runoff that is conveyed to the Chowan River Erosion and Sedimentation Control Measures A copy of the latest approved sediment and erosion control plan must be on file at the fob site Timely and proper attention shall be required for prevention of offsite erosion and sedimentation Various levels of erosion control are proposed in the engineering documents If it becomes evident that additional erosion and sedimentation control measures are needed they shall be installed immediately by the contractor A temporary cover sufficient to restrain erosion must be provided within the 7 calendar days on any slope and 14 calendar days on any other disturbed area A permanent ground cover sufficient to restrain erosion must be provided within the shortest of 21 working or 90 calendar days after completion of the construction or development A buffer zone sufficient to restrain sedimentation must be maintained between the land disturbing activity and any adjacent property or watercourses Maintain / Do Not Disturb 2 existing vegetative cover in areas of no construction Temporary sediment control primarily will consist of temporary check dams and arc filters which will be placed along the existing roadside ditches The rock check dams shall be a maximum of 1 000 LF apart and the volume of storage shall accommodate this sediment as shown on the engineering documents In the proposed project area the slopes along most of the roadside ditches are so flat that the spacing allows for a great amount of storage before over flowing into the next drainage system In order to eliminate erosion from traveling downstream arc filters will be utilized when sewer lines bisect drainage culverts on the upstream side of the culvert Prevention of disturbed soil from entering the Chowan Rivers waters will be of the utmost concern and preventative measures will be in place before construction begins B TIME SEQUENCE OF OPERATIONS Construction is anticipated to begin March 2012 Permits are being secured now and once the project is awarded construction will be able to start The contractor is required under the contract to comply with all state regulations regarding erosion and sedimentation control Once the sediment and erosion control measures are in place the contractor will begin installing the sewer lines and manholes The contractor shall complete all construction within the easements and rights of ways as shown on the plans All utilities must be checked and tested and any areas that can be seeded should be done as soon as possible Once the subsurface infrastructure is complete and tested the contractor shall finish grading and seeding remaining areas Seed bed preparation details have been added to the drawings Hydro seeding will not be used on this project In areas where the trench line is within the bottom of a ditch erosion control matting shall be used to stabilize the soil The erosion and sediment control measures are to be checked weekly and after any rainfall event Repairs shall be made immediately to the sediment and erosion control measures as needed during the project 3 APPENDIX B TUNIS RURAL
